2 THE CURRENT STATE OF PREPARATIONS OF THE LAUNCH OF THE PROGRAMME AND THE NEXT STEPS

3 CORE DOCUMENTS (1/2) 1. GUIDELINES FOR APPLICANTS (for 1st Call for Proposals) including CONCEPT NOTE and FULL APPLICATION FORM draft version developed by the JTS, to be analysed by the MA necessary for launching 1 st CfPs (electronic application). 2. LIPs CONCEPT NOTE and FULL APPLICATION FORM will be developed based on the documents for regular projects. 3. DESCRIPTION OF MANAGEMENT AND CONTROL SYSTEM (DMCS) as soon as finalised by the MA, to be sent for the JMC approval; document required to start the MA designation process.

4 CORE DOCUMENTS (2/2) FURTHER STEPS to finalise preparation of core documents: appointment of a Working Group (WG) for preparation of application pack for 1st CfP and LIPs; documents developed by the WG will be submitted to the JMC for approval via written procedure; the MA will propose the WG meeting once the analysis of the JTS draft proposal for the 1st CfP is done (2nd quarter of 2016).

6 TECHNICAL ASSISTANCE BUDGET (1/2) Currently the TA budget of PBU is used for preparation of PBU First payment from the EC will be processed based on the MA s request for payment. After receiving first payment, the TA can no longer be used for PBU preparation. The PBU account is already open. Programme indicative financial plan for available in the JOP. Current contracts with JTS BO in Lviv and Brest expire in mid-december BOs needed before launching the 1 st CfPs (information and promotion in partner countries). Service contract establishing Belarusian CCP is expected to be implemented starting from 2017.

7 TECHNICAL ASSISTANCE BUDGET (2/2) Next steps proposed to be taken : Detailed TA budget for the Programme will be developed and sent for JMC comments and approval 2nd quarter of Document describing main assumptions and rules for service contracts establishing Programme bodies (including draft service contract) will be prepared and submitted for JMC consideration via written procedure 2nd quarter of Negotiations of first contracts with BOs and Belarussian CCP are expected to be held in 3rd quarter of 2016.

8 INFORMATION AND PROMOTION Communication strategy and indicative Information and Communication Plan (ICP) for the 1st year available in the JOP. Kick-off Conference expected to be organized in second half of 2016 together with the Closing Conference of the PBU Partner Search Forums and Skill Camps in Belarus and Ukraine are planned before the 1 CfPs is launched.

9 FINANCING AGREEMENTS The EC shall conclude a separate financing agreement (FA) with each partner country (Ukraine and Belarus) in order to regulate the Programme implementation issues on their territories. FAs EC-Ukraine and EC-Belarus shall be signed not later than the end of the year which follows the year of the adoption of the Programme by the EC (Art IR), which means by the end of State of play regarding the FAs preparation will be presented by the EC representative.

10 MA DESIGNATION PROCESS To be carried out in line with Art 25. of IR. Not related to the first payment and Programme launching date. Description of Management and Control System is needed to undergo the designation process.

12 JMC DECISION PORPOSAL: ESTABLISHING OF WORKING GROUP The MA would like to porpose the JMC to take the decision to establish a Working Group (WG) for preparation of application pack for 1st CfP and LIPs
