3 Applcaton Changes f you make changes to your Lcence Applcaton package before you submt t to your lcensng offce, each, change must be ntaled on each document by the Lcence Applcaton sgnors and other sgnors of that document. Changes to your submtted Lcence Applcaton package must be made n wrtng on your organzaton's letterhead, sgned by the Lcence Applcaton sgnors and nclude supportng documents that are affected. Applcaton changes are NOT automatcally approved and may NOT be permtted. DEFNTONS bngo half means a type of chartable gamng ste j where a chartable organzaton conducts and manages a lottery scheme under the authorty of a lcence ssued by a muncpalty or by the Regstrar. j Board of Drectors means the ndvduals elected or apponted to manage the affars of the lcensee. 1 bona fde member means an actve member of an elgble organzaton n good standng, who has actvtes wthn the organzaton beyond conductng lottery events. "Members of convenence" whose only actvty s to assst at lottery events are not consdered bona fde members. j books and records means documents outlnng fnancal detals of lottery events and ncludes but s not lmted to, ledgers, sub-ledgers, j chequebooks, cheque stubs, depost books, depost slps, bank statements, cancelled cheques, j recepts, nvoces and control sheets. chartable gamng ste means a gamng ste where a chartable organzaton conducts and manages a lottery scheme under the authorty of a lcence ssued by a muncpalty or by the Regstrar. chartable organzaton means a corporaton, organzaton, assocaton or partnershp whch s created prmarly for a chartable object or purpose n Ontaro, s operated not for proft, and ncludes a relgous organzaton. mmmm Lottery Lcence Terms and Condtons consoldated desgnated trust account (CDTA) means an account desgnated as a trust account by the branch of a recognzed fnancal nsttuton wthn the Provnce of Ontaro nto whch are deposted by the Hall Chartes Assocaton the proceeds derved from events conducted and managed pursuant to lottery lcences. desgnated lottery trust account means an account desgnated as a trust account by the branch of a recognzed fnancal nsttuton wthn the Provnce of Ontaro. Drectve means a drectve prescrbed by the Regstrar to one or more lcensees or gamng supplers drectng the lcensee or suppler to act or to cease actng n the manner specfed n the Drectve. Gamng-Related Suppler means a person who manufactures, provdes, nstalls, tests, mantans or repars gamng equpment or who provdes consultng or smlar servces drectly related to the playng of a lottery scheme or the operaton of a gamng ste. gamng ste means premses or an electronc channel mantaned for the purpose of playng or operatng a lottery scheme. Hall Chartes Assocaton (HCA) means an assocaton formed by all the lcensees conductng bngo and other lotteres wthn a bngo hall. lcence means a lcence ssued to an elgble chartable organzaton under the Crmnal Code (Canada) by or under the authorty of the Leutenant Governor n Councl to conduct and manage a lottery scheme approved by the Regstrar. lcensee means a chartable organzaton to whch a lcence s ssued. 4240E (2015/06) Queen's Prnter of Ontaro, 2015 Dsponble en Frangas Page 1 of 5

13 lcensng authorty means the authorty specfed by the Leutenant Governor n Councl as a lcensng authorty for the purposes of the Crmnal Code (Canada). lottery means a scheme for whch a lcence s avalable pursuant to s. 207(1 )(b) of the Crmnal Code (Canada). lottery event means an event at whch a lottery s conducted and managed by a lcensee. Regstrar means the Regstrar of Alcohol and Gamng. j Standards means standards prescrbed by the Regstrar for gamng equpment or for gamng servces wth whch Gamng-Related Supplers must comply. Standards also nclude standards j prescrbed by the Regstrar wth whch lcensees j must comply. t s a condton of each lcence that: (1) CONDUCT AND MANAGEMENT v. ensurng that theseterms and Condtons of lcences, the applcable terms and condtons prescrbed by the! Regstrar for the specfc type of lottery j scheme, the Standards and Drectves j prescrbed by the Regstrar and any j addtonal terms and condtons j mposed by the lcensng authorty are compled wth; and. v. ensurng that all requred books and records are kept and that all mones are deposted nto the desgnated lottery trust account or consoldated desgnated trust account. The lcensee must comply wth all federal, provncal and muncpal laws ncludng the Crmnal Code (Canada) and the Gamng Control Act, The lcensee must conduct and manage the lottery and ensure that the lottery s operated n accordance wth the nformaton suppled on the applcaton and approved on the lcence. 