7 WORK PACKAGE 1 Work Package 1: Assessment of SADC HYCOS Stations of Critical Importance to the Region Package Objective: Assess the SADC HYCOS stations and provide recommendations for their revitalization, incorporation into national systems and collection of relevant data for Flood Risk Management

8 WORK PACKAGE 1 Tasks (1/3) 1. Development of a common methodology for assessing the HYCOS Stations, accounting for the physical, contextual, technological, financial and institutional situation; 2. Identify HYCOS stations of critical importance for the region that can be used to provide data to enhance a Disaster Risk Reduction programme for Flood Risk Management;

Physically visit and assess each of the identified stations (~114) Determine the operational status and available data; Compile all existing data, as built and rating curve for each station; Review the equipment and data transfer mechanism to determine if is appropriate for the context and investigate available alternatives; Review the signal strength, station siting (i.e. access, flooding, highwater), existing equipment, condition of site (station site and crosssection with photo documentation), existence of rating curve ; Determine the success of the station with regards to data collection, O and M and sustainability; and, Review of linkage to country departments responsible for hydromet station operations and determine the perception of ownership of station.

Development of rehabilitation/upgrading plans and associated costs for each station, accounting for O & M costs, appropriate technology and long term sustainability of the station: Identification of regionally available and maintainable technology; and, Develop associated bill of quantities, installation cost estimates and rehabilitation plan for each station 5. Compile concise summary profiles for each station with photo documentation of each station and proposed renovation actions

12 WORK PACKAGE 2 Work Package 2: Revitalization of SADC HYCOS Stations of Critical Importance to the Region Package Objective: Based on the assessment (WP1) selected SADC HYCOS stations will be revitalized to facilitate the collection of real time data to feed into regional and national systems for the development of flood flow products

13 WORK PACKAGE 2 Tasks (1/1) 1. Secure agreements/commitments from each member state to take on responsibility for the newly revitalized station 2. Based on commitments by MS, stations will be renovated where the long term maintenance is potentially ensured and the renovation falls below a pre determined cost threshold. 3. Training of relevant parties in each MS of those who are responsible for the stations in their operations and maintenance will be conducted.

15 WORK PACKAGE 3 Work Package 3: Regional Flood Hazard/Risk Mapping Package Objective: Provide Flood Hazard/Risk information to the appropriate authorities responsible for managing and responding to flooding disasters with the aim to limit loss of life and livelihoods, increase the effectiveness of emergency preparedness, planning and response

Identify critical areas of recurrent flooding resulting in loss of life, livelihoods and property in SADC Transboundary Basins, (i.e. Flooding Hot Spots ) at regional scale 2. Using international best practices develop high level regional Flood Hazard/ Risk/Planning maps and Atlases

18 WORK PACKAGE 4 Work Package 4: Implementing Disaster Risk Reduction (DRR) Activities for Flood Risk Management (FRM) in Selected Transboundary River Basin Flooding Hot Spots Package Objective: To improve the quality of Flood Risk Management in two hot spots and positively impact populations impacted by recurring floods directly

19 WORK PACKAGE 4 Tasks (1/1) 1. Development of Flood Risk Management tools specific to the needs of a basin for use by RBOs, and Member States, for emergency response and planning, using international best practices applicable to the context; 2. Development of Guidelines and a tool box for DRR/FRM for MS/RBOs to use and assist in the development of uniform national flood risk management, planning and response tools.

21 WORK PACKAGE 5 Work Package 5: Baseline assessment of the SADC Region on Disaster Risk Reduction preparedness for Flood Risk Management Package Objective: Look to shed light on the current situation in the SADC Region and its Member States when it comes to Flood Risk Management and associated Disaster Risk Reduction

22 WORK PACKAGE 5 Tasks (1/1) 1. Compilation of data and development of matrices to assess the level of preparedness of the region against flood risks based on what is available in Member States, regionally and within projects/programmes; 2. Development of a roadmap to assist SADC, RBOs and Member States to improve the level of preparedness for Disaster Risk Reduction focusing on Flood Risk Management and emergency response organized by Basin; 3. Identification and recommendation of specific actions needed to improve Flood Risk Management developed based on international best practices and the needs of riparian states
