3 DAIRY GOATS The Australian dairy goat industry is well placed to satisfy increasing consumer demand for alternatives to cows milk products. As well the industry supports a high quality export market for stud dairy goats. Interestingly worldwide people consume more goats milk than cows milk. Five breeds compete at the IGA Perth Royal Show: Saanen, Toggenburg, British Alpine, Anglo Nubian and Nigerian Dwarf. 8 GENERAL SHOW REGULATIONS The Society s General Show Regulations and Section Conditions regulate the conduct of the Show. Upon acceptance of an entry the Exhibitor is irrevocably contracted to be bound by those General Show Regulations and Section Conditions. A copy of the Society s General Show Regulations may be obtained on application or from the website An Exhibitor who breaches any General Show Regulation or Section Condition may be disqualified, or suspended for any period, fined or otherwise penalised. The Society may publish to: a) all Royal Show Societies in Australia; b) the relevant Breed Society; and c) the body with which the exhibit is registered, or is eligible for registration the result of any proceedings before the Disciplinary Committee in which a Person has been found to have breached any General Show Regulation or Section Condition. The Society may recognise and act upon any penalty imposed by any other similar society, organisation or body in Australia on any person or exhibit. It is in the Exhibitors best interests to carefully read all conditions. WITHDRAWAL OF EXHIBIT BY THE SOCIETY The Society may, at its sole discretion, withdraw, reject or disqualify an exhibit. Refer to the Society s General Show Regulation DANGEROUS, OBJECTIONABLE OR DISEASED EXHIBITS The attention of Exhibitors is drawn to the Society s General Show Regulation 4.7 and 4.8, with reference to dangerous, objectionable or diseased exhibits. INSURANCE The Owner/Exhibitor is responsible for the insurance of their exhibit whilst the exhibit is on the Society s Showground. DAMAGES The Owner/Exhibitor shall be liable to reimburse the Society for any damages, costs, claims, expenses or liabilities incurred, or likely to be incurred, by the Society arising from the withdrawal of an exhibit. PRIZE MONEY RASWA has a policy whereby all prize money is paid by EFT (Electronic Funds Transfer). Your banking details will be kept secure and can only be used by RASWA to credit your bank account. Please complete your account details on the entry form even if you have provided them previously. In accordance with the rules of the competition, failure to provide your bank details will mean that any prize money you earn will be forfeited and retained by RASWA. Prize money as stated in the schedule does not include GST. The prize money which the Society pays to successful Exhibitors ("you") depends on the information that you provide to the Society. If you confirm that you are GST registered and provide your Australian Business Number (ABN) the Society will pay the appropriate prize money plus 10% GST. The Society will provide to you a Recipient Created Tax Invoice (RCTI) within 28 days of the day you were successful at your event, detailing the GST which you will need to submit to the Australian Tax Office (ATO). If any adjustments need to be made, the Society will issue an adjustment note to you within 28 days of the adjustment. Upon entry into the competition and completion and signing of the application form, this form will become a RCTI agreement as required under (Goods and Services Tax) Act Furthermore, you acknowledge your agreement to the following: The Society will issue you a tax invoice in respect of the successful exhibit; You are requested not to issue a tax invoice to the Society in respect to prize money received; It will be necessary for you to notify the Society if you cease to be registered for GST; and The Society will notify you if it ceases to satisfy any of the requirements of the determinations. If you provide your ABN but are not registered for GST, the Society will pay the prize money as detailed in the prize schedule. If you are a business Exhibitor and do not provide your ABN to the Society, 47% tax will be deducted from your prize money under the ATO PAYG provisions. If you confirm that you are entering as part of a private recreational pursuit or hobby, the Society will pay the prize money as detailed in the prize schedule. AWARDS The Society will not be responsible for awards and prize money not received by Exhibitors after 31 December If you have not received your award or prize money by 30 November 2018, please contact RASWA on (08) LIABILITY AND INDEMNITY The Society shall not be liable for any damages, costs, claims, expenses or liabilities arising from the withdrawal of an exhibit. Refer also to the Society s General Show Regulation 17 Liability and Indemnity. SOCIAL MEDIA POLICY All personnel engaged by the Royal Agricultural Society of WA (RASWA) are bound by RASWA s Social Media Policy ( and are required to use social media in a positive manner and with the best intentions. 6

