TCIL is a premier consultancy and engineering company in the fields of telecommunications and information technology. TCIL has extended its consultancy and turnkey projects execution services in India and 80 other countries in Middle East, Africa, South & South East Asia. Telecommunications Consultants India Limited (TCIL) intends to participate in the above cited tender for SUPPLY AND INSTALLATION OF NETWORKING EQUIPMENT (HARDWARE & SOFTWARE) at NTRO. TCIL seeks the partnership of reputed business associate against the tender. The bidder shall have prior experience in this field and willing to work with TCIL. Bidder shall be capable of providing Functional and technical requirement as per tender including amendments if any. They shall be in a position to meet any enhanced requirements of the customer. 1. Scope of work: The scope of work shall include supply and installation of complete Networking Equipment as mentioned in the Schedule of Requirement (SOR) at A ppendix-1, which shall include site preparation, system production, testing, bench marking defined as per ATP document, Technical Literature/documentation, Supply, Packing, Transportation, Scheduling of Transportation, Transit Insurance, Delivery at buyer s premises, Unloading, Installation, Integration, Commissioning, Configuration of Equipments, Testing (Site Acceptance Test), providing post warranty services including spare parts etc., providing CAMC services for 4 years and any other services related to the system so mentioned in this document. Kindly refer to tender document for complete detailed scope of work. 2. Delivery Period: The delivery, installation, integration, commissioning and testing of the system will have to be completed within 06 weeks from the date of Award of Contract (AoC). Please note that supply order / Contract can be cancelled unilaterally by the Buyer in case items are not received within the contracted delivery period. Extension of contracted delivery period will be at the sole discretion of the Buyer, without prejudice to the right to recover L.D. at appropriate time. Delivery of goods up to the premises of the buyer shall be the responsibility of the supplier.

2 3. Terms for Delivery: DAP (Incoterms 2010) Delhi. 4. Pre-Qualification Criteria: The bidder should meet the following pre-qualification criteria: S. Company Profile Memorandum & Articles of Association Copy of Certificate of 3 Signatory Pre-Bid MoU will be signed by TCIL with the selected company for the purpose of submitting the bid for the tender and later for the award. 4 Tax Registration & clearance The Signatory for signing the Contract/Agreement with TCIL as a partner should be duly authorized by Competent Authority to sign the Contract/Agreement on their behalf. The party should have valid PAN and GSTIN. Copy of GSTIN Copy of PAN 5 Annual Turnover Should have a average annual financial turnover of INR 2 Cr or above in the last 3 years (i.e , and ). 6 Average Net The Tangible Net Worth of the bidder should be Worth positive 7 Blacklisting Declaration that the bidder has not been banned or delisted by any Govt. of India or Quasi Govt. Agencies or PSUs. If banned / delisted, the fact must be clearly stated. 8 Integrity Pact and MOU 9 Technical Capability 10 OEM of Proposed Products The selected bidder shall have to sign the Integrity Pact with TCIL Bidder should have successfully completed/executing a similar scope of work of supply, installation and maintenance of IT Infrastructure in Government organizations in India. The bidder should have direct authorization from the Original Equipment Manufacturer (OEM) for supply, installation and maintenance of similar system. Incorporation Power of attorney in the name of the authorized signatory for the tender is required to be submitted by the bidder Audited Balance sheets. CA Certificate with CA s Registration number/seal. Indicating required turnover. CA Certificate with CA s Registration number/seal. Self-Declaration on company letter head. Signed copy of the Integrity Pact (enclosed as Annexure 4) Relevant support certificates to be submitted. Copies of supply order & Project completion / Phase completion report. Copies of valid ISO certificates Valid MAF issued by OEM s for all components quoted by the Bidder to be submitted. Letter from OEM on 3 years warranty support to be attached clearly mentioning that the warranty will be directly provided by OEM as per Tender

3 Document. 11 EMD INR 4,50,000/- (Rupees Four Lacs Fifty Thousand only) in the form of DD/Banker s Cheque/ Bank Guarantee (BG) from Nationalized/ Scheduled Banks, drawn in favour of Telecommunications Consultants India Limited payable at New Delhi as per format given at Appendix-3 the end of this document. The EMD validity for 180 days + 45 days, on back to back basis applicable as per tender document. 12 Performance Bank Guarantee The selected bidder shall agree to submit the required amount of BG to TCIL equal to 10% of the contract value within 30 days of receipt of the confirmed order. 13 Payment Terms The bidder should be agreed on back to back payment terms and other conditions with the client as per tender document. 14 Warranty 1) 3 years free onsite comprehensive warranty. 2) LD clause will be applicable as per tender document 3) Serviceability of 99.5% per year is to be ensured. 15 Product Support 1).07 years, inclusive of warranty period. The vendor should supply equipment with latest specifications so that the equipment is not declared End of Life/Support for the duration of at least 05 years from the date of commissioning. Successful bidder will be required to provide OEM technical support for these equipments for up to 07 years from the date of successful installation and commissioning of project. 2). Earliest acceptable year of manufacture is 2017 i.e. The Seller confirms that the stores to be supplied as per supply order / Contract shall be new i.e. not manufactured before the year 2017, and shall incorporate all the latest improvements and modifications thereto and spares of improved and modified equipment are backward integrated and interchangeable with same equipment supplied by the Seller in the past if any. The Seller shall supply an interchangeability certificate along with the changed part numbers wherein it should be mentioned that item would provide as much life as the original item. Original copy of DD/Banker s Cheque/BG validity for 180 days + 45 days, applicable as per Tender document. It shall be submitted along with the Technical offer. Undertaking for submission of the required amount of PBG to TCIL on back to back basis for further participation in the client tender. If the selected bidder fails to submit the required PBG, the above EMD of Rs 4,50,000 will be forfeited. 4 16 Comprehensive Annual Maintenance Contract (AMC) The successful bidder would provide comprehensive CAMC for a period of 04 years after completion of warranty period for items mentioned at Schedule of requirement applicable as per Tender document. 17 Training The bidder will be required to provide free of cost training to five personnel for a period of ten working days on operation and maintenance of the systems supplied as per tender documents. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the EoI document by an amendment. In order to provide prospective bidder reasonable time to take the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI. 7. The bidder must bid for complete solution mentioned in the tender and partial bidding is not allowed. 8. 6 Installation & Commissioning, Documentation, Training, Warranty & Support 21 Commissioning Integration, Installation and Commissioning of System on turnkey basis including all equipments & software, cabling (CAT-6 or better and reputed make), patch cords, connectors, Power Cables, The purchaser shall provide the requisite space, power and security etc. to facilitate the functioning of the supplier. 7 23 Site Preparation The Seller has to undertake all minor but essential activities of Civil and Electrical nature such as provisioning of electrical points / sockets, cabling, A.C. installation, installation of Gas flooding system (for Server Room of approximate size 16 ft x16ft x 15ft) etc as per load requirement of server room. 24 Onsite CAMC As per details of CAMC clause.

This guarantee will remain in force up to and including 45 days after the period of tender validity and any demand in respect thereof should reach the Bank not later than the above date. 4. Notwithstanding anything contained herein above (a). our liability under this guarantee is limited to (ten percent of contract price) (b). This guarantee shall remain in force up to and including day/month/year) and same shall be extended from time to time for such further period as desired by M/s on whose behalf this guarantee has been given.
