2 The adopted mission of the Martin County Community Redevelopment Agency is To promote a distinctive community identity and vibrant local economy through inclusive community engagement. The Martin County Community Redevelopment Agency (CRA) carries out redevelopment and related activities within seven designated community redevelopment areas: Jensen Beach, Rio, Port Salerno, Golden Gate, Old Palm City, Hobe Sound and Indiantown. The Martin County Board of County Commissioners, as the governing body, also sits as the Community Redevelopment Agency. There are seven Neighborhood Advisory Committees, one in each of the respective area. Members of each Neighborhood Advisory Committee are appointed by the Board of County Commissioners and given specific duties in relation to their respective area and adopted Community Redevelopment Plan. The Board of County Commissioners has prioritized review of the Community Redevelopment Areas. The Board s 2015 Strategic Goals include a specific goal reference to the Community Redevelopment Areas as follows: Community Redevelopment Areas (CRAs) Analyze NAC responsibilities and vision. Improve interdepartmental coordination on CRA issues. Carry out fiscal analysis of CRA The Board has requested that staff undergo a project prioritization exercise in coordination with other County departments, bringing back top infrastructure project priorities (such as roadway and stormwater deficiencies and septic to sewer conversion projects) in each Community Redevelopment Area for subsequent policy direction. Staff from the newly formed Office of Community & Strategic Partnerships (OCSP) has been working with staff from the Engineering and Utilities Departments to identify a project list as well as project efficiencies that would provide significant advancement to infrastructure deficiencies, minimize construction impacts to neighborhoods by strategically timing projects and reduce project costs, while pursuing additional federal and state funding opportunities and partnerships to benefit the seven Community Redevelopment Areas. Projects were identified through a review of the Community Redevelopment Plans and areas of infrastructure deficiencies in the Community Redevelopment Areas, the Engineering Road Prioritization Project List Prepared by Martin County Capital Projects Division, the Martin County Septic System Elimination Final Report, the Martin County Stormwater / Water Quality Needs Assessment Project Prioritization Document as well as the Martin County FY16 Capital Improvement Plan (CIP). OSCP staff has also met with all seven Neighborhood Advisory Committees to discuss the priorities and obtain their input. Per the Board s direction, following policy guidance by the Board on the project priorities, OSCP staff will be bringing future items regarding boundaries of the Community Redevelopment Areas, community outreach, redevelopment plan updates, code revisions and other priority topics to the Board for further policy direction.
