Financial proposal (with your signature): - The financial proposal shall specify a total lump sum amount in Viet Nam Dong including consultancy fees and all associated costs i.e. airfares, travel cost, meal, accommodation, tax, insurance etc. see format of financial offer in Annex V. - Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable as a direct cost of the assignment. - If quoted in other currency, prices shall be converted to the above currency at UN Exchange Rate at the submission deadline. 4. Evaluation: The consultant will be evaluated and selected separately. The technical component will be evaluated using the following criteria: # Evaluation criteria Max. points 1 Doctoral Degree is essential. The price 2

3 proposal will be opened only for submissions that passed the minimum technical score of 70% of the obtainable score of 1000 points in the evaluation of the technical component. The technical component is evaluated on the basis of its responsiveness to the Term of Reference (TOR). Maximum 1000 points will be given to the lowest offer and the other financial proposals will receive the points inversely proportional to their financial offers. i.e. Sf = 1000 x Fm / F, in which Sf is the financial score, Fm is the lowest price and F the price of the submission under consideration. The weight of technical points is 70% and financial points is 30%. Submission obtaining the highest weighted points (technical points + financial points) will be selected. Interview with the candidates may be held if deemed necessary. 5. Contract Lump-sum Individual Contract will be applied for freelance consultant (Annex II) Lump-sum RLA will be applied for consultant assigned by firm/institution/organization (Annex III) Documents required before contract signing: - Personal History (following UNDP form) - International consultant whose work involves travel is required to complete the courses on Basic Security in the Field and Advanced Security in the Field and submit certificates to UNDP before contract issuance. Note: In order to access the courses, please go to the following link: The training course takes around 3-4 hours to complete. The certificate is valid for 3 years. - Full medical examination and Statement of Fitness to work for consultants from and above 62 years of age and involve travel. (This is not a requirement for RLA contracts). - Release letter in case the selected consultant is government official. 6. Payment: UNDP shall effect payments to the consultant (by bank transfer to the consultant s bank account provided in the vendor form (Annex V) upon acceptance by UNDP of the deliverables specified the TOR. The contract will be performance based. BACKGROUND / PROJECT DESCRIPTION The Green Climate Fund (GCF) is a financial operating entity of the United Nations Framework Convention on Climate Change (UNFCCC) which is established to contribute to the collective efforts of the international community to combat climate change. The GCF funds programmatic approaches that provide an opportunity for a transformational shift in countries climate resilience and green economies, prioritizing a balanced approach between adaptation and mitigation. The GCF works with National Implementing Entities (NIEs) from developing countries and/or through accredited international and regional Implementing Entities (IEs). Led by the Vietnamese Ministry of Agriculture and Rural Development (MARD) in collaboration with Ministry of Planning and Investment (MPI), UNDP serving as the GCF Accredited Entity for an Adaptation project Improving the resilience of vulnerable coastal communities to climate change related impacts in Viet Nam that was approved by the GCF in June As outlined in the Paradigm Shift Objectives and Impacts section of the project proposal, the project is designed to contribute to increased climate-resilient sustainable development though employing an integrated approach to ensure more climate resilient homes, strengthen natural defences through the regeneration of mangroves and improve planning through the integration of climate risk information. The project aims to rebuild 4000 houses and to regenerate 4000 hectares of mangroves. It also aims to increase the quality and accessibility of climate risk related information and therefore increase its 4

