1 RESOLUTION NUMBER RESOLUTION ESTABLISHING SCHEDULE OF FEES FOR NON-PROPRIETARY DEPARTMENTS WHEREAS, the Board of County Commissioners of Pinellas County, Florida is empowered to set fees relating to the provision of services provided by Non-Proprietary Departments; and WHEREAS, the Board of County Commissioners, through Chapter 14, Section of the Pinellas County Code is authorized to establish reasonable fees and charges related to licensing, adoption, impoundment, service fees and such other fees as deemed necessary; and WHEREAS, the Board of County Commissioners is empowered by Chapter 26164, Laws of Florida, Special Acts of 1949, as amended by Chapter , Laws of Florida, Special Act of 1957, to fix and prescribe permit and inspection fees for building, electrical and other permits as deemed necessary; and WHEREAS, the Board of County Commissioner is empowered by Chapter 42, Sections and , of the Pinellas County Code to establish fees and charges relating to charitable and professional solicitations; and WHEREAS, the Board of County Commissioners is empowered by Chapter 42, sections and 42-81, of the Pinellas County Code to establish a fee to cover the administrative costs associated with adult use permits; and WHEREAS, the Board of County Commissioners is empowered by Chapter , Florida Statutes, to establish a fee schedule for chemical testing services provided by the Co-op Extension Program; and WHEREAS, the Board of County Commissioners is empowered by Chapter , Laws of Florida, Special Acts of 1949, as amended by Chapter , Laws of Florida, Special Acts of 1957, and converted into Ordinance by Chapter , Laws of Florida, to fix and prescribe permit and inspection fees for the administration and enforcement of its zoning regulations; and WHEREAS, the Board of County Commissioners is empowered by Chapter 166, Section , of the Pinellas County Code to collect and retain permit fees related to surface water permitting; and WHEREAS, the Board of County Commissioners is empowered by Chapter , Laws of Florida, Special Acts of 1949, as amended by Chapter , Laws of Florida, Special Acts of 1957, and Chapter 58, Section et seq. of the Pinellas County Code to fix and prescribe permit and inspection fees for lot clearing, grubbing, tree removal and other permits as deemed necessary; and WHEREAS, the Board of County Commissioners is empowered by Chapter 106, Section , of the Pinellas County code to establish application fees for the purpose of permitting and regulating established and proposed solid waste management facilities; and WHEREAS, the Board of County Commissioners, acting as the Pinellas County Water & Navigation Control Authority, is empowered by Chapter 166, Sections , , , , , and of the Pinellas County Code to fix and prescribe permit and inspection fees for water and navigation control purposes; and WHEREAS, the Board of County Commissioners is empowered by Chapter 90, Section 90-32, of the Pinellas County Code to establish a fee for the use of camp-ground facilities; and

2 WHEREAS, the Board of County Commissioners is empowered by Chapter 2, Section 2-156, of the Pinellas County Code to establish fees and charges relating to pre-qualification of contractors; and WHEREAS, the Board of County Commissioners is empowered by Section 8 of Chapter 26153, Laws of Florida, Special 1949, as amended by Chapter , Laws of Florida, Special Acts of 1959, to prescribe fees to cover the costs of examination and process of maps or plats submitted for approval; and WHEREAS, the Board of County Commissioners is empowered by Chapter , Florida Statutes, to establish fees for personal health services; NOW, 'THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pinellas County, Florida, in regular session, duly assembled, this 19th day of September, 1995, that the fees to be charged by nonproprietary departments are as follows:

General Notes Where the valuation does not exceed $500.00, no permit shall be required unless an inspection is necessary, in which case there shall be a minimum fee of $ Exception: No permit is required for fences, paving, portable spas, portable pools, for work of a strictly cosmetic nature (painting, wallpapering, carpeting, kitchen cabinets, etc.), or roof work less than $500 in value. Plan Review (Charges on original plan review, revisions, and interiors). Additional review fees may be charged to plans that require a third review for the same previously noted deficiency within any pertinent divisions. Can be charged per division for subsequent review on a percentage basis. Change of Contractor (All Divisions) Minimum Permit Fee Shall be Minimum Commercial Plan Review Fee Duplicate Certificate of Occupancy Refund Fee: No refund of permits of $25 or less, unless issued in error on part of County; no refund if work has commenced or if permit is over 180 days old. Development Review Services (Continued) Surface Water Permit (SWFWMD Permit - Includes administrative fee) The schedule of SWFWMD fees is available within the Department of Development Review Services. There will be limited exceptions to the fee schedule. Resubmittal after final agency action will require a new fee. (Note: Resubmittals caused by denials will require a new application fee). The following types of applications are exempt from fees: (a) Small Proiects: Less than one-half acre of new project area for nonagricultural projects. (b) Letter Permit Modifications: Applications for letter permit modifications authorized by pursuant to Rules 40D (2)(b), 40D (3), or 40D (2) (b). (c) Resubmittals: Any resubmittal of an application that was withdrawn within the preceding twelve months, provided the same type of application with a substantially similar design is resubmitted. (dl Sinclle Familv Dwellincl Units: Applications for Chapter 40D-40 general permits for construction or private use of a single family dwelling unit, duplex, triplex, or quadruplex involving wetlands that is not part of a larger common plan of development or sale. (e) Operation Permits: Applications for operation permits submitted in conjunction with a construction permit for the same surface water management system. In addition, some variances may require a public hearing. Applicants are responsible for all costs associated with a Public Hearing for advertising and postage in accordance with Pinellas County Land Development Code Chapter 166 Article V. Applicants are required to pay a $ deposit in addition to the application fee(s) to cover these costs.
