NASDEA ( is an alliance of state drug enforcement agencies that are committed to fostering greater cooperation and coordination between member agencies, to providing a mechanism for state drug enforcement input to federal-level policy, procedures, and operations, and to providing a forum for state law enforcement and command level personnel operationally involved in drug enforcement to exchange strategic management information.

2 National Alliance of State Drug Enforcement Agencies 2017 Fall Conference The National Alliance of State Drug Enforcement Agencies meets bi-annually to exchange intelligence information and strategies, which impact both state and federal agencies. We invite you to take part in this important event. As a non-profit organization attempting to maintain low registration costs for attendees agencies, NASDEA does not have the financial resources to hold such meetings without public and corporate support. 3 Historical Overview In the early 1970s, it was clearly evident that drug trafficking and drug abuse impacted all social and economic levels of American society. Any effort to curtail this epidemic needed to be comprehensive and coordinated involving all levels of government, our social institutions, and our workplace. Cooperatively recognizing the need to coordinate drug enforcement efforts, eight Southeastern states joined to form the State Drug Enforcement Alliance, to meet three distinct needs: 1. To foster greater cooperation and coordination between member agencies by: The exchange of information The sharing of ideas and methods for detection and apprehension The development of legislative issues and effective legislation, and The support of parent, civic, and school efforts in drug education 2. To provide a mechanism for state drug enforcement input to federal-level policy, procedures, and operations through: The identification of national drug issues The development of clear and consistent policy for application and enforcement of federal drug control laws, and The development of coordination and cooperation with and between federal, state, and local drug enforcement. 3. To provide a forum for state law enforcement and command level personnel operationally involved in drug enforcement to exchange strategic management information. The eight participating states initially met to discuss problems within their states, the sharing of intelligence, focusing on investigative techniques, and the development and use of technical investigative equipment. In addition, the consensus views of this representative group began to have an impact on federal policy, federal legislation, and the regional allocation of federal personnel and resources. With other states quickly recognizing the value of such cooperative law enforcement efforts and a unified voice, the organization expanded its membership and in 1984 became chartered as the National Alliance of State Drug Enforcement Agencies (NASDEA). Membership now includes state-level drug law enforcement representation from all fifty states. NASDEA seeks to improve the sharing of information and enforcement actions not only at the state and local level, but also between member states and at the federal level. To this end, the Alliance has established and continues a close working relationship with the Office of National Drug Control Policy (ONDCP), the National Criminal Justice Association (NCJA), the National Governors Association, and the International Association of Chiefs of Police (IACP). The Alliance s inclusive state representation and national networking has resulted in NASDEA s recognition as a major voice in national drug enforcement policy and strategy. Today, NASDEA continues to exchange intelligence information and strategies, which impact both state and federal agencies. A major focus has evolved in the area of narcotics intelligence sharing, which now includes both state and federal sources. The Alliance has also provided focus on the issue of establishing an inclusive federal drug pointer index, which cooperatively involves all federal narcotics enforcement efforts. Dialogue between the Alliance, U. S. Drug Enforcement Administration, Federal Bureau of Investigation, and U. S. Attorney General s Office has led to a commitment by all federal entities to work toward the establishment of this critical investigative tool. Now, the Alliance s original three-pronged focus remains a valid strategy as the Alliance continues to encourage cooperation in drug enforcement operations and policy development targeting inter-state, regional, and national issues.

5 ASSIGNMENT OF SPACE AND PAYMENT All exhibit space will be allocated on a first-come, first-served basis. Confirmation of space will be sent immediately upon registration and payment. The Montana Department of Justice, Division of Criminal Investigation (MT DOJ/DCI) and NASDEA reserve the right to re-assign booth space if need be. Exhibit space must be occupied solely by your organization in exhibiting your products at the 2017 Fall NASDEA Conference. Booths may not be shared or sub-let. No exhibitors shall assign, sub-let, or share the whole, or any part, of the space contracted without prior written consent of the MT DOJ/DCI and/or NASDEA. SPACE SPECIFICATIONS The standard space is a 6 table, tablecloth and two chairs. 110V AC power is available at no charge with notice given by August 1, EXHIBITOR NAME BADGES You will be required to wear a name badge during the entire event. During set-up and installation you will register with MT DOJ/DCI staff. Make sure that your ID is prominently displayed. INSTALLATION & DISMANTLING Installation of exhibits may commence on Sunday, September 10, 2017 at 6:00 p.m. All exhibits must be fully assembled and ready for display no later than 7:30 a.m. on Monday, September 11. Dismantling of exhibits may begin after 10:00 a.m. on Thursday, September 14, All exhibits and materials must be totally removed from the exhibit hall no later than 5:00 p.m. on Thursday, September 14, CANCELLATION Exhibitors may cancel contracted space by submitting written notice to Regional Agent in Charge (RAC) Shane Haberlock. Such notice must be received no later than August 1, Exhibitors cancelling an entire exhibit no later than August 1, 2017, shall receive a refund less an administrative fee of $100. No refunds will be made if written notice of cancellation is received after August 15, SYMPOSIUM PROGRAM GUIDE All advertising materials and company listing information must be submitted by August 1, 2017 for inclusion in the conference program guide. There is no guarantee the exhibiting company information will be included in the conference program guide if the information is not received by this date. SECURITY The MT DOJ/DCI and/or NASDEA will not be responsible for 24-hour security services at the seminar facility for all displays, for the duration of the conference. While every precaution will be taken, the MT DOJ/DCI and/or NASDEA assume no liability for lost or stolen items. The ultimate responsibility remains with the individual exhibitors to protect their property. LIABILITY, INSURANCE, AND HOLD HARMLESS In consideration for the opportunity to display services and products at the MT DOJ/DCI 2017 Fall NASDEA Conference, the exhibitor, the exhibitor s officers, directors, agents and insurers, agree to indemnify and hold harmless the MT DOJ/DCI and NASDEA, its officers, directors, contractors, employees and agents and the seminar facility, its governmental entity, agents and employees, from any loss, injury, suit, action or cause of action, or claim whatsoever resulting from any incident, accident, fire, theft or any claim or loss to any person claiming loss or injury, including any loss or damage to property of Exhibitor, its employees, agents or subcontractors, loss or injury to any manufacturer s demonstration participants, their employees, agents, guests and general public. Said indemnification and agreement to hold harmless, the MT DOJ/DCI and/or NASDEA and the seminar facility, as aforesaid, shall include reimbursement for any costs, expenses and reasonable attorney s fees incurred by indemnities. Further, any claim of damage to the property of the seminar facility resulting in the immediate assessment of damages against the Maine Drug Enforcement Agency and/or NASDEA from any act or omission of Exhibitor, its agents, employees, contractors and subcontractors, shall be immediately paid or assumed by Exhibitor. In addition, Exhibitor acknowledges that the MT DOJ/DCI and/or NASDEA does not maintain any insurance to cover loss or damage to any property of Exhibitor. Exhibitors are advised to obtain commercial insurance to cover all losses and claims.