9 Whether posting on a public or private page or group, please present in a suitable and respectful manner of RASWA, Perth Royal Show and the Claremont Showground. Be mindful of posting/discussing subjects that may inflame someone s emotions. Please show respect for others opinions and be courteous always. Do not post personal information about yourself or others, confidential or non-public information, offensive or negative comments. If anyone is found to have made comments that are deemed unreasonable or derogatory, action will be taken by RASWA to ensure all parties are protected, and inappropriate use reprimanded. PROMOTION No advertising or promotion on behalf of commercial business will be permitted on the Showground without the prior written consent of the Society s Chief Executive Officer. PRIVACY ACT STATEMENT The information provided by the Exhibitor in the application for entry is collected and used by the Royal Agricultural Society of Western Australia (RASWA) to organise and conduct competitions at the Show. We may publish details such as your name, address and exhibit details in any RASWA publication or communication. Such information may also be made available to, and published by, the media. We will not disclose your information without your consent for any other purpose unless required or authorised by law. You may request access to your personal information and, if necessary, request that our records of that information be corrected by writing to the Chief Executive Officer at the Royal Agricultural Society of Western Australia, PO Box 135, Claremont WA SECTION CONDITIONS 1. CONDITIONS OF ENTRY Entries must be lodged on the official RASWA application form. 2. WITHDRAWAL OF EXHIBIT A Veterinary certificate must be provided to the Society if an exhibit is withdrawn due to illness or injury. 3. REFUND OF ENTRY FEES No refunds will be given for livestock exhibits except where the Society has excess entries in a section or class and is unable to accommodate them. If an exhibit is withdrawn, rejected or disqualified by the Society for any reason, the entry fee will NOT be refunded. 4. RESTRICTION OF ENTRIES Exhibitors are limited to five (5) entries in any one (1) class. 5. REGISTRATIONS Dairy Goats must be registered in a recognised Herd Book and Registered numbers or grades must be stated on the entry form. Where goats are not of age for Herd Book numbers, registration must have been applied for at the time of close of entries, with the Dairy Goat Society of Australia. PLEASE NOTE: Dairy Goat registration certificates must be submitted with the entry from. It is mandatory that you upload the dairy goat registration certificate when entering online. CAE FREE: Entries in the Dairy Goat section will only be accepted from CAE free herds. Proof of clear tests on every animal entered must be given to the Chief Steward on arrival. 6. DELIVERY OF EXHIBITS Exhibits in ALL classes are to be delivered to the Tom Wilding (Creatures Great and Small) Pavilion between 6.00am and 8.00am on Wednesday 26 September Biosecurity Health forms must be completed and submitted on arrival, along with Waybill and CAE results. Please contact the Chief Steward for assistance on PAVILION OPENING TIMES The Tom Wilding (Creatures Great and Small) Pavilion will be open to the public from 9.00am to 6.00pm daily. 7

10 8. PENS Bedding Straw: One (1) bale per head. The Chief Steward will arrange issue of straw. Sawdust base will be provided. Exhibitors are requested to be as economical as possible in their use of bedding. 9. FEEDING All goats are to be fed and attended to by the Exhibitor while the goats remain on the Showground. 10. FODDER Fodder will be available for purchase by Exhibitors upon request in writing to Asset Services - PLEASE USE THE FODDER ORDER FORM. Please Note: Not all feed varieties are available. 11. FODDER LOCKERS A limited number of lockers will be available. 12. TATTOOS Exhibits in the goat classes will be inspected prior to judging in order to see that they are tattooed or fitted with an RFID device in accordance with the rules of the Dairy Goat Society of Australia. Any goat not correctly tattooed/rfid identified will not be eligible to compete. Each animal may be subject to inspection and/or examination by an Inspector or Inspectors appointed by the Society. 