TENDER INVITATION FORM Sub : Quotation for outsourcing of Cleaning, & Security Services reg. 1) Sealed quotation for the supply of the articles shown in the attached statement are invited by the undersigned upto ( date ) Quotation should be sent under strong sealed cover marked as Quotation for Cleaning & Security Services and not by name. The quotations will be opened in the office of the undersigned at 3.00 P.M. on ( date ). 2) The quotations shall be submitted accordingly to the terms and conditions specified in paragraphs 3 to 15. Unless specified otherwise in the quotations it shall be construed that the terms and conditions stipulated hereunder have been agreed to. 3) The rates should be F.O.R. and should include excise duty, Sales Tax freight charges, any other taxes, rates or imposition whatever liable in respect of the supplies. The Kendriya Vidyalaya shall not be liable to pay any tax, freight etc. Which has not been expressly stipulated in the quotation in the event of acceptance of the quotation. 4) There should not be any overwritings or corrections in the quotation if a figure is to be amended, it should be neatly scored out, the revised figure written above and the same attested with full signature and date. In the absence of the attested signature the quotation is liable to be rejected. 5) The undersigned does not bind himself to accept the lowest quotation and reserves the right to accept the quotation in whole or in part, i.e. with respect to all articles mentioned in the attached statement or in respect of any one or more than one article specified in the attached statement as he may decided. 6) On acceptance of the quotation it will become a contract and shall be bound by the terms and conditions of the quotation. 7) The person/persons whose quotation is accepted, hereinafter called the contractor, shall deposit an earnest money of Rs.10% of bill amt. along with the quotation which shall be refunded in the event of rejection of the quotation. The earnest money will be forfeited in the event of failure to comply with the contract, in the event of the quotation.. The earnest money will be adjusted towards Security Deposit which shall be payable at the rate mentioned below : Security Deposit at 10% PTO. (Contd..Pg.2./-)

2 Page:2 If the contractor is not agreeable to pay Security Deposit, the reasons thereof should be specified and the undersigned will reserve the right to accept or reject the request. 8) If the contractor fails to supply the articles within the time stipulated in the letter of acceptance by the undersigned, the undersigned shall be at liberty to purchase the articles from the market or get the rest of the contract completed by any other person or firm and the difference of price, if any shall be deducted from the earnest money/ security deposit and in case any amount in excess of the security deposit is paid by the undersigned, the contractor shall be liable to pay this amount. 9) The quantity of articles indicated in the attached statement may be increased or decreased at the discretion of the undersigned, without assigning any reason. In case an order for any articles is placed for quantity 100 or more, one sample shall be retained by the school and no cost will be paid for the same. 10) Prior to acceptance of the quotation, the undersigned reserves the right to call for sample or demonstration and the contractor shall be liable to supply the sample or give the demonstration free of cost. 11) In the event of acceptance of the quotation and placing of the order for purchase the articles ordered for, would be subjected to an inspection by the undersigned or his representative and are liable to be rejected if the articles supplied are not according to approved samples or do not confirm to the specifications prescribed. 12) The rates quoted by the contractor shall hold good upto (date) No amendment in the rate expected increase in the rate of Sales Tax during the period of execution of the contract, will be accepted. 13) The contractor shall be required to fix a tiny lable on the furniture supplied by him, giving his name and year of manufacture. 14) The amount of security deposit shall be retained by the Vidyalaya for a period of six months from the date of completion of supplies as a safeguard against any defect appearing in the articles supplied within this period. 15) Quotations which do not comply with the above conditions are liable to be rejected. 16) These instructions to tenders are to be signed by the contractors and returned with the tender. 17) 2 % Income Tax is applicable wherever required. Rate quoted should be inclusive of all taxes including (viz., GST.,service tax / VAT etc.). Specifications : Enclosed a separate sheet All the above conditions are accepted by me / us. 3 Annexure-I TERMS AND CONDITIONS FOR CLEANING / SWEEPING / JOBS ETC. FOR KENDRIYA VIDYALAYA 1.Name of the KV :Kendriya Vidyalaya Bodhan C/o. MADHUMALANCHA JR COLLEGE BELLAL VILLAGE SHAKKAR NAGAR POST BODHAN TOWN NIZAMABAD DISTRICT TELANGANA 2.Address /Location of the Building : Kendriya Vidyalaya Bodhan C/o. MADHUMALANCHA JR COLLEGE BELLAL VILLAGE SHAKKAR NAGAR POST BODHAN TOWN NIZAMABAD DISTRICT TELANGANA 3. Area of the Building : 0.50 acres 4. No. of days during the month for which the services are required : All days except Sundays and Gazetted Holidays, unless otherwise required on written requisition. Additional charges for cleaning / sweeping etc., on holidays whenever required will be payable SCOPE OF WORK A.DAILY WORK ( From 8.00 AM to 5.00 PM as may be decided by the Vidyalaya (1)Sweeping of entire area of the School building and surroundings of the building and collection of all waste material and disposal of the same as per the instruction of the Principal (2) Cleaning of the floor area with wet floor dusters and detergent disinfectants etc. once in the morning before opening of the Kendriya Vidyalaya and thereafter every 2 hours specially in the areas like corridors, stairs and reception etc. Spray of filt etc, in the rooms free from mosquitoes, flies etc. (3) Cleaning and Washing of toilets and urinals using deodorants, detergent and disinfectants once on the morning and again in the afternoon or as may be specified by the Principal (4) Cleaning of carpets, Durries etc. (5) In case of shortage of water or non-availability of water, bringing water from outside for cleaning (6) Sweeping and Cleaning of open areas, roads, passage, lawns etc. within the boundary of the Vidyalaya. (7) Regular dusting / cleaning of furniture ( table and chair ) and equipments, telephones, book cases, filling cabinets, almirahs and doors and windows in the class rooms, all other rooms and other spaces of the school every day before opening of the School. (8) Provision of Soap and liquid Soap in the toilets and pacing sufficient quantity of naptholine balls/ cakes and odonil cakes in the urinals. The contractor will ensure that the toiletries mentioned above are always available near each wash basin in the building (9) The choking of the sanitary installations e.g.taps bottle traps, gully traps etc, is to be cleared within 24 hours of noticing the complaint. (10) All complaints of leakage in the GI & CI pipes etc., are also to be attended within 24 hours (B) Items of work to be Done General once in a week (1) Washing and scrubbing of floor areas with detergents and dirt removing agent. (2) Acid cleaning and sanitary wades,without damaging their shines (3) Removing strains from floor, doors and partitions by using surf or any suitable detergent as are found necessary without leaving any undesirable post cleaning marks. (4) Cleaning of filled surfaces in the corridors and staircases (5) Cleaning of water storage tanks and water coolers, if any (6) Polishing of brass name plates and number plates and cleaning of all other name plates / Boards. (7) Dusting and Cleaning of fans electrical fittings, window panes with glass clearing chemical/agents and cleaning of partitions paneling etc. (8) Removal of cobwebs in all rooms and others spaces of the School (C) Requirements from the staff of Agency : their duties : Behaviour etc. (1) The Contractor shall comply with all the laws and regulations applicable in the matter of such workers as are engaged by it. (2) The contractor s staff shall not disturb the employees of the Kendriya Vidyalaya or make any sort of noise in the school premises (3) The Contractor s workers shall be polite, courteous,well behaved and honest. 4 -Page: 2- (4) The contractor shall be fully responsible and liable for any theft burglary, fire or any other mischievous deed done by its workers. (5) The antecedents of all the workers will be got verified from police by the agency before deployment of work. (6) The contractor s workers shall not enter into any unlawful activity within the KV premises and shall have a good moral character. (7) The Kendriya Vidyalaya shall have the right to impose cash penalty on the contractor or deduct such amounts from its security deposit in case the Kendriya Vidyalaya is put to any financial loss directly or indirectly by any act of omission or commission on the part of the contractor s workers. (8) The Contractor shall be directly responsible for the payment of the wages, which should not be less than minimum wages prescribed by the State Govt. and will include such other benefits as may be available to its employees under the relevant acts and regulations applicable in the State. The Kendriya Vidyalaya shall not entertain any such claim of the persons employed by the contractor and shall not be liable for it. (9) Insurance and accident risks of the workers will be responsibility of the contractor (10) All the workers of the Contractor shall be free from infectious diseases. (11) The Contractor will ensure that proper license / permission from the concerned authorities wherever applicable (12) The contractor shall in no case transfer the services it is required to perform under this agreement to any other contractor or person without prior permission from the Kendriya Vidyalaya in writing (13) The contractor shall employ sufficient number of workers to ensure that the work is done in time to the satisfaction of the Kendriya Vidyalaya. Sufficient workers will be employed for discharging the responsibility with supervisors to supervise the work. (14) The Kendriya Vidyalaya reserves the right to order any worker of the contractor to leave the premises of the Kendriya Vidyalaya if his presence at any time is felt undesirable. 15. Cost of tender application form : Not Applicable 16. Last date for submission of sealed cover : upto 02:00 PM 17. Date & time of opening of the tender : at 03:00 PM 18. T.D.S. will be of the amount payable to the agency every month by the 7 th of the following month 19. Payment should be made to the labourers by the contractor concerned monthly basis as per Telangana Govt. Labour Act. 20. Rates quoted should be per person only. 21. Earnest Money Deposit : Fixed amount of 10% of Annual Payment in the form of DD favouring The Principal Kendriya Vidyalaya Bodhan VVN Account to be submitted along with the tender form on or before due date : (D) General Conditions : (1) Agreement : For one year extendable for one year with the consent of both the parties and outstanding performance of the work done during last year by the contractor. (2) Terms of payment : The Kendriya Vidyalaya shall pay the agreed amount to the contractor o n monthly basis after completion of the month and submission of a certificate by the Principal of the Vidyalaya that the work has been done satisfactorily. In case the work is found to be unsatisfactory 50% payment will be withheld and will be released only when the work is found as of quality and to the satisfaction of Kendriya Vidyalaya. (3) Room Facility : The Kendriya Vidyalaya shall provide a small room / space for the supervisor and storage of material etc., to the contractor free of cost during the period of contract. No name plate of the contractor shall be allowed on the room nobody will be allowed to stay in after school hours. Contd..Pg.3/-

5 -Page : 3 - E. Notice of Termination of Contract (1). The contract can be terminated without assigning any reasons by giving two months notice in writing by either side. F. Stock and Supplies The contractor shall maintain sufficient stocks of various items such as towels dusters, soaps, phenyl, detergent, odonil, naptholine balls etc., so as to meet normal requirement. The contractor shall not be permitted to stop supplying any items for any reasons. G. Supervision The contractor shall authorize a person to supervise the cleaning and maintenance services who will report to the designated officer or any other office of the Kendriya Vidyalaya so authorized as and when is required to do so by the Kendriya Vidyalaya. H. Rates Rates must be fixed on per week basis for the whole unit ( cover area, open area, surroundings, stairs, lobbies, corridors, toilets etc. ) and for all items of work including cost of material. At time when the work is taken for a period less than a week because of closure of the School etc., rates would be calculated for a day and payment made accordingly. I. Arbitrations In case of any dispute between the contractor and the Kendriya Vidyalaya arising out of or in relation to the agreement, the dispute shall be referred to a sole arbitrator to be appointed by the Kendriya Vidyalaya and the decision of the such Arbitrator shall be conclusive and binding on both the parties. The arbitration shall be covered by the provisions of the Indian Arbitration Act, J. Jurisdiction The Court at the station will have jurisdiction over all legal disputes under this agreement.

