3 1.Introduction Ethiopia is multi-ethnic,multilingual and multicultural nation and officially named the FDRE which comprises nine regional states and two city administrations. Ethiopia is the second most populous country in Africa with a population of 94,352 million as of July 1,2017 (CSA forecast). The overriding objective of the Ethiopian Government is poverty eradication and sustainable development through ensuring peace, political stability, democracy and good governance. The National Vision:- To become a country where democratic rule, good governance and social justice reign, upon the involvement and free will of its people, and once extricating itself from poverty to reach the level of a lower middle income economy as of 2025 With ADLI Policy and Strategy. 3

4 1.Introduction Ethiopia mainstreamed MDG in SDPRP, PASDEP and GTPI and recorded remarkable achievements in a number of the Millennium Development Goals, (six of the eight MDG goals were successfully achieved). The two goals not achieved were 1) gender equality and empowerment and 2) improving maternal health. On account of its appreciable performances in the MDGs, Ethiopia was selected by the UN as one of the 50 countries tasked with providing data for the preparation of the 2030 Sustainable Development Agenda. In response, Ethiopia managed to provide the required data having had several review workshops at the federal and regional levels on the performance evaluation of the MDGs in Ethiopia. 4

5 2.Enabling environment to the implementation of SDGs The Constitution of the FDRE is a manifestation of the covenant made among nations, nationalities and peoples of Ethiopia. It aimed at building a unified economic society. All national policies, strategies, plans and programs are geared towards sustainable development and poverty eradication objectives (Article 43). Sustainable development planning and implementation in Ethiopia has been carefully framed in the supreme law of the land by the Nations, Nationalities and Peoples of Ethiopia (Articles 41, 42,43,44). 6 2.Enabling environment to the implementation of SDGs.. The formulation and implementation of any development policies, strategies, plans and programs shall be guided by the constitutional principles and objectives of the Constitution. To this end,the Constitution of the Federal Democratic Republic of Ethiopia provides power to the Federal Government to formulate and implement national policies, strategies and plans in respect to overall economic, social and development matters. Accordingly, the Federal Government is responsible to design and implement vertically coherent and horizontally consistent National Development Plans which are based on national development needs and priorities (SDPRP, PASDEP, GTP I&II) Decentralized government administrative system, it allowed for the participation of the people at various levels and aimed at forming strong economy. 6

7 2.Enabling environment to the implementation of SDGs There is strong integration and harmony among the national policy and strategies that are implemented at various government administrative levels, regional states and city administrations. Under the national policy frameworks, regional states and city administrations are obliged to prepare and implement plans and programs that reflect their local objective realities Lesson learned from MDGs UN Country Team and other Development partners commitment and endless support Multi-stakeholders engagement such as Private Sector,civil Society, NGOs, Youth & Women, Political Parties, Higher Education and Research Institutions 7 This creates a conducive environment for the implementation of SDGs.

10 4.Next Steps to Implement SDGs Preparation of long-term (15 years) national Development Plan background studies on the selected key areas such as macroeconomics, agriculture transformation, industrial development, particularly in the manufacturing sector, in energy infrastructure, human resource development and transport infrastructure (road and rail) and transport development services have already been done In addition to the above mentioned topics, background studies are under progress on, water sector, Urban Development & Housing and on Demographic change and priority population issues SDGs Needs Assessment The study will provide inputs for the formulation of the National Fifteen Year Perspective Development Plan (2015/ /30) by identifying the full range of policies and institutions needed to meet the SDGs. This help to mainstream SDGs in Long Term Perspective Plan(2015/ /30) 10

11 5.National Monitoring and Reporting System 5.1 National Monitoring and Evaluation System In all of the implementations of these national plans (SDPRP, PASDEP, GTPI, GTPII) the Government has followed coherent and unified national monitoring and evaluation and reporting system which has been built on Welfare Monitoring System (WMS) Program established in the mid 1990s. This M&E System is maintained and developed to monitor the implementation of national development plans. The National Strategy for the Development of Statistics (NSDS) is a five year strategy that is prepared by the Central Statistical Agency (CSA) based on the priorities and data needs of National Plan to provide a roadmap to the national monitoring and evaluation and reporting system. 11

12 5.1 National Monitoring and Evaluation System.. Guided by the National Strategy for the Development of Statistics, both the Natinal Planning and Monitoring & Evaluation Systems have used two main official data sources which include: (1) Administrative data from sector institutions, and (2) Census and survay data from the Central Statistics Agency. Other credible data sources could also be used when necessary both in the planning and monitoring and evaluation process to complement the two main sources of official data. 12