13. JUDGING Exhibits in classes 1 to am Friday 28 September 2018 Exhibits in classes 26 to am Saturday 29 September CONTROL OF EXHIBITS All Exhibitors (or their nominee) must be in attendance and responsible for presentation of Dairy Goats to Judges. An Owner/Exhibitor not bringing forward their exhibit(s) to compete forfeits their right to pens allotted to such animals. 15. PRESENTATION OF AWARDS Classes 1 to 25 Friday 28 September 2018 at the conclusion of judging. Classes 26 to 60 Saturday 29 September 2018 at the conclusion of judging. No first place will be awarded if in the Judge s opinion any animal in a class shall be deemed not worthy of this place. Second and third places only will be awarded. Dairy goat Exhibitors, Stewards and Judges are invited to a social BBQ on Saturday 29 September 2018 at the conclusion of judging to celebrate another successful Royal Show. 16. DEPARTURE Exhibitors may not remove exhibits prior to 6.00pm on Saturday 29 September Exhibitors that remove exhibits prior to 6.00pm on Saturday 29 September 2018 without prior approval from RASWA, will forfeit any prizes and/or prize money awarded HOUR PRODUCTION TESTS All does entered in the 24 hour milk test must be milked out commencing at 7.00pm Wednesday 26 September 2018 under the supervision of the Chief Steward or an appointed milk monitor. No goats entered in the 24 hour production tests shall be fed with milk or milk substitutes, or receive any stimulants, medicine, drench or injection, between the time of their arrival at the Showground and the completion of the test, without permission of the Chief Steward or a Veterinary Surgeon. 18. DOES IN MILK OR DRY At the discretion of the Exhibitor any doe which has been milked for at least nine (9) months and is in kid may be classed as dry. Any doe which has kidded within nine (9) months, shall be regarded as in milk. Any goat in milk, which is being exhibited as a dry goat, must be milked out before judging. Any doe shown in milk which is not already entered in the 24 hour milk test must be milked out at 7.00pm Thursday 27 September 2018 under the supervision of the Chief Steward or an appointed milk monitor. 19. PASSES Exhibitors will be issued with the following passes for entry on the days of exhibition: 0 to 6 Exhibits: Two (2) multi-entry passes 7+ Exhibits: Three (3) multi-entry passes Exhibitors will be issued with a Vehicle and Driver pass for the delivery and removal of exhibits. 8

11 20. MEDICATION CONTROL The purpose of this condition is to ensure that the normal performance of an animal during competition is not affected, either deliberately or unintentionally, by the influence of drugs and medications, or by any form of veterinary treatment. No drugs, medication or veterinary treatment shall be administered to any animal exhibited in this section except under the direction of the Society s Veterinary Surgeon. They shall advise the Councillor in Charge if in their opinion such drug, medication or veterinary treatment is likely to have any effect upon the animal which would be material to its chance of being awarded a prize and in such case the Councillor in Charge may disqualify the animal from competing. The Society may make, or cause to be made, such test or tests of an animal as it shall deem necessary to determine whether such drug, medication or veterinary treatment has been administered to any animal which has been entered, or exhibited in, any class or competition. 21. VETERINARY INSPECTIONS Veterinary inspections will be carried out on the day of arrival. 22. VETERINARY SERVICES A Veterinary Officer will be on call throughout the Show to provide services to injured or sick livestock. Exhibitors requiring services will be responsible for payment for all services rendered. The Veterinary Office and Medication Control Centre is located at the corner of Edgar Avenue and the Cattle Lanes. The duty Veterinary Officer can be contacted 24 hours a day, through the Asset Services Office Phone No s or Asset Services can also be contacted on after 9.00pm each night. 23. BUNK ROOMS A refundable deposit of $10.00 is payable for each key issued. This is paid when you collect the key. Cooking appliances must not be used in the bunk rooms. 24. ELECTRIC APPLIANCES The use of double adaptors is not permitted. Multiway outlets (power boards) with overload protectors must carry a current test tag. Exhibitors must only use electrical appliances, extension cords, power boards and lights which carry current test tags. A validated tag must show the date that it was tested, the name of the person who tested it and that person s electrical workers license number. 