1 Backgrounder for Kootenay Guide Allocation & Quota spreadsheet. This document describes the process for calculatg - s quotas for guide outfitters the Kootenay Region. Calculations are performed the ALL quotas spreadsheet. Step : Calculate the - underfull ofthe policy. a. Determe the population estimate for each species/class (e.g., bull moose) with each guide outfitter territory. These estimates are based on ventory data, anecdotal formation, hunter success rates, etc. b. Apply a rate for each species each guide outfitter territory. These are typically based on provcial procedures align with the rates used to determe Harvest for resident hunters. Variations to these rates may be applied based on local population trends or management objectives. For example, the rate may be reduced to recover a particular population, or if a population is shared with another jurisdiction. c. Calculate the Harvest (AAH) for each territory. This is the rate multiplied by the population estimate. d. Determe the guide share with each territory. This was set by headquarters staff usg the calculator. e. Calculate the annual guide AAH, which is the portion AAH with the guide territory that is available to the guide to each year over the -year period. This is calculated by multiplyg the guide share by the AAH the territory. f. Calculate the - under full policy. This is the annual guide AAH multiplied by to derive the -year. Step : Adjust the - to ensure guides are not "substantially impacted". n accordance with the December letter sent to guide outfitters the director of Fish, Wildlife Habitat Management, guides are "substantially impacted" if their - is more than % down their -. However, this % decrease must exclude any changes not attributable to the policy (e.g., changes population size or rate, hence changes AAH). a. Determe whether the % hardship should be considered when settg each guide outfitter for -. f the % hardship impact was greater than the under full, the Regional Manager considered creasg the - to ensure guides were not "substantially impacted". i. Establish the - considerg hardship. This represents the - as stated quota letters. f there was no hardship consideration, then this is simply the - underfull. However, ifthere was hardship consideration, then this is typically the % hardship value. f there were no conservation concerns for moose, sheep goats, the Regional Manager generally rounded the hardship value up (e.g.,. bumped up to ). However if some ofthe did not count towards the guide's (see below), then the true rounded value was used (e.g.,. rounded to ). The true rounded value was also generally used for grizzly bears of higher conservation concerns. Step : Determe the quota based on -. a. For goats sheep, quotas were calculated usg regional-specific admistrative guideles (. for sheep. for goats). For grizzly bears, quotas were calculated usg an admistrative guidele of. sce higher guide success is anticipated with a longer season. Similar conservative measures were used to establish Limited Entry Hunt permits for grizzly bears, sce resident hunter success will likely crease as well. Step : Consider other tools to reduce the impact policy on guide outfitters. a. The Regional Manager considered applyg the Quota Variance Prciple (QVP) for each species each guide outfitter territory the region. This prciple allows for variance established quota procedures to meet exceptional conditions (e.g., guidg remote or accessible areas), must not impact resident hunter priority. Moose, grizzly bears sheep have high resident hunter dem were generally not considered for QVP the Kootenay Region.
