1 QUESTIONNAIRE FOR EU-PCD REPORT 2015: Brief Introduction CONTRIBUTIONS FROM MEMBER STATES The European Union is a major global actor and its non-developmental policies have the potential for substantial positive or negative impact on poverty reduction in developing countries. The very aim of Policy Coherence for Development (PCD) is to ensure that relevant EU policies and development cooperation are mutually supportive and can contribute to the objective of poverty reduction or, at least, that EU policies do not undermine development objectives as well as the effectiveness of European aid. This questionnaire is to prepare the fifth EU report on Policy Coherence for Development (PCD) to be published in In May 2005, the Council invited the Commission to produce a biennial report on Policy Coherence for Development (1). It also called on EU Member States and the Commission "to strengthen policy coherence for development procedures, instruments and mechanisms and secure adequate resources in their respective administrations, looking at the best practices developed by some Member States." The aim of the report is "to encourage the further development of PCD, taking into account feedback from developing countries, civil society and the European Parliament. The report should also serve as a public information tool" (2). In 2009, the Council agreed to focus on five broad areas: trade and finance, food security, climate change, migration and security (3), which was reiterated in the Council Conclusions of December 2013 (4). It should be noted that the focus on these five broad policy areas does not mean that the twelve policies (5) identified by the Council in 2005 lose their PCD relevance. On the contrary, each of those policies can effectively contribute to meeting the five global challenges. In order to make further progress on PCD, it is necessary to improve on issues such as measuring PCD, promoting a more evidence-based approach and moving "towards a more focused, operational and results-oriented approach to PCD" (6). In this regard, the Council specifically underlined the importance of reporting on PCD processes and initiatives at country level and strengthening the dialogue with local stakeholders. The 2015 EU PCD Report will therefore aim to: Assess the progress made by the European Union and its Member States; Draw lessons from experience as well as identify good practices and opportunities with the aim to foster decision-making that increases the development-friendly impact of EU external policies; Raise awareness among policy makers and civil society in the European Union on policy coherence challenges as well as tools and processes; Illustrate and demonstrate to the public the importance of PCD. This is of particular relevance this year in the context of the European Year for development 2015;
2 Be a tool for EU representatives in international fora to use in the multilateral discussions requiring a shared approach beyond the European Union. The respondents are kindly requested to have these objectives in mind.

4 B EXISTING PCD COMMITMENTS AND PROCESSES 1. Does your country have a legal basis on PCD: If yes, please explain and pracise since when: Latvia follows the commitments as an EU Member State. In addition, the annotation of each draft law has to include evaluation of the effects the proposed law will have on the economy (including exports and imports), society, environment (including the use of natural resources, emissions, produced waste, production of chemical substances etc.). A separate part of this annotation is dedicated for compliance to Latvia s international commitments towards the European Union, other countries and international institutions and organizations, bilateral and multilateral agreements. 2. Does your country have a political commitment (e.g/ in government programme, strategic documents on Development Cooperation) on PCD? If yes, please explain and pracise since when: The main national strategic documents on Development Cooperation are the mid-term planning strategies. The one currently in force is Latvian Development Cooperation Policy Strategy with the overarching principle Implementation of Latvia s development cooperation policy in compliance with the key principles, adopted globally and by the EU. One of the eight key principles is integration of commitments included in the conclusions of the EU Foreign Affairs Council, namely, the principles of development cooperation, Policy Coherence for Development, aid effectiveness, division of labour, aid for trade and support for strengthening democracy. Currently Latvia is in the process of developing a new mid-term Development policy strategy for , in close connection with the global debate on the post2015 development framework. Also the future policy will address the effects of internal policies on third countries and the sustainable development in its three dimensions. 3. Does your country have reporting obligation on PCD? If yes, to whom and how. Please explain and pracise since when: To the European Commission, since Does your country have coordination mechanisms on PCD within the national administration?