25. MOVEMENT OF STOCK TO WA / JOHNE S DISEASE (JD) There are strict requirements for bringing livestock into WA. A completed Health Certificate for Movement of Stock to Western Australia (Form LB1), available from the Department of Agriculture and Food WA, must accompany each consignment of livestock en route into WA. It contains all entry requirements for livestock and is used to certify that livestock meet these requirements. For further information please contact the Department of Agriculture and Food WA. 26. NATIONAL VENDOR DECLARATION & NLIS IDENTIFICATION (NVD/WAYBILL) Whenever livestock leave a property, movement documentation must be provided. A combined National Vendor Declaration (NVD/Waybill) permit must show where the movement commenced and finished, including the property identification code (PIC) of both properties. All goats must be compliant with NLIS identification requirements; goats must be tagged in the ear or have an identification exemption permit allowing tags to be placed on collars (valid only for 2018 until leg band trials are completed). The Exhibitor is responsible for ensuring that the original copy of the NVD/Waybill, or permit is delivered to the Chief Steward upon arrival. 27. LIVER FLUKE Goats entering Western Australia within 14 days must have been treated for liver fluke under the supervision of a registered veterinary surgeon or authorised Inspector of Stock immediately prior to movement or will be treated at the entry inspection point. 28. PROTESTS AGAINST AWARDS An Exhibitor or Competitor may protest against an award won by an exhibit or Competitor in the same class alleging breach of the Society s General Show Regulations or Section Conditions, or ineligibility. Such protest must be made in writing, giving reasons for the protest and signed and submitted to the Councillor in Charge not more than one (1) hour after the completion of the judging of the event or competition. Such protest must be accompanied by a deposit of $50.00 which may be forfeited to the Society if in the opinion of the Councillor in Charge the protest is unfounded, frivolous or vexatious. If an exhibit is awarded a prize and is subsequently disqualified the prize will not automatically be awarded to the next placegetter. The final decision will be at the discretion of the Judge. 9

12 Any prize money awarded for an event, which is the subject of protest, shall be retained by the Society until the protest has been resolved. 29. RIBBONS Ribbons will be awarded from first to third place at the discretion of the Judges. Only standard classes will receive RASWA prize money. A standard class is identified, by being a Single Pen class. Special classes, Pairs, Progeny or other Group classes will only receive prize money if sponsored. 30. ADVERTISING No notice or advertisement, other than that authorised by the Society, shall appear on any show pen, or anywhere in the pavilion. No exhibit or pen will display any material that may, in the opinion of the Stewards, influence the Judge. Stud promotional signage may be displayed on pens from the first day of the Show. Advertising material must not exceed the height of the pen. No animal For Sale signage is to be displayed on pens. 10

Each Doe will be credited on the basis of 3 points for reaching standard for age, plus 1 point for every 45kg of milk or part thereof over age standard with a maximum of 25 points, and 1 point for every 2.5kg butterfat or part thereof over age standard with a maximum of 25 points. LIABILITY AND INDEMNITY (Extract from the Royal Agricultural Society of Western Australia General Show Regulations - Revised 22 August 2007) 17.1 Exhibitor Accepts The lodgement of an Application of Entry form shall be deemed to be acknowledgment by the Exhibitor of his or her agreement that the Society shall be under no liability for: No Liability for animals or birds Exhibited The loss, injury or death of any animal, (including birds) Exhibited, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever No Liability for property Exhibited Any loss or damage occasioned to or by any property Exhibited, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever No Liability for other animals, property, Exhibitor or general public Any injury or damage occasioned to any other animal or property Exhibited, or to any other Exhibitor, or to the general public, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever