Bob Snipes Water Resource Center 780 Barber Street SPLOST Advisory Committee Member Dear Committee Member: On behalf of the Athens-Clarke County Commission, Unified Government staff, community members and myself I am sending you thanks and gratitude for agreeing to serve on this Committee. Your contribution of time and energy toward betterment of our community is truly appreciated and I look forward to the pleasure of meeting and working with each of you toward that goal. Our first meeting will be held on Wednesday, October 10, 2018 at the Bob Snipes Water Resource Center at 780 Barber Street beginning at 5:30 p.m. I am including with this letter an (1) Agenda, the (2) Implementation Schedule & Tasks to Prepare for a November 2019 SPLOST Referendum, (3) the approved SPLOST 2020 Program Goals, Project Selection Criteria, and Charge to the Citizens Advisory Committee, and (4) a listing of Committee members. Review funding options for major capital projects. 3. Review a preliminary schedule and process for the SPLOST Program. 4. Review the CAC process and discuss committee member selection. (The Mayor and each District Commissioner will recommend two citizens from their district to be considered for appointment to the SPLOST 2020 Program Citizens Advisory Committee. One of the Mayor s two appointments will serve as the Chair of the Committee. The Mayor will evaluate and formulate a final list of citizens to be appointed to this Committee.) - Completed Task No. 2: Approve the Implementation Schedule August 7, 2018 Regular Meeting The Mayor and Commission approve the implementation schedule. - Completed Task No. 3: Develop SPLOST Program Goals and Related Criteria August 14, 2018 Work Session The Mayor and Commission will review the proposed program goals for the SPLOST 2020 program and the draft selection criteria that will be used to select the projects for the program. - Completed Task No. 4: Adopt SPLOST Program Goals and Appoint the Citizens Advisory Committee September 4, 2018 Regular Meeting The Mayor and Commission will adopt the program goals for the SPLOST 2020 Program and the selection criteria that will be used to select the projects for the program. The Mayor and Commission will provide the Citizens Advisory Committee (CAC) with a listing of tasks to be accomplished with related dates and program criteria for use in the evaluation of SPLOST Projects. CITIZENS COMMITTEE Started & Revised Task No. 7c: Public Solicitation of Projects for SPLOST 2020 Opens to General Public September 10-November 13, 2018 September 14 through November 11, 2018 The Citizens Advisory Committee is to solicit public input and comments regarding specific projects to be considered for inclusion into the SPLOST 2020 Program. The Committee is to solicit from the public and ACC Departments suggested projects that would be consistent with the General Goals for the program. 6 - Revised Task No. 7d: Presentation of Projects for SPLOST 2020 From ACCGOV Staff September 17, 24, and 25, 2018 and October 1 and October 8, 2018 & October 9, :30 PM to 8:30 PM Prior to September 21, 2018 M&C will return to the Manager s Office a selection of the projects, from all of the projects submitted to M&C (Task 7b), that M&C would like to see presentations given by staff. Primarily the shortlist of projects will be those projects to which consideration is being given for designated project status or those project which M&C would like more information. Depending on the number of projects selected by M&C, staff will be provided minutes to make presentations, including questions and answers, on each of the projects that M&C has shortlisted. Presentations would be held on Monday October 8 and Tuesday October 9, All Projects that are not on the M&C s list for more information are considered approved to be submitted by staff to the Citizen Advisory Committee. Staff will provide a maximum 20 minute presentation, including questions and answers, on each project that staff is recommending to Mayor and Commission as part of Task 7b. - Removed Task No. 7e: Approve list of Projects to be submitted by staff for SPLOST 2020 October 16, 2018 (Suspension of Rules) Agenda Setting Meeting The Mayor and Commission will approve a list of projects that are eligible to be submitted by staff for consideration by the SPLOST 2020 Citizens Advisory Committee for possible inclusion in the SPLOST 2020 Program referendum. From the projects presented to M&C (Task 7d), the M&C will approve those projects that are allowed to be submitted by staff for consideration by the SPLOST 2020 Citizens Advisory Committee for possible inclusion in the SPLOST 2020 Program referendum. 