2 revitalization a 11 e n e y ALBANY REVITALIZATION AGENCY MINUTES Wednesday, June 20, 2018 Immediately following the CARA Advisory Board meeting Council Chambers, City Hall Approved: DRAFT CALL TO ORDER Vice Chair Rich Kellum called the meeting to order at 7:29 p.m. ROLL CALL Agency Members Present: Agency Members Absent: Rich Kellum, Ray Kopczynski, Bessie Johnson, Sharon Konopa, Dick Olsen, and Mike Sykes Bill Coburn (excused) APPROVAL OF MINUTES May MOTION: Member Ray Kopczynski moved to approve the minutes as presented. Member Bessie Johnson seconded the motion, and it passed 6-0. SCHEDULED BUSINESS Business from the Public None. Adop ting the budget for Fiscal Year A public hearing was held on the ARA Budget for Fiscal Year There were no comments from the audience. MOTION: Johnson moved to adopt the resolution adopting the ARA Approved Budget. Kopczynski seconded the motion and it passed 6-0. The resolution was designated as ARA Resolution No Project estimate and bid policy MOTION: Kopczynski moved to adopt the resolution adopting a project estimate policy for ARA funding applicants. Johnson seconded the motion and it passed 4-2 with Sykes and Kellum voting no. The resolution was ARA Resolution No BUSINESS FROM THE AGENCY None. 4 RESOLUTION NO. --- A RESOLUTION APPROVING A BIENNIAL BUDGET FOR THE ALBANY REVITALIZATION AGENCY WHEREAS, Oregon Local Budget Law (ORS to ) was amended by the 2001 Legislation to allow local governments to adopt bielln.ial budgets; and WHEREAS, July I, 2003, was the first fiscal period for which local governments were allowed to adopt a biennial budget; and WHEREAS, Oregon Local Budget Law as provided in ORS (1) requires the Albany Revitalization Agency (ARA) to enact a resolution to provide for the preparation of the budget document for a period of 24 months. NOW, THEREFORE, BE IT RESOLVED, that ARA declares its intent to prepare and adopt a biennial budget and instructs the Budget Officer to prepare the budget document for a 24-month period beginning July I, DATED AND EFFECTIVE TIDS 18TH DAY OF JULY ATTEST: Albany Revitalization Agency Chair City Clerk 4

5 ARA RESOLUTION NO. A RESOLUTION OF THE ALBANY REVITALIZATION AGENCY ESTABLISHING A FINAL ACTION ON MERCY HOUSE INTERNATIONAL'S REQUEST FOR STOREFRONT REVIT ALIZTAION GRANT FUNDS FOR THE PROPERTY KNOWN AS 415 FIRST AVENUE W WHEREAS, the aforementioned applicant has requested a Storefront Revitalization Grant from Central Albany Revitalization Area (CARA) funding; and WHEREAS, the CARA Advisory Board has made its recommendation for approval of this request at its July 18, 2018, meeting; and WHEREAS, the Albany Revitalization Agency (ARA) resolved that it would have the final action to approve or deny a developer partnership, grant, or loan application. NOW, THEREFORE, BE IT RESOLVED that the Albany Revitalization Agency finds: 1. Overview: Mercy House International, Inc., has requested $10,000 to complete a $320,000 project to restore the front of their building. The requested dollars are to contribute toward historic window restoration on both floors of the building fronting First Avenue W. 2. Return of Public Funds: The return of public funds is unlikely in the short term. The applicants are currently leasing the building as a nonprofit, but this work is an initial step toward renovating the upper floor for market rate use, at which point they will pay proportional property tax. 3. Financial Condition of the Agency: As of the July 18, 2018, meeting, the CARA Fund has the ability to borrow funds to complete various projects, with cash on hand to pay the annual debt service but still leave room for future borrowing. 4. Location: The property is located at 415 First Avenue W. 5. Process Compliance: Applicant has complied with all steps of the process. BE IT FURTHER RESOLVED that the Albany Revitalization Agency concludes that the restoration of the building exterior fits with the CARA project listed as Storefront Revitalization Grants; and BE IT FURTHER RESOLVED that the Albany Revitalization Agency's approval of this Storefront Revitalization Grant is subject to staff direction concerning the appropriate means to secure applicants' compliance with applications and contracts and further that this Grant is subject to appropriate land use approval; and BE IT FURTHER RESOLVED that the Albany Revitalization Agency approves this request for funds.