5 utility in decision making. Increased resilience of infrastructure and the built environment to climate change (Indicator: Number and value of physical assets made more resilient to climate change variability and change considering human benefits) 2. Improved management of land or forest areas contributing to emissions reductions (Indicator: Hectares of land or forests under improved and effective management that contributes to CO2 emission reductions) 3. Increased generation and use of climate information in decision making (Indicator: Use of climate information products/ services in decision making in climate sensitive sectors) To support development of a robust monitoring and evaluation system for the project, the project aims to support a national consultant who can provide technical inputs into the calculation of carbon sequestration estimation, mangrove forest monitoring and evaluation systems being utilised by the project s mangrove regeneration/replanting components. II. OBJECTIVE AND SCOPE OF THE WORK The consultant is expected to provide concise, high quality technical inputs to the project team resulting clear mechanisms for estimating carbon emissions reductions and for monitoring changes in survival rates of mangroves in project sites in line with project objectives. Outputs should include: An excel sheet that can automatically estimate carbon emissions reductions generated by the project on an annual basis using data on location, soil type and mangrove seedlings used (and/or similar technically robust data) to generate estimates in reductions incurred. Design of a baseline survey methodology for the impact evaluation of the mangrove component of the GCF project which can set up small monitoring plots of periodic tracking of randomly selected sites and contribute to improved quarterly regular monitoring of the project. In the approved GCF project proposal for Viet Nam, the estimation of carbon sequestration for the project was based on a review of studies on carbon stock in mangroves (Y. Okimoto et al 2013 for Nam Dinh and Thanh Hoa; Vu Tan Phuong et al 2012 for Kien Giang and Ca Mau provinces; GIZ 2012 for Kien Giang and Soc Trang province). Carbon sequestration of mangroves in Viet Nam varies from site to site and depends on species composition. In the South, mangroves have the highest growing stock, thus carbon sequestration capacity is higher compared to the North. Several studies indicated that annual biomass increment of mangrove is 20 tons/ha/year for the North (Nam Dinh and Thanh Hoa province; Okimoto 2013) and tons/ha/year in the South (Ca Mau, Kien Giang, Can Gio; Tan 2002; Nam 2010; Wilson 2010). This value is about 36 tons/ha/year in Malaysia (Ong 1993), and is tons/ha/year in Thailand (Christensen 1978). This indicates that biomass increment rate of mangrove in the South of Viet Nam is quite similar to that of Malaysia and Thailand. The studies estimated the annual biomass increment varies from ton/ha/year depending on the sites (in the South, the biomass increment was higher). To be conservative, an increment rate of 15 ton/ha/year for estimation carbon sequestration was applied along with a carbon fraction of 0.5. Emission associated with mangroves regeneration were considered to come mainly from seedlings production (e.g. emissions caused by fertilizers) and transportation of seedlings to the site (i.e. gasoline) and is estimated at 80tCO2 eq/ha/year. The estimation of emission reductions in mangroves activities was as follows: Total area of mangrove regenerated (ha) 4,000 Mean biomass increment (ton/ha/year) 15.4 Carbon fraction 0.5 Lifetime/rotation (year) 2025 Carbon sequestration per hectare in lifetime (tco2 eq/ha) 565 Net 5

6 carbon sequestration (emissions deducted) (tco2 eq/ha) 485 Total emission reduction for regenerated areas (tco2/20 years) 1,860,720 Costs for reduction (US$/t CO2 eq) 6.20 An estimation of carbon dioxide equivalent to be reduced or avoided was based on biomass increment generated by restoration of mangroves applying the formula for the estimation is: CO2eq = biomass*cf*44/12. Where biomass was dry mass generated by forest growing; CF is carbon fraction (considered as 0.5) and 44/12 is conversion from carbon to carbon dioxide. As the biomass increment varies from sites to site, a conservative estimation was used (i.e. an estimated minimum biomass increment value). The biomass increment was estimated for 20 years as the minimum lifetime of the mangroves and the increment rate is estimated based on ages of mangrove. For age < 5 year, biomass increment is 5 tons/ha/year; age of 5-10, increment is 17 tons/ha/year; age of is 21 tons/ha/year; age of is 14 tons/ha/year. Application of this methodology resulted in an estimate of carbon reduction of 1,860,720 tco2e over 20 years though the rehabilitation of 4,000 hectares of coastal mangroves as proposed by the project. The consultant is expected to be guided by the methodology already applied as outlined above to estimate carbon sequestration/reduction and to contribute to design of the draft mangrove impact evaluation methodology. Methodologies proposed should be designed to be reduce the need for extensive field work while still yielding robust technical results. Calculation of emissions reduction: Review the current methodology applied in the project proposal and if needed suggest appropriate methods to enhance the quality of key indicators based on sound scientific studies and existing research; Develop a concise excel sheet that can apply the emissions reduction methodology based on a set of agreed indicators to the actual current sites selected by the project, and to future sites that will be identified in the future; Input data to test the applicability and utility of the chart based the technical studies recently completed for AWP 2018 based on data provided by the PMU Design of a baseline survey methodology for the impact evaluation of the mangrove component of the GCF project which can set up small monitoring plots of periodic tracking of randomly selected sites and contribute to improved quarterly regular monitoring of the project. Provide peer review the mangrove component of the project evaluation framework which proposes conducting baseline, midterm and final evaluations of a sample plots within a cross section of up to 200 project sites. The key indicator to be measured is the increase in survival rate of project sites from approximately 50% to above 80%. Provide concise technical guidance on the establishment of sites for monitoring and questions to be included in baseline, midterm and final evaluation to enable robust analysis of data collected as a contribution to project implementation and evaluation. Provide recommendations to ensure robust data collection for regular quarterly monitoring for the project mangrove component. Reporting and Coordination line: The consultant (hired under UNDP s Individual Contract modality) will report directly to UNDP Viet Nam office Programme Management Specialist. The consultant will need to work closely with the Project Management Unit, the UNDP CO, the UNDP Senior Technical Advisor on Disaster Risk Reduction and Climate Change Adaptation in Viet Nam. UNDP CO will be responsible for facilitating data collection, meetings, and provision of other supporting functions and the Quality assurance of the final annexes of the document. 6
