3 Overview What are the EDF, CSPs, and NIPs?

4 Overview The European Development Fund (EDF) Main instrument for European Community (EC) development aid to the ACP (Africa-Caribbean-Pacific) The 10 th EDF (current) period is from It has a total budget of 22.8 billion Euro Allocation of money per country depends on Country Strategy Papers (CSPs): main strategic tool for programming EU assistance

6 Overview CSPs include two main sections: 1. An analysis of the political, economic, social and environmental situation in your country as well as a description of past cooperation with the EC. 7 Overview CSPs Are developed in collaboration with national governments, EU Member States, other donors and with civil society

8 Overview NIPs Cover a period of 3-5 years Specify global objectives, specific objectives and expected results for each area Include: Mainstreaming of cross cutting issues Implementation modalities Financial envelopes for each cooperation area including the indicative timing and size of each amount of the EC s contribution. 9 Overview Why are CSPs and NIPs important for us? In knowing the CSP and NIP, you have the opportunity to strengthen your position as government partners National governments now have more responsibility in allocation decisions, since they receive more money through Budget Support

11 The Mid-Term Review What is the MTR? In 2009 and 2010, a Mid-Term Review (MTR) of all CSPs takes place The MTR is a key moment for an overall review of EU cooperation with your country It offers a good opportunity for Civil Society actors to raise relevant concerns and influence the negotiations The MTR is a national process!

12 The Mid-Term Review Objectives of the MTR 1. To review and adapt the CSPs, if needed (to provide additional support in the country where needed) 2. To introduce new objectives into the CSP to reflect changing conditions in your country 3. To reallocate funding, if necessary MTR Timeline: National level consultations: June October After being pushed forward the process is now delayed

13 The Mid-Term Review Dimensions of the assessment Governance situation: To what extent was the governance action plan implemented and has the situation improved? Economic situation: Are sound economic policies in place, and are they conducive to strong and sustainable economic growth? Poverty and social situation: Are sound social policies in place to make progress in reducing poverty and achieving the MDGs? Performance in implementing EC cooperation: Have EC projects, programmes and Budget Support contributed sufficiently to sector/general development results?

14 The Mid-Term Review Problems with the previous MTR: Technical: Lack of transparency and inclusiveness Poor involvement of CSOs in the process Timeline was too short Content: Health is rarely recognised as a priority issue of EC funding, especially in ACP countries SRH issues are not prioritised for funding in EC response strategy Social issues such as HIV/AIDS and gender are only recognised as cross-cutting (no money)

16 Advocacy Opportunities Why should we act? Your actions at this stage can help guarantee that civil society concerns are raised during the MTR! This is an opportunity! to start discussions on SRH involving donors, government and civil society to practice south-north advocacy to get in contact with important actors in your country Work on the MTR could also prepare for the next EDF!

17 Advocacy Opportunities Working in Partnership Advocacy efforts to influence the CSPs through the MTR should happen at two levels simultaneously: 1. At the EU level in Brussels 2. At the National level in your country It is important to join forces in order to achieve change and better investments in health!

19 Action Points At the EU level: In order to assist you in the MTR process, DSW will: Prepare a summary of your country s CSP relevant to health, SRH and HIV/AIDS Provide relevant contact details of the EC delegations Keep you informed about the timeline and activities of the MTR Prepare recommendations to strengthen the CSPs that you can send to EC delegation staff Put pressure on the EC in Brussels to keep the consultation process transparent and inclusive

20 Action Points At the National level: You can do the following to assist this process: Send the same recommendations developed in Brussels to the EC delegations in your country Get in contact with other NGOs/CSOs working on health issues in the MTR in your country Contact the civil society liaison officer in the EC Delegation to get information about the health assessment and MTR timeline Ask to be put on their mailing lists and to be invited to events and consultations

21 Action Points You can: At the National level: Develop recommendations jointly with local civil society Provide suggestions on how to integrate/mainstream SRH and HIV/AIDS into the priority sectors of the CSPs Show the potential impact of the economic crises on universal access in your country Strengthen relations with the EC delegations in your country, which can be strategic to influence future EU programming and funding Your knowledge of the national situation is needed!
