2 Come and join us in Lausanne PLACE & DATES Lausanne, Switzerland, 4-8 July 2011 The congress venue will be the IDHEAP building on Quartier UNIL Mouline - CH Lausanne The working languages during the congress will be English and French. Simultaneous interpretation in French will be provided for all plenary sessions and in some workshop/ group sessions. An invitation from IIAS and the IDHEAP On behalf of the Council of Administration of the International Institute of Administrative Sciences (IIAS), I would like to take this opportunity to welcome you to our annual Congress that will be held in Lausanne, Switzerland. The IIAS is very honoured to organize it in collaboration with the Swiss Graduate School of Public Administration (IDHEAP). The congress could provide an ideal platform for researchers and government officials from all continents and regions to gather to share their ideas and thoughts on various topics on the main theme Global Problems and National Regulations: Challenges to Regulatory Strategies,. Which is very timely and compelling in an era of global economic stagnation. Based on the main theme, the congress will further discuss the following three subthemes: (1) water use and international management; (2) migration and transnational challenges; and (3) new trajectories to the rising need of a regulatory regime. On behalf of the IIAS, I welcome your participation and wish you a very successful and fruitful congress, and many opportunities for exchanging new ideas and thoughts, establishing personal contacts and for networking. I am sure you will enjoy the congress and the beautiful city of Lausanne and its neighboring cities in Switzerland. IIAS THEME Dr. Pan Suk Kim IIAS President Global Problems and National Regulations: Challenges to Regulatory Strategies Professor Geert Bouckaert, Chairperson of the IIAS Programme and Research Advisory Committee (PRAC) and Director of the Public Management Institute, Catholic University of Leuven Belgium, has kindly accepted to be the General Rapporteur and he will be responsible for the scientific preparation of this event. He will be assisted by a team of six Rapporteurs, one Academic and one Practitioner per subtheme. We are very happy that the 2011 Congress of the International Institute of Administrative Sciences will take place in Lausanne, Switzerland, and we shall be very honoured to welcome you to IDHEAP, the Swiss Graduate School of Public Administration, on the campus of the University of Lausanne where our sessions will take place. IDHEAP is celebrating its thirtieth anniversary in Making sure that the theories of administrative sciences are transferred into the practice of the public administrations is one of the fundamental missions of IDHEAP. The scientific programme of the congress has been prepared to this effect in close cooperation with our partners coordinated by Prof. Geert Bouckaert. It will enable fruitful discussions between theoreticians and practitioners in Switzerland and worldwide Switzerland is a confederation of states with particularly original political and administrative structures. It is also a multicultural country which offers many possibilities for discoveries in its cities, countryside and mountains. I hope the IIAS 2011 Congress will also give you the opportunity to better discover this astonishing country and its population. Water Use and International Management: The issue is proposed in the light of growing importance of water supply and management in different parts of the world. 2. Migration and Trans-national Challenges Concomitant with the rise of globalization, many countries have been witnessing the rapid flows of population across their borders. 3. New Trajectories to the Rising Need of Regulatory Regime Public trust in government has been in decline in a large number of countries. One of the root causes for this phenomenon frequently lies in inefficient and ineffective use of regulations over many social issues by government.
