6 How to approach EUDs? Sign up and plan regular meetings with EUD staff - Keep in mind the EUD s strategic deadlines - Discuss project implementation, project ideas and upcoming funding opportunities - Ask to participate in consultation processes, e.g. - Country and Regional Strategy Papers (CSPs and RSPs) - Multi-annual and Annual Indicative Programmes (MIPs and AIPs) - National and Regional Indicative Programmes (NIPs and RIPs) - Annual Action Programmes (AAPs) - Action Fiches (AFs)

9 Exercise: What would you do? (30 minutes) The programming process has come to an end. Your government and your EU Delegation have agreed on priorities which do not include the priority which your organisation thinks is most important a coherent legal framework for establishing co-operatives. You have contacted your EU Delegation to have a meeting to raise their awareness. However, the EU Delegation has declined your request as they have already consulted CSOs in phase 1 and phase 2 of the programming process. You know that the EU s programming timeframe is , how could you still engage and influence the current cycle? How would you engage in the future cycle? Who could be stakeholders to support you? When can you take action?

13 Call for Proposals process CfPs are either managed by EuropeAid in Brussels (Global CfP) or by the EUDs (Local CfP) In general two-stage procedure (Restricted CfP) Concept Note Full Proposal Contract 5-20% chance of being successful 50% chance of being successful

14 Call for Proposals timeline The entire process usually takes about 9 months Publication of CfP Elaboration of Concept Note 6-8 weeks Selection process 2 months Elaboration of Full Proposal 6-8 weeks Selection process 3 months Contract

15 Call for Proposals process Single-stage procedure (Open CfP) Concept Note and Full Proposal have to be elaborated and submitted at the same time Preparation time: 8-12 weeks IMPORTANT: The Concept Note will always be evaluated first. If it is not selected, the Full Proposal will not be evaluated!

18 Important aspects of the application process PROSPECT - Online system for submission of applications for CfPs under direct management - PADOR - Potential Applicants Data Online Registration - Online database in which organisations must register themselves > EuropeAid ID - PADOR (organisation registration) & PROSPECT (application submission) are the two online systems that simplify the process of applying to CfP