7 CITIZENS COMMITTEE Task No. 7f: Solicitation of Projects for SPLOST 2020 From ACCGOV Staff October 17 through November 25, 2018 October 3 through November 11, 2018 The Citizens Advisory Committee is to solicit specific projects to be considered for inclusion into the SPLOST 2020 Program from ACCGOV Staff. On October 3, 2018, if M&C approves the revisions to the implementation schedule as shown in this document, staff may submit those projects that were not selected for additional presentation. For those projects selected by M&C for further presentations on the nights listed in Task 7d, they may not be submitted until after M&C approves them for submission. The intent is for M&C to take action on those projects on October 16, 2018 (Task 7e). Task No. 7g: Projects submitted for SPLOST 2020 November 28, 2018 Mayor and Commission are provided with a listing, narrative, proposed budget for all projects submitted by public and staff. Task No. 7h: Approve any SPLOST 2020 designated amounts for projects December 4, Regular Meeting After a meeting with officials from the cities of Winterville and Bogart, the Mayor and Commission will approve any designated SPLOST 2020 amounts for Winterville, Bogart and any other projects. Designated Project amounts will be deducted from the Program Budget to provide the Citizen s Advisory Committee with the budgets to be used in determining the Potential Projects (Task 8). CITIZENS COMMITTEE Task No. 8: Specific Project Review & Compilation of a List of Potential Projects No Later than March 8 The Citizens Advisory Committee is to compile a list of Submitted projects and complete a detailed review of all such projects to ensure that each project includes the following: Project Description Project budgets consisting of reliable cost estimates which include at a minimum the following categories: Land Acquisition and Development, Design Fees, Miscellaneous Fees, Fixtures, Furniture and Equipment, Construction, Project and Program Management Fees, and Construction Contingency. 8 Annual Operating Expenses including: Staffing, Life Cycle Replacement, and Maintenance costs that are not currently covered in the existing ACCGOV Budget. Each Submitted project should be reviewed based upon technical merits and community values. The technical review will be conducted by the ACCGOV staff and include a detail review of each project's definition or scope and budget as submitted. A staff presentation will be made to the Committee of the technical findings for the Committee s consideration in developing the List of Potential Projects. The Committee will be responsible for any community value review. Once this is complete, the Committee should develop a list of potential projects for presentation and consideration by the Mayor and Commission. The total budgets of all Potential projects should be no more than 150% of projected sales tax revenues, less any amounts established by the Mayor and Commission for designated major capital projects. and CITIZENS COMMITTEE Task No. 9: Review of Potential Projects with Citizens Advisory Committee April 9, Work Session The Mayor and Commission are to meet with the Citizens Advisory Committee to review and discuss the List of Potential Projects submitted by the Committee. The purpose of such a review is to allow an early exchange of information between the Committee and the Mayor and Commission regarding potential projects. The Committee should also provide a list of projects which were submitted for consideration but are not included in the List of Potential Projects. CITIZENS COMMITTEE Task No. 10: Final list of Candidate Projects No Later Than May 6, 2019 Based upon the review identified in Task No. 9, the Citizens Advisory Committee is to develop and forward to the Mayor and Commission an unranked/non-prioritized (the list may reflect the level of Committee support for each of the projects) list of Candidate Projects that: 1. Meet the Statement of Purpose, General Goals and related Criteria, 2. Total no more than 100% of projected Sales Tax Revenues, less any amount designated by the Mayor and Commission, and 3. Does not increase annual General Fund operating expenditures by more than $4 million for non-designated projects. After having considered the advice and comments from the Citizens Advisory Committee, the Mayor and Commission will make the final selection of projects to be included in the SPLOST 2020 Schedule & Task June 22, 2018Revised August 9 October 1,

9 SPLOST 2020 Program. The Mayor and Commission s selection of projects may include projects on the list of Potential Projects in addition to or in place of the List of Candidate Projects. The Mayor and Commission s decision on projects to be included in the program will be made not later than July 6, Task No. 11: Review of Candidate Projects from the Citizens Advisory Committee May 14, Work Session & June 11, 2019 Work Session if needed Mayor and Commission will review the Citizens Advisory Committee s List of Candidate Projects. As a part of this review, the Mayor and Commission will develop the proposed final list of projects that will be part of the SPLOST 2020 Program Referendum. Task No. 12: Public Hearings/Comment on Proposed 2020 SPLOST Program May 21, 2019 and June 18, 2019 Agenda Setting Sessions Mayor and Commission will receive public comments on the proposed SPLOST 2020 Program. Task No. 13: Approve the Proposed Final List of 2020 SPLOST Projects July 2, Regular Meeting The Mayor and Commission will approve the proposed Final List of SPLOST 2020 projects and their associated Initial Project Statements. CITIZENS COMMITTEE Task No.14: Community Education Campaign July-November, 2019 The Citizens Advisory Committee would undertake appropriate actions to educate the citizens of Athens-Clarke County on the following: The advantages of a combined SPLOST Program and a G.O. Bonds Program (if G.O. Bonds are included). The merits of the individual projects included in the proposed SPLOST 2020 Program. The process and schedule for the public to vote on the program. 10 Task No.15: Approve Formal Call for the SPLOST Referendum August 6, Regular Meeting Mayor and Commission will approve the formal Call for the SPLOST 2020 Referendum. This is the last date that a formal call can be issued for a referendum on November 5, Task No. 16: SPLOST 2020 Referendum Vote November 5, 2019 Election Day Citizens of Athens-Clarke County will be provided the opportunity to vote on a referendum for the SPLOST 2020 Program. 