1.1 The lcensee s responsble for and 1.5 accountable for the overall conduct and management of the lottery a) The lcensee must control and determne all operatonal, admnstratve and staffng requrements related to the conduct and management of the lottery. b) The lcensee must provde the requred number of bona fde members prescrbed by the Regstrar to be n charge of and responsble for the conduct of the lottery on behalf of the lcensee. c) The desgnated members n charge must be at least 18 years of age and, on behalf of the lcensee, be responsble for:. applyng for the lcence; S. supervsng all actvtes related to the operaton of the lottery;. carryng out actvtes requred for the conduct and management of the lottery; v, ensurng the completon and flng of the requred reports; The lcensee must pay all fees or other charges that are establshed or prescrbed by the Regstrar or establshed under the Alcohol and Gamng Regulaton and Publc Protecton Act, 1996 n such manner and tme perod specfed. The lcensee must ensure that all lottery events are conducted n accordance wth these terms and condtons of lcences, the applcable terms prescrbed by the Regstrar for the specfc type of lottery scheme, the Standards and Drectves prescrbed by the Regstrar and any addtonal terms and condtons mposed by the lcensng authorty. As prescrbed by the Regstrar, the lcensee must ensure that the orgnal lcence s dsplayed at the premses where the lottery s beng conducted. The lcensee must conduct only those types of games approved n the applcaton for lcence. The lcensee must ensure that no person drectly nvolved n or responsble for the conduct of the lottery event or nvolved n the sale of bngo paper, break open tckets 4240E (2015/06) Page 2 of 5

14 or raffle tckets, as the case may be, purchases any bngo paper, break open tckets or raffle tckets, or partcpates n the game whch he or she s assstng to conduct. lcensee must pay separately each Gamng- Related Suppler regstered under the Gamng Control Act, The lcensee must not allow any person under the age of 18 to partcpate n any way as a player n any lottery event. The lcensee must ensure that no person s extended credt for any gamng actvtes. Except as may be permtted n the terms prescrbed by the Regstrar for a specfc type of lottery or premses, the lcensee must not accept credt cards, employer cheques or personal cheques. The lcensee must not allow any person who currently has a regstraton under the Gamng Control Act, 1992 revoked, suspended or refused to partcpate n any way n the conduct, management or operaton of the lottery event. The lcensee may exclude persons from partcpatng n games of chance at ts dscreton. (3) FNANCAL MANAGEMENT AMD ADMNSTRATON BOOKSAND RECORDS The lcensee must mantan detaled records of the dsbursement of all proceeds derved from the conduct and management of a lottery, ncludng recepts for each expense ncurred, and for the use of the proceeds for the purposes approved on the applcaton. The lcensee must mantan books and records and other documents n support of all fnancal reports or statements.the books and records must be kept up to date and retaned for no less than four (4) years from the latter of the date of the lottery event or untl the date on whch all proceeds have been expended for the purposes approved on the applcaton. (2) USE OF PROCEEDS ! 