13 5.1 National Monitoring and Evaluation System.. In addition to NSDS,SDG well mainstreamed in GTPII national monitoring and evaluation policy matrix that prepared by NPC to enhance M&E system of the country. Policy matrix consisting of sets of annual targets and indicators are developed to properly monitor and evaluate the implementation of the national development plan at different levels (macro and sectoral). Annual Progress Reports on implementation of the national plans were made to be unified throgh mainstreaming progresses on MDGs, BoPA and IPoA implementation. The national monitoring and evaluation system follows the national planning process and is a sectoral approach. 13

14 5.1 National Monitoring and Evaluation System.. The National M&E System is exercised in a participatory and transparent manner The annual progress report is coordinate and prepared by NPC along with federal and regional government institutions. The annual progress reports on implementation of the national plan were approved by the Council of Ministers Consultations are made at regional and federal levels with various stakeholders and citizens at different levels Finally achievements are made official and disseminated to the public in the form of printed text and electronic copies (media, websites and other mechanisms) 14

Monitoring and Reporting Institutional Arrangement National Planning Council: Chaired by the Prime Minister (regions are also members) monitors major indicators and goals of the plan and provides policy directions. National Planning Commission: responsible for coordinating the implementation of the plan, preparing national progress reports, organizing consultative forums and disseminating M&E results and building the M&E system at national level. Sector Ministries: are accountable for implementation of GTPII,monitoring and evaluating their respective sector plans, reporting to various government bodies, generating and using administrative data Central Statistical Agency: developing national statistical strategy based on the NDP, producing census and survey data, ensuring the quality of data and disseminating data. 15

19 5.3.National SDG Monitoring and Reporting System For Ethiopia, Agenda 2030 and the SDGs are not standalone commitments because the 2030 Agenda and its Sustainable Development Goals (SDGs) are an integral part of the national development framework of the Second Five Year Growth and Transformation Plan (GTP II) and the 15 years perspective plan(2015/ /30). Generally, Agenda 2030 and the SDGs have already been contextualized and mainstreamed in GTP II. These national commitments will be mainstremed in the invisaged 15 years national perspective plan. Therefore, the national review process of Agenda 2030 and the SDGs implementation will be managed as part of the Annual Progress Review of GTP II implementation and the next GTPs to be followed using existing institutional mechanisms, forms and human resources at the national, regional states and city administrations. 19

20 5.3 National SDG Monitoring and Reporting System... Contents of reporting is broadly include progresses on Economic, Social and Environmental Development and the Annual Progress Review will be based on the national priorities and needs that have been set in GTP II. A policy matrix consisting of sets of indicators to address the national priorities and needs will be used to measure the progresses. Frequency of reporting on National Progress Review of SDGs will follow that of Annual Progress Review on GTP II implementation. List of SDGs indicators, Ethiopia would like to monitor and report on the first SDGs report will be identified after the review exercise by the Government on the final list of proposed SDG indicators will be finalized. 20

21 VNR On SDGs of Ethiopia In response to an invitation from the United Nations Economic and Social Council (UN-ECOSOC) to the Federal Democratic Republic of Ethiopia (FDRE) in August 2016 to engage in the 2017 Voluntary National Reviews (VNRs) Accordingly, the National Planning Commission (NPC) of the FDRE, had coordinate and prepared the national 2017 VNR report using sectors administrative data/report, CSA survey data and 2015/16 poverty analysis report. And also, consultations on the 2017 VNR have been conducted at federal, regional and city administration level to ensure participation of all development actors and stakeholders including representatives of the Government, the private sector, civil society and non-government before ratified by the Government. Finally, the ratified 2017 NVR disseminated to public in the form of printed text and electronic copies. 21

22 7.Summary Very stretched tagets have been set in both GTP II and SDGs which require huge data/information to track on their progresses. This in turn requires enhanced additional capacity interms of human and financial resources to effectively implement the plan. In this respect, the Government is working to strengthen the National Monitoring and Evaluation sytem for effective monitoring and evaluation of the National Plan including SDGs. Theferoe, the Government needs strong strong support to build build nation monitoring and evaluation cpacity, particularly in areas of; Information management system including timely, quality and reliable data collection Data analysis and producing quality analytical reports Communicating information on the national development progress to stakholders 22
