1 Terms of Reference (ToR) Earthquake Hazard Assessment and Mapping Specialist I. Introduction With the support of UNDP, the Single Project Implementation Unit (SPIU) of the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) is currently implementing the project, Development of Comprehensive Disaster Risk Profiles for Enhancing Disaster Management in Rwanda. The project is funded by the Africa, Caribbean and the Pacific (ACP), European Union (EU) World Bank- GFDRR (or the ACP-EU-WB Natural Disaster Risk Reduction Programme) and the United Nations Development Programme (UNDP-Rwanda). A 6-member consulting team has been tasked to implement the project and undertake the comprehensive risk assessment in Rwanda. The project aims to develop the Rwanda s Risk Atlas. The process leading to this will entail undertaking the assessment of risks across the country for the top five (5) hazards identified such as Floods, Landslides, Storms, Drought and Earthquake. Hazard assessment is an essential first step of the overall risk assessment process. It involves gathering and analysing basic information and observational data on meteorological, hydrological, and geological hazards in terms of their nature, frequency and magnitude. Historical records will be used to identify critical hazard-prone zones. Additionally, scientific knowledge, expert judgment and computer models and simulations will be needed for Hazard Analysis. The ensuing steps which include calculation of exposure, vulnerability assessment and ultimately the assessment of risks depend, by and large, on the robustness of the hazard maps generated. Earthquake hazard assessment is one of the areas which require a dedicated expertise. The current consulting team will need the complementation and support of an expert to develop the earthquake hazard maps. It is within this context that UNDP and MIDIMAR are looking for a qualified professional and expert to undertake the Earthquake Hazard Assessment and Mapping of Rwanda. II. Objectives of the Assessment The specific objective of the Earthquake Hazard Assessment is to generate and elaborate earthquake hazard maps. The hazard mapping will consist of benchmarking the methodologies used by USGS, GSHAP, GEM and regional methodology. Regional conventions and criteria for seismicity evaluation will be applied and the Regional specific parameters for seismicity will be modelled. Earthquake Hazard Intensity maps, Plausible earthquake scenarios and Event Intensity maps will be produced for various return periods (100, 250 and 500 Years Return Periods). The tools to be considered are MatLab and EZ-F RISK to determine the exact acceleration (attenuation) of the hazard across the study area.

2 III. Scope of Work The Consultant is expected to accomplish the following tasks as broadly indicated herein; a. Design and develop the most appropriate hazard assessment methodology for earthquake based on expert knowledge and international best practices. Ensure further that the methodology is best suited in the context of Rwanda. b. Catalogue historic hazard events, delineate and characterize hazard prone areas including zoning according to an agreed conceptual model c. Develop a comprehensive hazard/event intensity maps based on most appropriate tools such as MatLab and EZ-F RISK as indicated above d. In the entire duration of the assessment, discuss and consult closely with the Risk Assessment Consulting Team at MIDIMAR (specifically with the Project Manager, the GIS Specialist and the Vulnerability/Impact Loss Assessment Specialist), to ensure synchronization and clarity of intended and desired end-products of the earthquake hazard assessment. e. Present the results of the earthquake hazard assessment to MIDIMAR and other members of the National Technical Advisory Group in a workshop organized for the purpose. f. Assist the Project Consulting Team in writing the analysis and the narrative of the Earthquake Hazard Assessment including elaboration of the methodology and tools used in the assessment. g. Should remain available to the Consulting Team for any possible assistance required in finalizing the earthquake hazard assessment section of the Risk Profile Report. h. Submit an end-of-assignment report to MIDIMAR. IV. Expected Outputs and Deliverables The Consultant is expected to submit the following: 1. Inception report which details the methodological proposal. The report will include the scope of work, work plan, time frame, and analysis. 2. Earthquake Hazard Intensity maps, Plausible earthquake scenarios and Event Intensity maps for various return periods (100, 250 and 500 Years Return Periods), appropriately georeferenced in accordance with National Patterns and Norms, in digital (raster and/or vector formats) and analog (or printed copies in A0 format) 3. A report detailing the methodology used and the process calculations and models run for the development of the earthquake hazard assessment 4. PowerPoint presentations for the workshop to present the earthquake hazard assessment results 5. End-of-assignment report. The final report incorporates comments from MIDIMAR, UNDP, and stakeholders will be submitted 10 working days after receiving all comments. This will be submitted to UNDP Country Director for validation. V. Duty Station The duty station of the work is Kigali, Rwanda. However, the consultant may be required to travel to project sites outside Kigali.

