The procuring UNDP entity will respond by standard electronic mail and will send response, including an explanation of the query without identifying the source of inquiry, to all consultants. 1. BACKGROUND UNDP supports municipalities in Serbia to implement priority projects in the following areas: good governance, local economic development, tourism, agriculture and rural development, nature preservation and energy efficiency. The support is provided in selection of priority projects, in development of annual work plans and realistic implementation timeframes and careful resource planning and monitoring. During 2014, UNDP supported the City of Belgrade to strengthen the capacities of the Project Development Office (PDO) as the principal point of contact for potential investors, international financial institutions and investment banks. The PDO from that point onwards has been tasked to identify, analyze, develop and implement, in collaboration with Project Implementation Units established in Public Utility Companies or Secretariats, investment projects that are important for further development of Belgrade. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

2 The consultant shall propose more effective coordination mechanism between the the City of Belgrade, municipalities as well as with relevant Ministries, Institutions and other stakeholders related to implementation of four underground garages or public parking facilities at Studentski trg, Trg Republike, V F t, as well as the implementation of Smart City project. In particular, the Consultant shall: Establish contacts with stakeholders PDO of the City of Belgrade, relevant institutions, Public Utility companies for timely and effective implementation of four underground garages in Belgrade and Smart City project in Belgrade Propose, in agreement with the PDO of the City of Belgrade, Terms of Reference of the Coordination Working Groups (CWG). CWG should provide support in the development of planning documents, work plans, budgets; Provide support in organizing regular CWG coordination meetings Support development of tender documentation for the design and construction, of four T R V F Street; Conduct feasibility assessment and develop report that includes maintenance plan for the city B T R V F Develop strategy and action plan for implementation of the project Belgrade SMART City Provide support for working group during the development of the Feasibility study related to the SMART City project that includes establishment contacts with relevant stakeholders, CWG should provide support in the development of planning documents, work plans, budgets; 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education: Bachelor`s degree in economics, social sciences, international business or related filed; degree will be considered as an asset. Work experience: Minimum 4 years of relevant working experience, with past experience in coordination and programme planning development. Knowledge of government structures and /or previous experience in working in public institutions would be considered an asset Broad understanding and knowledge of economic and marketing issues; Knowledge and understanding of the project planning and management of the City of Belgrade is considered an asset; Knowledge: Advanced command of MS Office package; Proven ability to develop highly professional conceptual briefs, strategic documents and project proposals as evidenced by portfolio of previous works. Personal qualifications:

3 Ability to deliver when working under pressure and within changing circumstances; Consistently approaches work with energy and a positive, constructive attitude; Excellent negotiating and leadership skills; Responsible, communicative, well-organized, team-oriented person; Excellent interpersonal skills. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 6. EVALUATION 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
