10 UTILITIES Water and Wastewater Utilities s and Charges * Pursuant to Section of the Code of Ordinances, all rates established herein shall be adjusted on an annual basis by an amount equal to one hundred percent (100%) of the all-urban consumer price index (CPI) for May of each year and shall be effective October 1 of each year.