11 SPLOST 2020 Program Goals and Project Selection Criteria Program Goals: Hold a SPLOST 2020 referendum on November 5, 2019 in order to avoid a break in collections from SPLOST 2011, thereby avoiding additional expenses to local businesses that could result from adjusting sales tax rates at the point of sale. Develop a fixed amount SPLOST program, similar to SPLOST 2011, generating $248 million over an estimated nine (9) year period and authorize some short term debt as required by Georgia law (O.C.G.A ). Maintain and enhance community services by providing funding for citizen identified capital projects that are economically, environmentally, and socially sustainable. Overall Projects will be broken down within one of three (3) broad categories based on the Projects primary focus being to improve: economic prosperity, social well being, or environmental protection. In total, the projects selected should not result in a net increase of the annual General Fund operating expenditures by more than $4 million. Project Selection Criteria: Projects are to be evaluated based on their long term and ongoing contribution county wide to equity, as defined in below, and to the sustainability of Athens Clarke County and its resources. Project applications should address sustainability by identifying components within the proposed project that will accomplish one or more of the following: Economic Prosperity o Provide new or maintain existing infrastructure needed to grow equitable economic development as may be identified in previously adopted plans (e.g. Madison Athens Clarke County Oconee Regional Transportation Study, the Public Utilities Service Deliver Plan, etc.) o Provide facilities for youth development, job training, business incubators, or other similar functions, especially those serving historically marginalized populations. o Provide funding for Capital Improvements Projects that are typically funded out of the General Fund. o Reduce existing and/or future operating cost o Support other capital expenses needed to achieve action items identified in previously adopted plans for Land Use, Economic Development, Transportation, and/or Infrastructure elements (e.g. Comp. Plan, Envision Athens Action Agenda, etc.) Social Well Being o Provide funding for infrastructure or incentives needed to increase access to workforce and low income housing. o Maintain, expand, or improve equitable access to public facilities and infrastructure across the community. #8 SPLOST 2011 attachment.docx 1 Revised per CDO 09/04/2018

12 SPLOST 2020 Program Goals and Project Selection Criteria o Support other capital expenses needed to achieve action items identified in adopted master planning documents (e.g. Leisure Services master plans, Greenway Network Plan, Comp. Plan, and/or Housing, Health, Safety, and/or Social Services elements from the Envision Athens Action Agenda). Environmental Protection o Provide and promote the use of alternative modes of transportation. o Maintain or improve systems for conserving energy or reducing the use of fossil fuels. o Maintain or improve resources associated with stormwater management and improved water quality. o Improve waste diversion through recycling, composting, and/or materials reuse. o Protect and enhance quality natural areas that provide for recreation, clean water, and habitat preservation. o Install, maintain, improve and increase access to environmental infrastructure and greenspace in historically marginalized communities o Support other capital expenses needed to achieve action items identified in the Environment, Transportation, and/or Agriculture elements from previously adopted plans (e.g. Stormwater Master Plan, Comp Plan, Envision Athens, etc.). Consideration should be given to the selection of projects that would accomplish the next level of multiphased projects initiated in one or more of the earlier SPLOST programs. Definition of Equity and Equitable Development for purposes of SPLOST 2020 Project Selection Criteria: Equity is defined as redress for historical and current socioeconomic, racial, age and/or ability related inequality. Equitable development is defined as development which prioritizes historically marginalized and disadvantaged populations such as low income communities, communities of color, persons with disabilities, children and/or older adult (elderly) populations. Designated Funding for the SPLOST 2020 Program: Funding will be designated by the Mayor and Commission (M&C) to construct a new Government Services Operation Building and/or renovate the existing Courthouse to suit the space needs for the departments not moved into a new Government Services Operation Building. Funding for the Capital Improvements Projects that are typically funded out of the General Fund operating expenses. Funding for Public Safety Fleet Replacement typically included in the General Fund operating expenses. Funding will be designated by the Mayor and Commission for projects identified by other municipalities (Winterville and Bogart) within Athens Clarke County. Based on population to fund appropriate Winterville and Bogart projects. (The current SPLOST 2020 schedule shows December 1, 2018 as the date the M&C will approve designated amounts for the above listed projects.
