3 Woodside has developed a wet test policy for its lifeboats. Wet testing is potentially a separate process to Lifeboat Drill The wider oil and gas offshore industry may elect or be otherwise expected to follow this initiative. The task of wet testing lifeboats offshore is expected to become more frequent. All lifeboats servicing Woodside s technical integrity barriers, will be wet tested routinely. 7 Maintaining a Safe Deck during these operations is critical to the overall aim of reducing risk globally, rather than transferring risk from the deck of the Asset to the deck of the Work Boat. Personnel Transfer Risk Management Woodside will generally classify a Man-Over-Board event as a FATALITY regardless of whether or not the event results in an injury or fatality, or simply a wet sailor. Work Boat Operators should consider if this approach is generally useful or not in terms of classifying the depth of the hazard. Woodside as a Charterer, and Woodside s Marine Operations Technical Authority as a sponsor of the work, will investigate the man over board event, under the processes that a fatality on the Work Boat s deck would incur. 8 Global Risk Management Expectations It is therefore expected that both parties would provide suitable and commensurate support to the work teams prior to the work commencing rather than simply turning up to investigate a failure post event. Crane and Davit Operations An event during these operations, could easily lead to a manover-board situation, or; Significant manual handling issues including fatal crushes, dropped objects, serious injuries could conceivably occur during these operations. 9 Integrated Approach to Risk Management and Efficiency Work Parties on both sides of the operation can benefit from understanding the limitations of the equipment involved having clear communications between each interface having common and clear understanding of the appetite for risk having an empowered Asset representative onboard the work-boat, (this could be the Master, however, in my experience an asset from the asset is an asset!!) This entire operation needs approaching from outside the box Rigs of the future must be built to be able to crane lifeboats in and out of their launch position, or otherwise safely wet test them and maintain them. 10 Lifeboats have been around since before the TITANIC, and significant hazard remains associated with their operation, particularly the Retrieval Aspect, which is not a primary design parameter. Work Boat Deck Safety must not be allowed to be impacted (decrease) so that Lifeboat Integrity can be assured (increase). This is another of our challenges in the Marine Safe Space.