2.5 The net proceeds derved from the conduct of the lottery must be used for the chartable or relgous purposes n Ontaro that were approved on the applcaton for lcence. Unless otherwse permtted by the Regstrar, the lcensee must not use mones from any other source to pay for expenses related to the lottery. All expenses must be drectly related to the conduct of the lottery except as may be otherwse prescrbed by the Regstrar. The Regstrar may prescrbe the method by whch expenses wll be calculated based on the type of lottery beng conducted Each expense must be ndvdually calculated and pad n Canadan funds, drawn on the desgnated lottery trust account.the The lcensee must: a) provde unencumbered access to the lcensee's books and records and other documents ncludng but not lmted to, those related to the conduct and management of a lottery wthn the bngo hall, the use of proceeds from a lottery and the lcensee's non-lottery accounts to persons apponted by a lcensng authorty and to all peace offcers; and b) delver to a lcensng authorty wthn the tme perod specfed by the lcensng authorty the lcensee's books and records and other documents descrbed n (a) and such other materals as requred by the lcensng authorty for nspecton, audt and nvestgaton purposes. The lcensee must hold all proceeds from the conduct and management of the lottery n trust. n order to admnster all proceeds from the lottery n accordance wth the terms and condtons of lcences, the applcable terms and condtons prescrbed by the Regstrar for the specfc type of lottery 4240E (2015/06) Page 3 of 5.,J

15 scheme and any addtonal terms and condtons mposed by the lcensng authorty, the lcensee must: a) open and mantan a desgnated lottery trust account wth cheque wrtng prvleges and monthly statements ssued; b) ensure that the desgnated lottery trust account ncludes ether the return of all cheques wth the monthly statements or the return of electroncally scanned mages of the front and back of each cancelled cheque wth the monthly statements; c) ensure that ts desgnated lottery trust account requres that all cheques or wthdrawals have the sgnatures of at least two (2) bona fde members of the lcensee; d) depost all proceeds from the lottery, other than any przes pad to players durng the lottery event, nto the desgnated lottery trust account as soon as practcable; and e) use any nterest that accrues n the desgnated lottery trust account for the chartable purposes approved n the applcaton for lcence, unless otherwse authorzed by the Regstrar. REPORTNG REQUREMENTS 3.6 The lcensee must provde a lcensng authorty wth a fnancal report outlnng the results of the lottery event t has conducted and managed n the prescrbed form. type of lottery scheme, the Standards and Drectves prescrbed by the Regstrar and any addtonal terms and condtons mposed by the lcensng authorty. 3.9 All documents requred by Secton 3.8 must be revewed and approved by the lcensee's Board of Drectors pror to flng wth the lcensng authortes A lcensee that receves: a) less than $250,000 n gross annual revenues from all sources must prepare fnancal statements n accordance wth the standards set out n the CCA Handbook; b) $250,000 or more n gross annual revenues from all sources must prepare fnancal statements n accordance wth the standards set out n the CCA Handbook whch have been audted by a publc accountant The lcensee must provde to a lcensng authorty wthn the tme perod specfed by the lcensng authorty, any nformaton, materals, fnancal statements, audted fnancal statements, revew engagement reports and complance reports as the lcensng authorty may requre The lcensee may use proceeds from the lottery to pay the expenses of the fnancal statements and reports requred by ths secton, wth the pror approval of the lcensng authorty. 16 expres no sooner than 45 days after the last day of the lottery event specfed n the lcence The securty must be held by the lcensng j authorty untl such tme as the lcensng l authorty s satsfed that the lottery event has been completed and that all przes have been pad or awarded, 3.17 \ 3.18 Where the lcensee refuses or fals to pay out przes to wnners at a lottery event, the lcensng authorty must realze on the lcensee's securty and use the proceeds to pay the przes to the wnners. Where a prze s not clamed by a wnner wthn a reasonable perod of tme and, where n the opnon of the lcensng authorty all reasonable attempts have been made by the lcensee to contact the wnner, the unclamed prze must be held n trust by the lcensee for a perod not less than 12 months from the date the prze was awarded. Hall Chartes Assocaton (HCA) means an assoc- aton