Spring Street Room 395 Los Angeles, CA PROTEST' O RE: LADWP WATER RATE ORDINANCE I am writing to oppose the rate increase proposed by the LADWP. Having attended one of the public meetings in our area, I am wondering why infrastructure maintenance and pipe replacement have not been part of the planning or deferred maintenance for the water structure? During the public meeting attendees asked questions about how ladwp charges for water service Those questions were not adequately answered. For example, why is it that water charges are imposed on a house EVEN THOUGH THE RESIDENT IS ON VACATION AND NOT USING THE WATER? That question was not adequately answered. I thinx LADWP consumers have been OVERCHARGED for years. Trying to disentangle the rate charges takes hours of telephone wait time, talking to uncooperative LADWP accounting personnel and supervisors. I have had to do that at least twice being overcharged due to estimated bills without the ladwp providing me with a record of HCFs used. It was a nightmare! Raising rates on apartment owners who pay the water bill for their property will only increase rents, or the owner will insist that the renter pay his or her own water bill which may be a hardship given the high rents in Los Angeles. Homeowners who conserve water would benefit from a Tiered rate system where those who conserve will be charged less than those who use more. Out of all the proposed changes, the Tiered rate system makes the most sense. I think property owners who conserve water should be rewarded instead of punished through higher water rates. Again, I am opposing the rate increase proposed by tne LADWP. Thank you, Jane Demian Homeowner / Taxpayer