5 If yes, please explain roles and responsibilities, and pracise since when: Latvian development cooperation is managed by the Development Cooperation Policy Division in the Ministry of Foreign Affairs in cooperation with the Consultative Council in Development Cooperation (established by the government in 2003). The regular meetings of the Council are the main coordination mechanism for implementation of PCD in Latvia. The Council includes expert representatives from all line-ministries, civil society, Latvian Chamber of Commerce and Industry, the Latvian Confederation of Employers, Latvian Rectors Council, the European Affairs Committee of the Latvian Parliament, State Chancellery, and Latvian School of Public Administration. PCD is actively streamlined and monitored by the Latvian Platform for Development Cooperation and its 29 member NGOs from various sectors. 5. Is your Parliament involved in PCD? If yes, please explain how: The Committee of the European Affairs of the Latvian Parliament is a member of the Consultative Council in Development Cooperation. 6. Does your country have thematic priority areas regarding PCD? If yes, which priority areas? 7. Have iniciatives been undertaken to strengthen PCD-relevant knowledge and skills through e.g. trainings? If yes, please give examples: The concept of PCD and its implementation in Latvia has been discussed in the Consultative Council in Development Cooperation. As part of the European Year for Development, activities focused on private sector and climate, food security have already started. 8. Have your embassies or third partner countries been involved in PCD related issues (i.e. pilot Projects, policy dialogue, events )?: If yes, please explain: C UPDATE ON PROGRESS/CHALLENGES PER THEMATIC AREA 9. Per thematic area, please describe what new initiatives have been undertaken in to ensure that your non-development policies take account of Development opjectives?

Trade and Finance: Latvia participates in the relevant processes in the international bodies, most importantly through World Trade organisation and the European Union relevant formats. b. Climate Change: In order to achieve sustainable and balanced growth several horizontal principles have been established in Every project financed by the European structural and investment funds (here in after ESI funds) must include horizontal principles of equality, integration, diversity and sustainable development. In 2015 methods were implemented in order to establish horizontal principle for Sustainable Development. The objective of the horizontal principle "Sustainable Development" is to ensure environmental protection, climate change mitigation and promote adaptation to climate change. Rational use of natural resources and preserving the environment for future generations is a prerequisite for national development, and the economic and social progress cannot be obtained on natural resource overexploitation and environmental deterioration expense. The horizontal principle for "Sustainable Development" is integrated into all levels of policy planning and implementation documents corresponding to the implementation of particular ESI fund, therefore ensuring sustainable use of funds and contributing to the fight against climate change. The broader development priorities are part of the planning and implementation of international peace operations. Latvia s Green House Gas emissions were 3rd smallest in EU in As one of Parties of Kyoto protocol we will continue to put all efforts to tackle climate change. The recent Common Agricultural Policy (CAP) reform included instruments aimed at improving the environmental performance of agriculture: adding environmental requirements in cross-compliance, introducing the Green Direct Payment in Pillar 1 and reserving 30% of Rural Development programme budget for voluntary measures which are beneficial for the environment and climate change. For this budget period Latvia has decided to allocate 42.4% for measures beneficial for the environment and climate change. Indicative amount of European Maritime and Fisheries Fund (EMFF) support to be used in Latvia for climate change objectives are 11% from the total EMFF financing of the Operational Programme for the Development of Fisheries for Moreover, sustainability, which also means the balance of environmental and economic factors, is one of the basic principles of the transport policy. As far as possible Latvia encourages transport solutions and vehicle choices that reduce carbon dioxide (hereinafter CO2) emissions and the effects of noise on people and improve air quality.
