19 Impact of EU accession on Serbia in relation to EU Development Policy In the short-medium term --need to establish which entity will deal with development cooperation (ex. MFA?) and nominate a contact person --need to endorse political commitments (ex. Paris Agenda, Accra Agenda for Action, Busan Partnership) in line with acquis communautaire --need to come up with Serbia's own overseas development policy + establish the national structure for it ("whole-of-government" approach) 19
20 Impact of EU accession on Serbia in relation to EU Development Policy In the medium-long term --Serbia becomes a donor upon EU accession --increase of development aid volumes through eventual contributions to EU budget + EDF --may choose to have bilateral cooperation with specific partner countries and allocate a specific budget line for Official Development Assistance (ODA) programmes/project --may pursue process to become OECD/ DAC member 20

Development cooperation: Actors inside the Commission + the EEAS Commission: EuropeAid Development and Cooperation DG responsible for designing development policy and delivering aid throughout the world DG Enlargement responsible for designing Enlargement policies DG Humanitarian Aid and Civil Protection responsible for humanitarian aid and civil protection EEAS: European External Action Service is aimed at making the EU's external action more coherent and efficient, thereby increasing the EU's influence in the world 21
22 3.) EuropeAid: Overall mission statement EuropeAid is responsible for: Formulation of EU development policy & defining sectoral policies. Multi-annual programming of the external aid instruments (together with the EEAS) and joint programming (EU and Member States). Implementation of the EU's external aid instruments financed from the European budget & the European Development Fund. Propose EU common actions (EU institutions and Member States), policies and positions in internaitonal organisations 22
