9 Prototypical response to infrastructure needs in post-conflict countries Donor-driven contracts for rehabilitation and emergency operation that are not linked to long-term arrangements Reliance on pre-conflict institutional and structural arrangements for infrastructure provision, regardless of current applicability. Postponement of regulatory and structural reform of infrastructure in the face of so many urgent policy initiatives. The emergence of small-scale private investor-operators offering basic services without the benefits of debt financing, scale economies, official recognition or quality-of-service regulation. 9