formed by all the lcensees conductng bngo and other lotteres wthn a bngo hall. hall rental means payment made by the lcensee to an Operator of a bngo hall regstered under the j Gamng Control Act 1992 from event proceeds, calculated per these terms and condtons. For j the hall rental receved, the Operator provdes goods and servces to the lcensee for the conduct j of the event whch ncludes, but s not lmted to, bngo paper, securty, storage, gamng equpment, offce equpment, materals, space, utltes and [ employee servces. lcensee means an organzaton whch has been ssued a lcence to conduct a lottery under Secton 207 of the Crmnal Code of Canada. J books and records means documents outlnng fnancal detals of lottery events and ncludes, l but s not lmted to, ledgers, sub ledgers, cheque books, cheque stubs, depost books, depost slps, bank statements, cancelled cheques, recepts, nvoces and control sheets. game schedule means a complete lstng of all bngo games to be played durng each bngo event, ncludng the arrangement of numbers requred to wn each game, the przes to be awarded for each game, the prces of the bngo paper beng sold, the maxmum przes to be awarded for the bngo event, and the name and! address of the premses where the bngo event j s to be held. Game schedules may have any combnaton of fxed prze payouts and varable lcensng authorty means a person or authorty specfed by Leutenant Governor n Councl as a lcensng authorty for purposes of secton 207 of the Crmnal Code of Canada. 18 j Regstrar means the Regstrar of Acohol and Gamng. Regular Bngo lcence means a lcence permttng the conduct of bngo where the total przes for any one (1) event does not exceed $5,500. Specal (Monster) Bngo lcence means a lcence permttng the conduct of bngo where the total przes to be awarded for any one (1) event s greater than $5,500. Any bngo lcence ssued s subject to the fol- lowng terms and condtons and to the Lottery Lcence Terms and Condtons (4240) and may be j subject to audt and nvestgaton by a lcensng authorty. A breach of any term and condton can result n the cancellaton or suspenson of the lcence or n prosecuton. t s a condton of each lcence that: 2.2 a member organzaton of a Hall Chartes Assocaton. The Hall Chartes Assocaton, n consultaton wth the Operator of the bngo hall, s responsble for: a) schedulng the dates and tmes each member organzaton may conduct bngo events; b) determnng the type of prze board to be offered at the bngo events conducted wthn the hall (varable or fxed); c) determnng the game schedule and the prces of the bngo paper; j d) admnsterng any super jackpot, break open tcket or other lcences ssued to the Hal! Chartes Assocaton; (1) GENERAL 11 The lcensee s responsble and accountable for the overall management and conduct of the bngo. 1.2 The lcensee must control and decde all operatonal, admnstratve and staffng requrements related to the conduct of the bngo. 1.3 The lcensee must comply wth all federal, provncal and muncpal laws, ncludng the Crmnal Code of Canada and the Gamng Control Act The lcensee must conduct the bngo n accordance wth the nformaton suppled on the applcaton and approved by the lcence. 15 The orgnal lcence must be dsplayed at the premses where the bngo s beng conducted. (2) HALL CHARTES ASSOCATONS e) n poolng stuatons, admnsterng the poolng of bngo proceeds n accordance j wth requrements set out by the Regstrar. j A copy of Terms and Condtons ssued pur- suant to Secton 2.2(e) of the Regular and j Specal Bngo Lcence Terms and Condtons Bngo Sponsors' Assocaton Poolng j of Funds\s avalable from a lcensng authorty. (3) STAFFNG 3.1 The lcensee must desgnate at least three (3) bona fde, actve members to be n charge of and responsble for the conduct of the bngo on behalf of the lcensee.the desgnated members n charge must be at least 18 years of age, be present contnuously durng the conduct of the bngo and, on behalf of the lcensee, be responsble for: a) supervsng al actvtes related to the conduct of the bngo; b) completng and flng the requred fnancal report on the results of the event; Lcensees whch conduct bngo under a Regular Bngo lcence at bngo halls where four (4) or more bngo events are conducted n any seven-day perod (formerly Class A and Class B bngo halls) must be c) ensurng that all terms and condtons of the lcence and any addtonal condtons mposed by a lcensng authorty are compled wth; 3011E (2016/06) Page 2 of 10