3 VI. Implementation Modalities and Duration The consultancy will be carried out by contracting the services of National, Regional or International entities (individuals or team of consultants) with proven track records and experience in Earthquake Hazard Mapping. The duration of the consultancy is 8 weeks (or 2 months) The consultancy will be monitored according to the following time lines: 1. Submission of the inception report, including the reviewed methodological proposal after initial discussion with the project team by the end of week 1 2. Submission of the hazard intensity maps for peer-reviews by the end of week 5 3. Submission of the draft report on the Earthquake hazard Mapping for peer-review by the end of week 6 4. Submission of the set of digital hazard datasets by the end of the week 7 5. Delivery of technical training and holding the National Stakeholders Workshop to present all the outputs such as the synthesis report on Earthquake intensity map, relevant databases and discuss the next steps by the end of week 8 VII. Price Proposal and Schedule of Payments The consultancy fee will be paid as a Lump Sum (inclusive of all expenses related to the consultancy), and will be fixed regardless of changes in the cost components of the consultancy. The consultancy fee will be paid upon completion of the following milestones. 30% after presentation and adoption of the inception report 30% after presentation and approval of the draft report on the Earthquake hazard Mapping 40% after the approval of the final report VIII. Qualification Requirements The consultant should meet the following basic qualification requirements; 1. Master s Degree or equivalent in Seismology, Geophysics or other related fields and disciplines 2. Minimum of 5 years experience in the area of seismology, hazards and disaster studies and/or other relevant fields 3. Enough Knowledge of the country and/or the region 4. Previous experience in hazard risks assessments and related studies and researches is preferred 5. Knowledge of disaster risk management and risk reduction and development 6. Demonstrated ability to work in a multi-cultural and multi-discipline team environment 7. Strong analytical and report writing skills 8. Solid knowledge of spoken and written English.

4 IX. Management Arrangements for the Evaluation UNDP will contract the evaluation team (National, Regional or International entities (individuals or team of consultants)) on behalf of the Government of Rwanda and the UN. MIDIMAR will be the focal point for the assessment and will facilitate the logistical requirements for the Earthquake hazard assessment and mapping team including organizing field visits where required. UNDP will be in charge of making payments for the team upon approval of MIDIMAR. A Technical Committee, led by MIDIMAR with UNDP representatives will supervise the overall work of the consultancy team and guide the process at technical level and provide regular reports to MIDIMAR and UNDP senior Management. The technical committee will oversee the implementation of the agreed schedule of consultation activities, wide stakeholder consultation and verification of all facts in the report and oversee the production of the final Report and follow-up actions. X. Time-Frame The evaluation will be conducted in July 2014 for an estimated 80 working days (or 8 weeks). XI. How to apply The team (international and national) of interested candidates should apply by presenting the following documents: a. Letter of Confirmation of Interest and Availability using the template provided by UNDP; b. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidates and at least three (3) professional references for each of the prospective consultants; c. Brief description of why the individuals consider themselves as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. d. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. XII. Selection Criteria Proposals will be evaluated using the Best value for money approach (combined scoring method). Technical proposal scores will be weighted 70% whereas the financial proposals will be weighted 30%. Below is the breakdown of scores for the technical proposal on 100% basis which will be brought to 70%:
