3 Meet our Program Directors Graham Gleday is Professor of the Practice of Public Policy at DCID. He was Director of the Public Fiace Group i the Keedy School of Govermet ad earlier i the Harvard Istitute for Iteratioal Developmet. He has over 30 years of iteratioal professioal experiece i public fiace, actig as a advisor i tax policy ad admiistratio reforms for some two doze coutries i Africa, Asia ad elsewhere. He eared his Ph.D. from Harvard Uiversity. GP Shukla is Professor of the Practice of Public Policy at DCID. Previously he served as a Developmet Fellow at Harvard s Keedy School of Govermet ad a Associate at the Harvard Istitute for Iteratioal Developmet. Prior to Harvard, he worked for the Govermet of Idia i the state of Uttar Pradesh, servig as Permaet Secretary of Plaig ad Admiistrative Reform, Divisioal Commissioer ad Chairma of Developmet Authorities. He eared his Ph.D. from Harvard Uiversity. Roy Kelly is Professor of the Practice of Public Policy at DCID. He has over 30 years of iteratioal experiece desigig ad implemetig public sector reforms. From , he worked at Harvard Uiversity with the Harvard Istitute for Iteratioal Developmet, the Keedy School ad the Iteratioal Tax Program. He served as a residet advisor i Idoesia, Keya, Cambodia ad Tazaia. He eared his Ph.D. from Harvard Uiversity. Ferado Ferholz is Associate Professor of the Practice of Public Policy at DCID. He was a Developmet Associate workig with the Public Fiace Group of the Harvard Istitute for Iteratioal Developmet ad has doe log- ad short-term advisory work i coutries such as Russia, Idia, Paama, Bolivia, Ethiopia, Zambia, Ugada ad Malawi. He also headed his ow cosultig, costructio ad data processig compaies i Bolivia. He eared his Ph.D. from Bosto Uiversity. Peter Bares is Seior Fellow at DCID. Previously he was Seior Tax Cousel at Geeral Electric, where he supported GE ad its affiliates o tax matters throughout the Asia-Pacific regio. Prior to joiig GE i 1991, Bares worked i the Office of Tax Policy at the U.S. Departmet of Treasury, cocludig his service as U.S. Deputy Iteratioal Tax Cousel.