19 j 3.2 d) keepng all requred records and depostng all mones nto the desgnated lottery trust account; e) reconclng all cash transactons and bngo paper sales, ncludng accountng for all unsold bngo paper returned after each lcensed bngo event. Each lcensee s responsble for decdng how ts bngo events wll be staffed.the lcensee has the opton of: a) usng bona fde members and full-tme employees of the lcensee, who are volunteerng ther servces to act as runners or the caller on behalf of the lcensee; or The lcensee must ensure that the runners' only dutes are to verfy wnners, award przes obtaned from the lcensee and sell bngo paper for Specal games to bngo patrons. Where the lcensee uses an employee of the bngo hall to act as the caller for the bngo event, he/she must be regstered as a Gamng Assstant under the Gamng Control Act 1992, 3.6 The lcensee must not allow any person ( who has had a regstraton under the Gamng Control Act, 1992 revoked, sus- j pended or refused to partcpate n any way j n the conduct of the event. b) usng employees of the Operator of the bngo hall to act as runners or the caller; or (4) EQUPMENT AND SUPPLES c) usng runners employed by the Operator on a cost-sharng bass wth the Operator. Where the staffng costs of runners are shared between the lcensee and the Operator:. a "Memorandum of Understandng" n accordance wth the requrements of the lcensng authorty must be entered nto between the lcensee and the Operator and must be approved n wrtng by the lcensng authorty pror to mplementaton; s. the lcensee's share of the staffng costs s pad from the amount allowed for rembursement of out-ofpocket expenses, whch s a maxmum, ncludng GST, of three (3) per cent of the Regular Bngo prze board for that event. d) usng volunteers, who may be members of the lcensees n the Hall Chartes Assocaton or may be famly, frends or volunteers from other organzatons, and who receve no remuneraton or rembursement for out-of-pocket expenses; e) any combnaton of (a), (b), (c), or (d). 3.3 The lcensee must not pay the wages of the employees of the Operator a) The lcensee must purchase, lease or rent bngo paper, supples and equpment that comply wth the requrements and standards for the devces only from Gamng-Related Supplers regstered under the Gamng Control Act, b) The conduct of bngo must nclude the followng equpment:. a bngo blower or other devce from whch balls are wthdrawn at random; s. a set of 75 balls bearng the numbers from one (1) to 75 and the letters B,, N, G, 0, or a set of 90 balls bearng the numbers one (1) to 90, or a set of 80 balls bearng the numbers one (1} to 80, and; j. bngo paper. c) All equpment used n the conduct of a bngo event must be kept n good workng order. The lcensee must ensure that the set of bngo balls s complete, n operatng condton and n ther receptacle pror to the commencement of each event.the set of bngo balls must be made avalable for nspecton upon request. a) Bngo paper must not contan any coupon, promotonal or advertsng 3011E (2016/06) Page 3 of 10

20 materal unless t s promotng the lcensee and s approved by the lcensee. b) All bngo paper must reman n the manufacturer's labeled cartons whle n nventory at a bngo hall. 8.2 The lcensee must not allow any person apparently under the age of 18 to partcpate as a player n any bngo game. 6.3 A fee must not be charged for admsson nto the bngo hall The lcensee may choose to offer the use of 6.4 A lcensee may requre the purchase of a hand-held personal bngo verfers, so long mnmum amount of bngo paper as a condton as; of playng n the bngo hall. a) the maxmum number of cards that may be played wth a hand-held personal bngo verfer shall be 36; b) a maxmum of one (1) hand-held personal bngo verfer may be used per player, per sesson; c) where a lcensee s usng the servces of an Operator of a bngo hall, as per Secton 9.3(a), a cost-sharng agreement must exst between the lcensee and the Operator of the bngo half. (5) GAMES AND GAME SCHEDULES j The lcensee must conduct only