15 What is the GPNA? GPNA = Green Physical Needs Assessment The GPNA forms the basis for the PHA s strategic planning and the establishment of goals and objectives contained in its PHA Plan. It provides the PHA with an estimates that quantifies the capital requirements for the entire portfolio of the PHA, which can and often will be in excess of current funding from HUD. Using these estimates, PHAs can prioritize their needs and look to leverage their capital funds with other funding, to better preserve their housing stock to meet the mission and goals of the PHA Plan.
