1 Moving from Analysis to Action Data Driven Dialogue Protocol The Data-Driven Dialogue Protocol is designed to facilitate dialogue and discussion among a small group of participants looking at data that is necessary to meet institutional goals. It is important that all voices are heard; multiple predictions, assumptions, causes and solutions are surfaced and evaluated for possible action. Should the group size exceed 8 10 participants, think about starting with two small groups and conducting the protocol simultaneously then bringing the group together. This protocol is best utilized by a team that includes the supervisor over the area, a data person, and staff directly responsible for the outcome. Before the Meeting Select Data/Outcome: Select pieces of data to be examined and discussed. Provide a visual of the data to drive the discussion. Agenda: Distribute in advance. During the Meeting Introduction (2 min) o Facilitator establishes and articulates purpose of meeting and desired outcome: to participate in a data-driven dialogue and discussion about selected pieces of data. o Review Norms for Engaged Team Members and seek approval from group. o Identify the Guiding Question to be examined by the group that relates to the data. (for example: What percentage of students complete the FAFSA on time? read at grade level?) Step 1 Make Predictions and Explore Assumptions (5 min) o Facilitator asks each person to make a prediction. o Then asks for assumption on which the prediction is based. o Recorder lists all predictions with corresponding assumptions on a T chart. Step 2 Exploring the Data (5 min) o Look at the data. What do you see? What pops out or surprises you? What patterns or trends? o Refrain from the why discussion. This is not about explaining, but is about sorting, analyzing, comparing and contrasting. o Validate target for organization. Step 3 Acting on the Data (10 min) o What are possible causes for where the data stand? What are some conclusions? o Brainstorm at least 3 potential causes impacting the data. o What other data or information would be useful? o Then, based on causes, brainstorm multiple action steps or solutions. Building Consensus Action/Strategy (5 min) o Facilitator leads group to consensus by asking them to agree to discuss one of the solutions or actions that could be expected to be the most successful with current resources (time, money, staffing, etc.) o Then ask the measurement question: How will we know that this solution/action is achieving the expected outcome? Recap/Debrief (3-5 min) o How did the protocol and process work for the group? o What are group members thinking and feeling about their roles and the outcomes of the process? o How could the process be used in other groups and with other data? o How does the new information inform or modify original assumptions? Allow others to share if you have already spoken, and speak up if you tend to be an observer Be open to taking risks in understanding the issue As a speaker, consider how your individual communication style affects others As a listener, be willing to sit with your discomfort with other people s contributions Allow for group to add additional norms for engagement RGV FOCUS Data-Driven Dialogue Protocol Page 2

6 RGV FOCUS FAFSA Report Guide Indicates report date Completions column lists the number of students that completed a FAFSA that was approved by DOE as of report date. Notes and Sources: Senior Count column lists the number of high school seniors per category. Completion % calculated as the number of total completions divided by the senior count. Approval Gap refers to the percentage of seniors who submitted, but are not complete. 65% is the 2015 RGV FOCUS FAFSA target. Students Remaining column lists the number of students that need to complete the FAFSA in order to meet the 65% target. The last column shows the completion rate compared to the same time last FAFSA data from U.S. Department of Education. Senior count data from TEA PEIMS where available, otherwise the previous year s junior count from TEA TAPR reports is used.
