PURPOSE These rules present the methodology for selectng Romanan or foregn canddates to be employed on specalzed research & development postons at ELI-NP. 2. SCOPE These rules are applcable to Senor Researchers, namely: - Research Scentst I - CS I; - Research Scentst II - CS II. 3. DESCRIPTION OF THE RULES The process for selecton of canddates to fll the postons of Senor Researchers (Research Scentst II - CS I and Research Scentst II - CS II) at ELI-NP takes place n the followng stages: STAGE I Pre-Selecton Stage Ths stage s ntended to verfy the way canddates tranng and experence are of nterest n relaton wth the job requrements and the ntegraton of ther preoccupatons and competence n ELI-NP actvtes and objectves. In ths stage, canddates shall send personally or by proxy to the Human Resources Offce, by mal to the address ndcated on or va e-mal at human.resources@elnp.ro, the followng documents: - letter of ntent (ndcatng 5 specalsts who can provde rerences); - CV, accompaned by actvty report; - lst of papers; - Proof of complance wth the mnmum standards mposed by the Order of the Mnster of Natonal Educaton and Scentfc Research no of 20 December on approvng the mnmum standards necessary and mandatory for conferrng teachng ttles n hgher educaton, professonal degrees n research & development, the capacty of PhD supervsor and the accredtaton certfcate, The fulflment of these requrements shall be proved by completng the self-assessment form, n copy (form as per Annex 3 - edtable). The Competton Commttee, based on the abovementoned documents decdes to admt the canddates for Stage II of the selecton process. The canddates selected must meet at least the mnmum mandatory condtons to fll the poston, whch are presented n Annex 3 (po.4) STAGE II Intervew Stage In ths stage, canddates shall have an ntervew wth the members of the Commttee where they support ther experence and preoccupatons n the felds of nterest of the ELI-NP actvty and shall prove ther capablty to meet job requrements and to contrbute to reachng the ELI-NP objectves. The Competton Commttee decdes to admt the canddates for the next stages of the selecton process. 1/12

3 for Selecton of Senor Researchers (Research Scentst I - CS I and Research Scentst II - CS II) at ELI-NP Code: R/ELI-NP/04 Revson: 0 Extreme Lght Infrastructure Nuclear Physcs ELI-NP STAGE III Competton Regstraton Stage The competton regstraton stage conssts n the submsson of the competton folder personally or by proxy to the Human Resources Offce, or by mal to the address ndcated on contanng the followng requred documents, n accordance wth the legslaton mentoned n these rules under Chap. 3: 1) Canddate s applcaton addressed to IFIN-HH management, whereby requestng regstraton for the competton to fll the poston of Senor Researcher (Research Scentst I/Research Scentst II) n orgnal (form as per Annex 1 - edtable); 2) Applcaton Form (form as per Annex 2 - edtable); 3) Proof of complance wth the mnmum standards mposed by the Order of the Mnster of Natonal Educaton and Scentfc Research no of 20 December on approvng the mnmum standards necessary and mandatory for conferrng teachng ttles n hgher educaton, professonal degrees n research & development, the capacty of PhD supervsor and the accredtaton certfcate, The fulflment of these requrements shall be proved by completng the self-assessment form, n orgnal (form as per Annex 3 - edtable); 4) CV, accompaned by actvty report and lst of papers, sgned by the canddate n orgnal, n Romanan or Englsh; 5) Legalzed translaton nto Romanan or Englsh, of the Employment Record Book or the Employment Certfcate/Certfcates, from whch to result the length of servce n research or n hgher educaton and the total employment hstory; for employers who are Romanan legal persons extract from the Regster of Employees Records, n orgnal; 6) PhD dploma n legalzed copy (for those ssued n other language than Romanan, legalzed translaton nto Romanan or Englsh); 6.1) For PhD dplomas ssued by nsttutons abroad, canddates shall submt, n accordance wth the legal provsons n force, the documents mentoned n the Methodology on the Recognton of the PhD Dploma and of the Ttle of Doctor of Phlosophy (Annex 4 below). 7) Bachelor s dploma/master's dploma accompaned by transcrpt or equvalent, n legalzed copy (for those ssued n other language than Romanan, legalzed translaton nto Romanan or Englsh); 7.1) For bachelor s dplomas/master s dplomas ssued by nsttutons abroad, canddates shall submt, n accordance wth the legal provsons n force, the documents mentoned n the Methodology on the Recognton of the Bachelor s Dploma/Master s Dploma (Annex 5 below). 8) Baccalaureate dploma or equvalent n legalzed copy (for those ssued n other language than Romanan, legalzed translaton nto Romanan or Englsh); 9) Brth certfcate and marrage certfcate, n legalzed copy (for those ssued n other language than Romanan, legalzed translaton nto Romanan or Englsh), only n case of name change; 10) Copy of the dentty document/passport; 11) Declaraton of lablty, n orgnal, completed accordng to the nstructons and the model n Annex 6 - edtable. 2/12