6 Annexure-II TERMS AND CONDITIONS FOR PROVIDING SECURITY SERVICES IN THE VIDYALAYA 1. Area of the Building/ other Details : 0.50 Acres ( Approximately) 4. No. of days during the month : All working days and as described by the Vidyalaya SCOPE OF WORK Providing round the clock security services. Terms and Conditions to be executed between the Agency and Kendriya Vidyalaya for Providing Security Services in the Vidyalaya 1. That the agency shall provide security arrangements for Kendriya Vidyalaya premises located at KV Bodhan C/o.MADHUMALANCHA JR COLLEGE BELLAL VILLAGE SHAKKAR NAGAR POST BODHAN TOWN NIZAMABAD DIST TELANGANA with effect from 01st Jnne,2018 ( Approximately ). 2. That the agency would undertake to engage, employ and provide the requisite number of trained Ex-Servicemen for the purpose and also be responsible for payment of their emoluments and dues, discipline and work. In situations where Ex- Servicemen are not available others can be engaged for the purpose by the Agency. 3. That the entire responsibility for taking security measures of the said building / premises is of the agency and the Vidyalaya will not be liable to pay anything for the security lapses as provided.. The agency will be responsible for any loss of property etc. for negligence of the persons employed by it. 4. That the Agency shall provide complete continuous security measures throughout the 24 hours by changing the personnel in rotation or replacement. 5. That the Vidyalaya on its part shall at no time directly or indirectly employ the services of or deal with any person introduced by the Agency for a period of one year from the date of termination of the Contract. 6. That the relationship fee for providing security services will be as per the rates prescribed by the Director General Resettlement / Distt. Soldier Board or any other body of Ex-Servicemen, recognized for the purpose by the State Govt., as the case may be. 7. That the tenure of the service agreement shall be initially for a period of one year with effect from 01 st of June, 2018 ( Approximately ) and thereafter it shall continue till either side intends to terminate giving one month s notice in advance to the other side or paying one month s dues in lieu of notice. 8. That the Vidyalaya on its part shall not be liable to pay any charges, dues, compensation under any of the industrial loss or other loss applicable in this behalf to the personnel which shall be the responsibility of the Agency only who shall be the employer of such personnel. Any dispute arising out of or in relation to this agreement shall be referred to a sole arbitrator to be appointed by the Executive Committee of Kendriya Vidyalaya Bodhan as per the Indian Arbitration Act. The seat of the arbitration shall be at New Delhi and the proceedings shall be governed by the Indian Arbitration Act, The service provider should have sufficient knowledge, expertise and experience in maintaining the garden. 11. He should produce evidence for serving other Govt. Institutions in providing security service. 12. Intending contractors may visit the campus on any working day between 10 A.M. and 1 P.M. 13. Earnest Money Deposit : Fixed amount of 10% of Annual payment - in the form of DD favouring Principal, Kendriya Vidyalaya Bodhan VVN Account to be submitted along with the tender form on or before due date : Cost of the tender application form : N.A. 15. Last date or submission of the sealed cover : upto 2.00PM 16. Date & time of opening of the tender : at 3.00 PM 17. T.D.S. will be 2% of the amount payable to the agency every month by the 7 th of the following months. 18. Other terms and conditions are as indicated in the Proforma for security and cleaning services. 19. Payment should be made to the labourers by the contractor concerned monthly basis as per Telangana Govt. Labour Act. 20. RATES SHOULD BE QUOTED PER ONE PER ONE SECURITY GUARD and TOTAL AMOUNT SHOULD BE CLEARLY INDICATED WITH material viz., Security Uniform, Two torch lights, lathi etc. to be provided by the Security Agency.
