4 What is Life Extension? LE is broadly defined as any technology or program applied to an existing, aging, or deteriorated infrastructure to increase it s original useful life. Must have defined time and years of life added Can apply to electric, civil, even off shore oil rigs Last few years, UG cable injection/testing became a capital expense (UG Life Extension)

7 Distribution System Life A life cycle analysis considers not only the first (capital) cost but all subsequent costs associated with the change. This includes operating costs as well as the savings from any direct benefits, such as reduced outage costs.

12 LE Criteria All circuits inspected on a 10 year cycle Total LEed Miles = Inspected Rebuild - <20 year Poles inspected and treated by contractor. Inspection and treatment data returned to Alliant by GIS layer. LEed section cost less than 20% of rebuild Age is no excuse for a rebuild Rebuilds are entertained with 20% defect rate

16 LE Criteria LE is a capital program. All minor units are capitalized as part of the LE process If a circuit has no capital units inspection, treatment, and minor unit defects are charged to local maintenance O&M budget* Pre-capitalized equipment is changed with O&M labor (local budgets) Can do up to $25,000 in rebuilds

18 LE Criteria We have stopped projects and changed to rebuild Lightly loaded rural lines can be deenergized C-Truss poles where possible Techs required to do point by point design on oldest system

20 LE Criteria Add arresters as necessary Add wildlife protection where necessary Correct all code violations

21 LE Criteria Engineering may do fuse coordination LE is not a program to change out all old Copper or Copperweld. If most cross-arms are bad on a 3ph circuit with older poles should we rebuild?

28 Philosophical comments/observations Qualified Techs are a must Question Everything If you see a policy or someone say just do it question it Our job with Life Extension is to get the biggest bang for our buck by: Adding at least 20 years of problem free life No excessive work with little impact Local Ops expertise and input is invaluable in achieving these results
