11 FLAGSHIP PROGRAM Indonesia has identified 3 thematic areas of program within its flagship plus based on the comparative advantages: Development Issues, including poverty reduction program (PNPM), artificial insemination for cattle (BBIB), disaster risk management Good Governance and Peacebuilding including democracy, peacekeeping, law enforcement, local and regional development program Economic Issues, including macro economic management, public finance and micro finance Others: planning and budgeting, infrastructures, education

12 Current Priorities Providing national budget to implement South-South Cooperation through its line ministries Implementing strategic cooperation with partner countries through pilot activities e.g.: education, planning-budgeting, agriculture,poverty reduction, disaster management, democracy Enhancing capacity of the NCT of South-South and Triangular Cooperation

13 Stakeholders Engagement Indonesian SSTC will be implemented in inclusive manner and involves all stakeholders Local Government Aligned National Medium Term Development Plan (RPJM) with Regional Medium Term Development Plan (RPJMD) Supporting a good environment for the cooperation with local government in SSTC Supporting promotion and publication of local product Improve human resources capacity of local government Civil Society Organization Support CSO to participate in the development of community resilience, improving information access for the community, encourage CSO to be part of problem solver, enhancing capacity or people with sharing knowledge and experiences Private Sector Private sector participation in SSTC is expected to support economic cooperation Private will become main actor in investment and job creation Government will facilitate through regulation and agreement to increase trade and investment Academia and Universities Improving partnership with universities, research center and academia Provide a bigger role to universities to develop innovative program for SSTC

15 ISSUES AND CHALLENGES Issues Not optimal, scatteredand unsustainable; Lack of integrated strategy and policy of Indonesia SSTC among Ministries / Agencies; Lack of effective coordination in the implementation of SSTC, including: planning, budgeting, monitoring and evaluation, as well as information systems and publications. Challenges Improving effectiveness and benefits of SSTC activities for all stakeholders; Developing advantage potential that can be cooperated through SSTC; Integrating SSTC s planning program and its activities into planning and budgeting process; Increasing private sector involvements, academics, NGO; Increasing public support to the implementation of SSTC. 15

16 THE NEED OF REGULATION FOR INDONESIA SSTC As a legal umbrella in determining national development policy which is integrated between international development cooperation and development priorities allocation 16

17 Reference for SSTC National Long Term Development Plan (RPJPN ); Grand Design (a planning and policy document for SSTC in the period of which is strategic direction, in line with RPJPN ); Blue Print (a document that elaborates the implementation and action plan from Grand Design in the medium-term. The document is integrated in RPJMN). 17

18 GRAND DESIGN Consists of: Preface: Background, Legal Basis, and Platform Development, Issues and Challenges Policies Direction of SSTC : Objectives and Principles, Vision and Mission of SSTC, SSTC policies in the future Strategies of SSTC : Strengthening the Legal Framework, Coordination and Institutional, Program Development, Strengthening Funding Mechanisms, Knowledge Management, Communication Strategy, Monitoring and Evaluation Closing Functions as: Reference to the minister, head of non-ministerial government agencies, and the implementation of SSTC at the local level; Reference in planning Indonesian government policy in providing assistance to developing countries in terms of SSTC; Can be a reference to business entities, development partners, privates, academics, community organizations, phylantrophy and foundations in implementing SSTC. 18
