(1.6)(b) C.R.S. Consumer Price Indices for the Denver-Boulder metropolitan statistical area are compiled by the United States Bureau of Labor Statistics. The chart below shows the average CPI for the first half of each year. This approach takes into consideration changes in total licenses sold as well as fluctuations in antlerless elk license sales above fluctuations in quota. Estimates for the first year of $50 and $100 increases are based on 2010 (-2.5%), which was the first year of a $100 price increase. Estimates for the first year of a $150 increase are based on 2001 (-8.5%), which followed a $200 price increase. In scenarios 1 and 2, the decline in participation due to increases in cost is only felt for two years, which is supported by historical data; in scenario 3 for a conservative quota level, it is assumed that participation will continue to be suppressed at the -8.5% level due to the price increase and lack of available licenses with a conservative quota level. ***Projected revenue for a $150 increase with moderate quota levels includes a decline in participation of -5.5% for 2016 and 2017 because participation may be less suppressed if there are more available licenses.