STAGE IV Stage for Analyss of Competton Folders and Evaluaton of Canddates Professonal Performances The analyss of competton folders and the evaluaton of canddates professonal performances wthn the competton for employment on the poston of Senor Researcher at ELI-NP (Research Scentst I/Research Scentst II shall be conducted by the Competton Commttee formed accordng to Law no. 319/2003 on the Status of Research and Development Staff. Upon canddates evaluaton the total maxmum score whch may be obtaned by a canddate s 100 ponts, by relatng to the followng crtera: - Prevous experence n felds relevant to ELI-NP and professonal recognton: 50 - Understandng of the tasks of the poston appled for: 50 The admsson for the poston of Senor Researcher at ELI-NP (Research Scentst I/Research Scentst II) shall be made n the descendng order of the scores obtaned. The canddates who obtaned a score below 70 ponts shall not be admtted. The grade admtted/rejected for the poston of Senor Researcher at ELI-NP (Research Scentst I/Research Scentst II) shall be communcated to each canddate. STAGE V Employment of Canddates Declared ADMITTED After the end of the competton at nsttute level the competton folders shall be submtted by the employer (IFIN-HH) to the Natonal Commttee for Certfcaton of Academc Degrees, Dplomas and Certfcates (CNATDCU) for conferrng the professonal degree of Research Scentst I (CS I) or Research Scentst II (CS II). The employment of admtted canddates shall be made after they are awarded by Mnster Order the scentfc ttle of Research Scentst I / Research Scentst II and after submsson of the documents regardng the rght to stay and work n Romana and fulflment of the legal formaltes n ths respect (Annex 7 - below). 6. AIS = s the absolute nfluence score of the scentfc journal where artcle was publshed, accordng to ts year of publcaton as per for artcles publshed untl 2006 and Journal Ctaton Report (ISI Web of Scence) startng from 2007; should the publshng year be not found n the database, the closest year shall be chosen. 13 for Selecton of Senor Researchers (Research Scentst I - CS I and Research Scentst II - CS II) at ELI-NP Code: R/ELI-NP/04 Revson: 0 Extreme Lght Infrastructure Nuclear Physcs ELI-NP ANNEX 7 Obtanng the Employment Permt for Romana and/or the Hostng Agreement for non-eu Ctzens In accordance wth Government Ordnance no. 25 of 26 August 2014 on employment and postng of foregn ctzens on the terrtory of Romana and for amendng and supplementng certan normatve acts on the condtons for foregn ctzens n Romana, foregn ctzens from non-eu countres may be hred n Romana only after obtanng the Employment Permt. Ths permt s ssued by the General Inspectorate for Immgraton ( ). The formaltes for obtanng the employment permt shall be carred out by the employng nsttuton, IFIN-HH. To ths end the canddates shall send the followng to IFIN-HH: - copy of the vald border crossng document; - two photographs type ¾; - crmnal record or any other document havng the same legal value, ssued by the authortes from the country of orgn or resdence; - Currculum vtae contanng also a declaraton of honour that he/she s medcally ft to be employed and has mnmum knowledge of the Romanan language or knows an nternatonal language, standard form to be transmtted by IFIN-HH. Based on these documents, IFIN-HH shall prepare the canddate s folder and shall submt t to the General Inspectorate for Immgraton. Should the Romanan authortes request any other documents n order to ssue the Employment Permt, IFIN-HH shall request to the canddates to complete the folder. The canddate shall be employed at ELI-NP only after havng obtaned the Employment Permt. If an entry vsa s requred for access on the terrtory of Romana, based on the Employment Permt, the canddate shall have to obtan from the dplomatc mssons and the consular offces of Romana from the country of orgn or resdence, the long stay vsa type for employment purposes (D/AM type). By excepton from the rule of obtanng the Employment Permt, based on Order of the Mnster of Educaton, Research and Youth no. 2414/2007 foregn canddates from non-eu countres who wll carry out, as IFIN-HH employees, scentfc research actvtes for a dnte perod, may be hred by the nsttute based on a Hostng Agreement concluded between the canddate and IFIN-HH and endorsed by the competent authorty n Romana. If an entry vsa s requred for access on the terrtory of Romana, based on the Hostng Agreement, the canddate shall have to obtan from the dplomatc mssons and the consular offces of Romana from the country of orgn or resdence, the long stay vsa type for scentfc research actvtes (D/CS type). 12/12
