1 STAFF REPORT Information Report To: Council Prepared By: (Name and title) Brent Kittmer Utilities Superintendent Title: Date of Meeting: June 21, 2010 Utilities Date of Report: June 15, 2010 Wards: UTILITIES DEPARTMENT MONTHLY ACTIVITY REPORT SUMMARY: This report provides a brief summary of the Utility department activities for the month of May RECOMMENDATION: That the report be received for the information of Council. BACKGROUND: The information below provides a brief update of the major activities in the Utilities department for the month of May All Water Payment certificates #4 and #5 processed for Phase 2 of Bayfield water project - $464, was paid to Birnam Excavating for certificate #4 - $91, was paid to Birnam Excavating for certificate #5 - Total work to date = $1,370,909.92(includes 10% holdback) - This represents 76% of the tendered amount of $1,799, Complaints: Resident attended the Municipal office April 28 and requested that a late charge be removed from a water bill. - The bill was paid three days late. As per normal protocol, bills were mailed 21 days before their due date. - Treasury staff informed the complainant of municipal policy and did not remove the late charge. Several minor complaints and comments received regarding restoration follow-up from the Bayfield Water Project. Public Notices/Advertisements: Water main flushing advertised in 3 local newspapers the week of May 3. - For future flushings Utilities to pursue flyer distribution by Canada Post. Precautionary Boil Water Advisories (PBWA): Several localized PBWAs issued due to water main tie-in work in Bayfield. PBWA issued to Hensall DS due to pressure loss on May 8. PBWA issued to lakeshore subdivisions (Bluehaven Dr. George Smith) May 1 P a g e Valuing our unique quality of life, recognizing our diversity, respecting our traditions.
2 8 & 14 due to water main breaks in Homestead Heights PBWA issues to the Marina well system May 21 due to adverse sample results (lifted June 14). Water Main/Service Repairs: A leak was reported at 14 Cameron st in Bayfield. Determined this was from a private well. No repair ordered. Significant restoration completed to Schadeview properties affected by February main repair. Significant repairs ordered for Homestead Heights main break (as presented on May 17, 2010). Water main repair completed in Cantin Court. Water Main Flushing: Flushing commenced the week of May 10 in Hensall and Zurich Inspections MOE completed the inspection of the Hensall DS May 5, Draft report issued for comment. Capital Projects Bayfield Water Distribution: Current construction schedule is approximately 30 days ahead. Current project cost is under budget. Report to follow once restoration has been completed. Main installation work on highway #21 began on April 21, and was completed week of June 7. Section of installation from Jan Euphemia was required to be open cut due to poor drilling conditions. MTO ok d the work. Water main installation is complete and certified for use. Restoration work remains along highway #21. Lawns will be resodded, and MTO property and areas that do not appear to be cut will be seeded. Mailing to residents of Phase 2 to be issued advising them they can hook into the water main. Bayfield Water Storage: Exterior painting of the tower completed Outstanding items include site grading and drainage. Controls and logic continue to be refined as the tower is operations. Project is currently at 97% completion. Wastewater No major payment certificates processed. Complaints: No complaints received at the municipal office Public Notices/Advertisements: Project information flyer issued to Zurich residents advising them of the work occurring at the Zurich lagoons. Discharges Spring discharge completed at the Bayfield lagoons. Spring discharge extended for the Zurich lagoons to accommodate upgrade work. Letter issued to the BSRA notifying them of period of discharge. 2 P a g e Valuing our unique quality of life, recognizing our diversity, respecting our traditions.
3 Inspections Inspection report comments issued to the MOE May 27, 2010 in response to March 2010 inspection of the Zurich lagoons. Only 3 minor deficiencies found, all will be corrected during the lagoon upgrades. Miscellaneous New gates ordered for the Bayfield lagoons. Capital Projects GB Sewage Treatment Plant Upgrade: Technical meeting held May 20 to review plant operating costs. HWY 21 Corridor Collection System EA: Project Initiation notices developed for publish May 5 and May 12. Mailings to all affected residents will be completed week of May 5 th. All notices posted on the municipal website. Steering committee meeting #2 held on June 10, Bayfield STP Upgrade: 2009 annual report indicates that the facility is operating near capacity. This could result in restrictions on new development. As previously authorized by Council, BM Ross will proceed with the Schedule C EA for the upgrades to the lagoons to increase capacity. Two phases will be completed. Phase 1 will be completed in 2010 at an estimated cost of $36,250. Phase 2 will be completed in Costs TBD. Hensall STP Upgrade: No updates from last report. Zurich STP Upgrade: Council approved a budget increase for the first phase of the upgrade project to $700K. Contractor has begun removing, hauling and spreading sludge at a location west of Zurich. Approvals for the remainder of the work have been filed, and are pending MOE buy-off. Capital Projects Garbage & Recycling No major payment certificates processed. No complaints or concerns recorded. Met with J&R trucking to plan the large item pick-up. Landfill Management Study 1 comment received from public review period. 4 Streetlights No major payment certificates processed. No complaints received at the Municipal office.. Minor repairs completed.