No Liability for contracting any disease or suffering animals or birds Any loss or damage suffered by any Exhibitor as a result of any disease contracted or suffered by any animals (including birds) after, or as a consequence of any animal Exhibits, or their progeny, being brought onto the Showground No Liability for livestock sales The Society and the Auctioneers of Royal Show Livestock Sales shall be under no liability to any Owner or purchaser of livestock (whether exhibited or otherwise) entered for sale or sold at any Royal Show Livestock Sale No Liability for livestock auctioned In respect of any loss or injury to such livestock; whether such loss or injury be caused by or be attributable to, the negligence of the Auctioneers specified in the Regulations relating to the Royal Show Livestock Sales or to the Society or any of its servants or Agents No Liability for other livestock, property, Exhibitor or general public For any injury or damage occasioned to any other livestock or property, or to any other Exhibitor, or to the general public, whether caused by, or attributable to, the negligence of the Auctioneers specified in the Regulations relating to the Royal Show Livestock Sales or to the Society or any of its servants or Agents No Liability for consequential loss and loss of profits For any loss or damage (including without limitation consequential loss and loss of profits) suffered by any Owner or purchaser of livestock as a result of any disease contracted or suffered by any livestock after, or as a consequence of any livestock being entered for sale, at any Royal Show Livestock Sale Exhibits sold privately Where any animal Exhibited, or any other Exhibit, is sold privately during the time of the Royal Show the vendor thereof shall indemnify the Society against all liability to the purchaser in respect of any loss, injury, disease or damage to such animal or other Exhibit, whether such loss, injury, disease or damage be caused by or attributable to the negligence of the Society or any of its servants or Agents Accidents and Incidents Competitors, Exhibitors and Attendants must report promptly to the Society all accidents and incidents causing or likely to cause injury to persons or damage to property Trade Practices Act To the extent that any matter relating to entry or remaining upon the Showground relates to the supply of goods or services by the Society within the meaning of s. 68A of the Trade Practices Act 1974 (Cwlth), the Society s liability is limited as follows: (a) (b) in case of goods, the replacement, repair or payment for the replacement or repair of the goods. in the case of services, the re-supply of the services or the cost of the re-supply of the services. It shall be in the Society s absolute discretion as to whether it replaces, repairs or pays for replacement or repair of goods. It shall be further in the Society s discretion as to whether it re-supplies or pays the cost of re-supply or services Indemnity To the maximum extent permitted by law, each Competitor and Exhibitor must indemnify and keep indemnified the Society and its officers, employees, members and Agents from and, against all actions, claims, demands, losses, damages, costs, expenses and liabilities including without limitation, consequential loss and loss of profits for which the Society is or may be become liable in respect of or arising from: (a) (b) (c) loss, damage or injury to any person in connection with the Exhibit or the relevant Event; without limiting sub-regulation (a) loss, damage or injury to any other Exhibit or Exhibitor, his or her family, invitees, Agents, or to the property of the Society, or its members, or to the general public, caused or contributed to or by any act or omission of an Exhibit of the Exhibitor or by the Exhibitor, his or her family, invitees or Agents; and without limiting sub-regulation (a) loss, damage or injury to the Exhibit, or the Exhibitor, his or her family, invitees, or Agents caused or contributed by an act or omission of an Exhibit of the Exhibitor or by the transportation, feeding or housing of an Exhibit of the Exhibitor Removal of Exhibit Without prejudice to any other provision of these Regulations, where the Society, its officers, employees, members or Agents remove an Exhibit, or causes an Exhibit to be removed from the Showground, the Exhibit is removed or caused to be removed entirely at the risk of the Exhibitor. The person or persons removing the Exhibit will be deemed to be the Agent of the Exhibitor, and his or her acts and omissions will be deemed to be the acts and omissions of the Exhibitor.

