The procuring UNDP entity will respond by standard electronic mail and will send response, including an explanation of the query without identifying the source of inquiry, to all consultants. 1. BACKGROUND UNDP supports municipalities in Serbia to implement priority projects in the following areas: good governance, local economic development, tourism, agriculture and rural development, nature preservation and energy efficiency. The support is provided in selection of priority projects, in development of annual work plans and realistic implementation timeframes and careful resource planning and monitoring. During 2014, UNDP supported the City of Belgrade to strengthen the capacities of the Project Development Office (PDO) as the principal point of contact for potential investors, international financial institutions and investment banks. The PDO identifies, analyzes, develops and implements, in collaboration with Project Implementation Units established in Public Utility Companies or Secretariats, investment projects that are important for further development of Belgrade. Currently, the City of Belgrade is developing several large-scale projects within its investment portfolio. The current favourable financial and investment climate in the City of Belgrade urges the PDO to be prepared to utilize available and forthcoming funds. UNDP is hiring a consultant to provide advice on how to most effectively utilize available and upcoming funds, as well as to enhance the financial plans

2 for capital investments. The special focus of the consultant will be to provide financial advice and B B B Philharmonic O 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The role of the Financial Consultant is to provide financial analysis and inputs in relation to the following three projects of the City of Belgrade: Belgrade Bus Station, Belgrade Opera and Belgrade Philharmonic Orchestra. Assessment of the financial planning of the three projects Investment gap analysis of the three projects; Conduct review of the budget of the City of Belgrade and provide recommendations for better implementation of capital investments; Develop action plans for financial effectiveness of the three projects Provide cost and benefit analysis for the implementation of Belgrade bus station project 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education: Bachelor`s degree in international business Experience: At least 10 years of experience in financial sector, banking industry would be considered as an advantage; Proven experience with banks (assessing credit rating, negotiating credit reprogramming, accessing credit applications, etc.); Experience in project financing, financing of public sector Knowledge Understanding of financial and risk management issues; Proven ability to develop highly professional conceptual briefs, strategic documents and project proposals as evidenced by portfolio of previous works; A demonstrated ability to work congenially and productively with a large diverse consultant team, counterparts, and other project stakeholders; Broad understanding and knowledge of economic and marketing issues 4. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 6. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation Criteria Weight Max.