those games n the game schedule approved n the applcaton for lcence. The lcensee must make the approved game schedule avalable to players attendng the bngo. Changes to the game schedule, ncludng bngo paper prces, must be approved by a lcensng authorty. (6) CONDUCT OFTHE EVENT 6.1 The lcensee must ensure that no person drectly nvolved n or responsble for the conduct of the bngo event or sellng or nvolved n the sales of bngo paper pur- chases bngo paper or plays bngo durng [ that event.the lcensee must also ensure j that none of these persons pays consderaton for or plays a lottery scheme whch s lcensed wthn the bngo hall for whch the lcensee provdes servces and held n conjuncton wth the bngo event. 6.5 Free bngo paper must not be gven to any player. Any dscounts must be approved by a lcensng authorty as part of the game schedule submtted wth the lcence applcaton. 6.6 The lcensee must sell bngo paper to a player by a cash transacton only. 6.7 a) The lcensee must sell bngo paper for any Regular Bngo event only on the day of the event. b) The lcensee may, however, offer advance sales for specal occasons pro- vded t s approved by a lcensng authorty j and the sales are managed and conducted by the lcensee. 6.8 The lcensee must ensure that bngo paper s used only for the event for whch t s j sold. 6.9 a) Where the number of persons who may attend at the commencement of a bngo event s, or would be, nsuffcent to provde enough revenue to cover the cost of przes and other expenses ncurred n connecton wth the operaton of the bngo game because of an Act of God stuaton or such other extreme condton whch s beyond the control of the lcensee, the lcensee has the opton of proceedng wth the event or cancellng the event. b) nsuffcent attendance of players alone j does not consttute authorty to cancel ) a bngo occason. f the bngo event has commenced and s cancelled due to an Act of God stuaton, the lcensee must ssue refunds to all persons who have purchased J bngo paper, prorated based on the number j of games whch have been played. All przes must be awarded. b) The bngo event has commenced when the frst game on the game schedule s announced and the number on the frst ball s called.ths ncludes any early brd or bonanza games. Revoked All bngo games must be operated on the bass of the Rules of Play outlned n Secton 14 of these terms and condtons. promotonal materals to be used n connecton wth the bngo f requested to do so for approval by a lcensng authorty. (9) PRZES, PROCEEDS AND EXPENSES 9.1 General a) The net proceeds derved from the conduct of the bngo must be used for the chartable or relgous objects or purposes n Ontaro as approved n the applcaton for lcence. (7) TRANSPORTATON OF PLAYERS 7.1 (8j 8.1 No lcensee shall provde or allow to be provded, by contract or otherwse, transportaton of patrons to or from the place where any bngo occason s conducted unless pror wrtten authorzaton s obtaned from a lcensng authorty. Applcaton for ths authorzaton must be n wrtng and must establsh a need to the satsfacton of a lcensng authorty. Any authorzaton granted may be suspended or revoked by a lcensng authorty or the Regstrar. ADVERTSNG All advertsng and promotonal actvtes n a bngo hall must comply wth all rules and polces establshed by the Regstrar. b) All przes and expenses ncurred as a result of conductng the bngo must be deducted and pad out from the gross recepts derved from the bngo.the lcensee must not use mones from any other source to pay for expenses related to the bngo. c) Expenses must be drectly related to the conduct of the bngo. d) Each expense must be ndvdually calculated and pad by cheque, n Canadan funds, drawn on the desgnated lottery trust account as descrbed n Secton 12.The lcensee must pay separately each Gamng- Related Suppler regstered under the Gamng Control Act, e) The lcensee must make tmely payment for goods and/or servces receved from Gamng-Related Supplers regstered under the Gamng Control Act Lcensees who conduct Regular Bngos at the same bngo hall may advertse events n a cooperatve manner through a Hal Chartes Assocaton. A coordnator who s a bona fde member of one of the member organzatons of the assocaton must be apponted by the assocaton to coordnate any advertsng.the lcence number ssued to the coordnator's member organzaton must appear on al lcensee advertsng. Bngo advertsements may contan the monetary prze value to be awarded for each event but must not combne prze values for more than one (1} event to create the mpresson of a large sngle prze board. 9.2 Expenses, advertsng and gestures of player apprecaton a) Bona fde members of the lcensee, ncludng a bona fde member actng as the caller on behalf of the lcensee, and desgnated members n charge actng on behalf of the lcensee who are present and assst at the event may be rembursed for actual out-of-pocket expenses ncurred whch shall not exceed $20 per person per event.the maxmum amount whch can be spent on bona fde member expenses for each bngo event must not exceed three (3) per cent of the prze board for that event. 8.3 The lcensee or Hall Chartes Assocaton must supply samples of advertsng and 3011E (2016/06) Page 5 of 10

22 : : ; l 1 b) Bona fde member expenses must not be pad where t would result n a loss or no proft for the bngo event. c) Bona fde member expenses may be pad by cash provded they are supported by a recept, d) Advertsng and promotonal costs ncurred by the lcensee must not exceed two (2) per cent of the lcensed prze board at a gven bngo hall. 9.3 Lcensees usng the servces of an Operator of a bngo hall regstered under the Gamng Control Act 1992: a) Where the Operator of the bngo hall provdes the lcensee wth both runners and the caller, the gross recepts from the bngo must be dstrbuted n accordance wth the Regstrar's polces and as follows:, The payment of przes, lcence fee, expenses of bona fde members, runners employed by the Operator as set out n Secton 3.2(c), hand-held personal bngo verfers as set out n Secton 4.4(c), advertsng and promotonal costs and transportaton costs, as authorzed n Secton 7.1, must be deducted frst from the gross recepts, part of the Operator or ts employees must be deducted from the hal rental pad to the Operator. n the event of a loss, the lcensee must receve the shortage n payment from the Operator. v. The Goods and ServcesTax on hall rental, as calculated n paragraph 9.3(a)(), must be pad from the proceeds retaned by the lcensee. wl All other expenses of the Operator must not be pad by the lcensee. b) Where the Operator does not provde the lcensee wth both runners and the caller, the gross recepts from the bngo must be dstrbuted n the same manner as paragraph (a) except for the followng change: The lcensee may pay the Operator a maxmum of 40 per cent of the proceeds remanng after calculatng paragraph (a) () up to a maxmum of 14 per cent of the gross recepts, whchever s less, as hall rental. 9,4 Lcensees not usng the servces of an Operator regstered under the Gamng Control Act W92: s. The lcensee must retan a mnmum of 60 per cent of the remanng proceeds. H. The lcensee may pay the Operator a maxmum of 40 per cent of the remanng proceeds after calculatng paragraph 9.3(a)() up to a maxmum of 15 per cent of the gross recepts, whchever s less, as hall rental. v. f, after calculatng paragraph 9.3(a)(), the event results n a loss, the lcensee s responsble for a maxmum 50 per cent of the loss ncurred.the lcensee must receve the remander n payment from the Operator, v. Cash shortages ncurred as a result of an error on the part of the lcensee must be deducted from ther share of proceeds. Cash shortages ncurred as a result of an error on the Total expenses, not ncludng the Goods j and ServcesTax, ncurred n the conduct t of the bngo must not exceed 15 per cent [ of the gross recepts. Allowable expenses j nclude, but are not lmted to, lcence fee, j expenses of bona fde members, hand-held j personal bngo verfers, advertsng and j promotons, transportaton, as authorzed j n Secton 7.1, shortages, bngo paper, secu- rty, storage, equpment and buldng lease/ j rent. 9.5 Lcensees operatng a Specal (Monster) Bngo event from a premses whch s exempt from regstraton under the Gamng Control Act, 1992: Total expenses, not ncludng the Goods and ServcesTax, ncurred n the conduct of the bngo must not exceed 15 per cent of the gross recepts or such other lmt as may be approved by the Regstrar.