18 ANIMAL / LIVESTOCK OWNERS / EXHIBITORS PUBLIC LIABILITY INSURANCE The Royal Agricultural Society of Western Australia ( Society ) has a Public Liability insurance policy in the interests of Owners / Exhibitors of Animals / Livestock entering competitions in accordance with the Society s General Show Regulations and Section Conditions. INSURED PARTIES: Owner(s) / Exhibitor(s) of Animal / Livestock Exhibits upon payment of Entry fees and provided such Owner(s) / Exhibitor(s) comply with all requirements herein together with the Society s General Show Regulations and Section Conditions. Failure to comply may render the Owner(s) / Exhibitor(s) personally liable for any claims that may arise as a result of any incident to which they may have contributed. PERIOD OF INSURANCE: For the period the Animals / Livestock are on the Society s Claremont Showground, Claremont, Western Australia for the purposes of the 2018 IGA Perth Royal Show. INSURED ACTIVITIES: All activities undertaken whilst within the confines of the Society s Claremont Showground, Claremont, Western Australia consistent with the (Business) Insured Parties Animal / Livestock exhibit activity. DESCRIPTION OF COVER: Insurance in respect of the Insured Parties liability to pay costs and compensation in respect of loss of, or damage to, third party property and death of, or injury to, third party persons caused by, and arising out of, the insured parties activities, all subject to the Society s policy terms, conditions, exclusions and warranties etc. AMOUNT OF COVER: $150,000,000 any one occurrence. Excess: $10,000 each and every claim. It should be noted that the payment of the excess in the event of a claim is the responsibility of the Owner(s) / Exhibitor(s). JURISDICTION: INSURER: Lloyds of London and others as listed on policies held by the Society. IMPORTANT CONDITIONS: The Owner(s) / Exhibitor(s) must: 1. Exercise reasonable care to maintain all premises, fittings and plant in sound condition; 2. Take all reasonable precautions to prevent injury and damage to persons and property; 3. Promptly comply with any request made by the Royal Agricultural Society of WA which it may, at its sole discretion, require of an Owner(s) / Exhibitor(s); 4. Give immediate notice: a) of an incident that may give rise to a claim; or b) if in receipt of advice of a claim; 5. Not make any admission, offer or promise in connection with any claim and must not at any time admit liability; 6. Make themselves aware of, and comply with, the policy conditions including duty of disclosure. NOTE: 1. All enquiries are to be referred to the Society. 2. THIS INSURANCE ONLY APPLIES TO OWNERS / EXHIBITORS ENTERING COMPETITIONS IN ACCORDANCE WITH THE SOCIETY S GENERAL SHOW REGULATIONS AND SECTION CONDITIONS. Sections and Breed Classes in which points can be gained are as follows with exclusions as stated: ALPACA: CATTLE: GOATS: HORSES: SHEEP: First, Second and Third prize winners from all Single Pen Classes, excluding Group and Special Classes. First, Second and Third prize winners from all Single Pen Classes, excluding Progeny, Group and Special Classes. First, Second and Third prize winners from all Single Pen Classes, excluding Progeny and Group Classes. First, Second and Third prize winners from all Single Pen Classes, excluding Ridden, Group and Special Classes. First, Second and Third prize winners from all Single Pen Classes and Pairs, but excluding Novice, Group and Special Classes. 5. All livestock Exhibits must be either: (a) (b) Bred by the Exhibitor, or owned, leased or syndicated by the Exhibitor for a minimum of 6 months as at the date of judging and provide proof of the transaction by way of receipts or registration papers. Exhibited by the original owner under arrangement with the purchaser. 6. (a) The Exhibitor can enter all Classes in their breed section, but the maximum number of Classes for which an Exhibitor will gain Governor s Cup points are from the highest scoring 10 Single Pen Classes. (b) In the event of a tie for first place, the Governor s Cup will be jointly awarded. 7. An EXHIBIT is DEFINED, for the purposes of this award, as follows: (a) As per Single Pen Classes. AN EXHIBIT MAY ONLY RECEIVE POINTS ONCE. 8. Points will be allotted as follows: First 4 points Second 2 points Third 1 point If an Exhibitor has multiple placing s within a Class then all placing points will be included in the total for that Class. Championships will NOT be included unless the circumstances below apply:- 9. Points will not be allocated unless at least TWO EXHIBITORS participate in each Class except in the event of the animal going on to win a Championship or Reserve Championship with competition, in which case points scored on the Governor s Cup Scale will be awarded for the original Class in which the animal competed. If an animal has not been awarded any Governor s Cup points because it faced no competition in its breed or section, but that animal goes on to win an award with competition, points scored on the Governor s Cup Scale will be awarded for the original Class in which the animal competed. 10. Livestock Sections should address a means of promoting excellence within their respective areas. It will lead to competition across the sections. 11. Declaration on Entry form: To be eligible for participation in the Governor s Cup Competition you must have signed the Declaration on the Entry form to acknowledge that you have 17 read all the Rules and Regulations governing the Governor s Cup Competition and you agree to abide by them.