7 The White Paper Roadmap to a Single European Transport Area Towards a competitive and resource efficient transport system foresees actions of reducing oil dependency and developing greener transport to achieve a reduction of at least 60% of greenhouse gas (hereinafter GHG) emissions by In accordance with the Law on Public Transport Services, when planning routes of the regional route network of inter-urban significance with high passenger traffic volume, priority must be given to the railway routes. Regarding road transport it should be taken into consideration that the withdrawal of conventionally-fuelled vehicles (with internal combustion engines) should be compensated by wider use of another type of vehicles (electric, hybrids, hydrogen, and compressed air) that are environmentally friendlier. Though, now and in the coming years such green vehicles will be significantly more expensive than conventional vehicles in both the purchase and the service. The goal is, therefore, closely related to the solvency of the society as there are few, possibly ineffective, instruments in the hands of the state to make an effect. Increasingly, however, are introduced such emission reduction measures as energy efficiency and fuel consumption reduction, which are often cost-friendly measures. When looking at the development of the external dimension of transport, the light should be shed on the growing Eastern economies as well due to the fact that the cooperation with them takes place largely through the EU eastern part, including Latvia, holding the potential to improve this cooperation by improving transport infrastructure. Significant partners in this field are the members of Commonwealth of Independent States (hereinafter CIS). A lot of attention is also paid to attracting freight traffic from the Asian regions to the EU and Latvia could serve as a significant logistics service hub ensuring efficient distribution of goods in the northern part of the EU and offering value added services. c. Food security: Latvia has developed Smart Specialization strategy (RIS3) in 2013, which is an approach to economic development through targeted support to Research and Innovation, concentrating resources to ensure transformation from low/medium low technology industries to more advanced ones. During the 7th Global Forums for Food and Agriculture, held in Berlin, Germany, in January 2015 The growing demand for food, raw materials and energy: opportunities for agriculture, challenges for food security? the Latvian Presidency of the Council of the European Union expressed the need for better policies in order to guarantee balance between food production and other uses of land; guaranteed trade flows; equal and fair access to markets and the introduction of the latest developments in the field of science of agriculture. All of this requires smart investment, the freshest ideas and willingness to alter old ways of doing things. Furthermore, it is vital to devote attention to the economized use of water resources and maintenance of the quality of water. Such actions as balanced use of fertilizers, reasonable management of manure and soil, as well as other economizing activities would lead to reduction of pollution produced by the agricultural sector. d. 8 On January 14th, 2014 the Cabinet of Ministers approved the National Strategy for the Prevention of Trafficking in Human Beings The National Strategy implements the Declaration of the Intended Activities of the Cabinet of Ministers approved by the Cabinet of Ministers on 16 February The Ministry of the Interior drafted the project of the National Strategy for Prevention of Trafficking in Human Beings The new policy document is structured as comprehensive informative material about the overall situation in the country in the field of prevention and combating of human trafficking general information, trends, education, information, researches, identification of victims of human trafficking, support and assistance, legal protection, legal aid, state compensation, return of victims from foreign countries, residence of victims of human trafficking who are third countries nationals, helplines, non-punishment principle, legal framework for combating of human trafficking, law enforcement agencies, prosecution, justice, cooperation and coordination. It includes also policy results, action results and indicators of effectiveness for measurement of the implemented actions, plan of tasks and measures, as well as information about impact on state budget. This document is not just a working document for policy makers and competent institutions, but it is a document which helps to raise awareness and understanding of each society member about the phenomenon of human trafficking, about current situation in the country, risks and threats to become a victim of human trafficking, what kind of assistance, support and protection is provided to a victim of human trafficking etc. (document is publicly available on website of the Cabinet of Ministers (only in Latvian) f. If yes, please explain: The current national strategic document on Development Cooperation Latvian Development Cooperation Policy Strategy expires this year and part of the evaluations and discussions will focus on the PCD as one of the key principles of Latvian development cooperation policy. Simultaneously Latvia is in the process of developing a new mid-term Development policy strategy for , in close connection with the global debate on the post2015 development framework. Also the future policy will address the effects of internal policies on third countries and the sustainable development of the planet. 13. Have any PCD-relevant studies been commissioned or carried out?
