MEMORANDUM Dominion Bateau of Statistics, Ottawa, Canada 85O Price 25 cents FThNCLL ST ISi IC OF iiunicii'l GOViU1ENTS SUMMaRY OF CPiND1TU AND TX CULLLCTIUNS (Interim) 1951 In this Memorandum the 1951 revenue, expenditure and tax collections in the municipalities of all provinces are set out in condensed form. The figures are based largely on final returns, as no preliminary information was available for some items and some provinces. Publication has therefore been delayed, but this is s'"ewhat compensated for by the lesser fllc t. r:cr to estmates. The alassii'ication of revenue and expenditure followa us closely as possible that approved for municipal accounts at the 5th (1948) DominionProvincial Conference on Municipal Statistics and published by the Dominion Bureau of Statistics in the Manual of Instructions on municipal accounting and reporting. This classification has been put into effect for this year's compilations, and hence this year's Memorandum varies in places from those of previous years. Revenue and expenditure have beer eported gross, and expenditure includes expenditure frol c pital funds wherever the information could be ascertained. Table 11(a) shcvs the distribution of the amount of capital expenditure so included, and the figures for ordinary expenditure may be had by deducting the amounts shcmn from items in Table U. "Other consist of Poll Taxes in all provinces, ktousehold and Tenant Taxes in Nova Scotia, New hriui.swick and Quebec, and Occupancy Tax in New Brunswick, in addition to those specifically i ootnoted. Provincial Subsidies General, represent grants to municipalities, the purpose of which is to assist in meeting the total budget. Other Provincial Grants are those made for a specific purpose, and these have been detailed in the subsidiary Table 1(a) according to the function or purpose of the expenditure or service to which they are related. Other Revenue includes rents, concessions franchises; fines, interest, tax penalties, etc.; servic charges; revenues from recreation and community services, and other miscellaneous items not spe ificaily provided for in the main classifications of the ta ic. Combined General and Capital Expenditure; (Table 2) Public Works consists mainly of expenditures for construction and maintenance of streets, roads, bridges and related services. Other Expenditure includes the functional items: noint; protection to persons and property (fire protiction, police orotection, law enforcement, street lighting, etc.); recreation and community services; and othcr miscellaneous items not specifically provided for in the main classification of the table,
