1 WEDNESDAY, JUNE 15, 2016 RECREATION & PARKS ADVISORY COMMISSION (RPAC) MINUTES 1. APPROVAL OF RPAC JUNE 15, 2016 AGENDA Motion to accept approval of June 15, 2016 Agenda: Motion, Commissioner Paul Obinger; Second, Commissioner Jane Wilson. 4. 2 5. GENERAL INFORMATION PRESENTATIONS N/A 6. FOLLOW UP TO RPAC ACTIONS/RECOMMENDATIONS RPAC ANNUAL REPORT TO CITY COUNCIL Each year the Chair of RPAC is asked to present an oral report to the City Council. This report was presented on Monday, May 23, 2016 in a Power Point Presentation given by Commission Chair Michelle Mersereau highlighting accomplishments of to date, and priority work for The presentation was accepted by City Council, with no comments. CLIC RESPONSE TO FACILITY NAMING POLICY On May 18th, 2016, RPAC member s reviewed the second draft of the City Facility Naming Policy and Memorial and Donations Guidelines that included comments from the CLIC. As part of this discussion, members noted a few recommended revisions. These changes and updated draft policy were presented to the CLIC for final review on Thursday, June 9 th. CLIC accepted the updates with no further changes and will support the recommended Policy and Guidelines when they are sent to City Council for review on June 27 th. CLIC thanked the RPAC for involving them, and applauded RPAC s work. Motion to approve acceptance of Facility Naming Policy and Memorial and Donations Guidelines: Motion, Commissioner Monica Dillenburg; Second, Commissioner Mayata White. Motion unanimously approved 7. ACTION ITEMS PLANNING REVIEW No formal presentations were given for Planning Review, however updates to the Anchor Property project were discussed. Mike Kisch stated that the project was reviewed by Planning Commission and some replatting has been proposed that may affect the amount and timing of any park dedication fees received from the project. Brad Tullberg reported there was a staff review of the 610 Crossings Project on June 6 th to discuss development of land at Zane and 96 th. No concerns were voiced at the review. Development of the 3 acres of commercial property would result in approximately $24,000 in park dedication fees. Going forward Brad Tullberg, Parks and Facilites Manager, and Mike Kisch, Planning Commission Liason, will act as our liasons by attending all planning meetings and presenting back to RPAC any considerations pertinent to RPAC CAPITAL IMPROVEMENT PROGRAM (CIP) As part of the annual budget process, staff is to review and update the 5-Year Capital Improvement Plan (CIP). Commissioners were given an updated ROUGH DRAFT FOR DISCUSSION ONLY for review. Jody briefly reviewed the definitions of the various funds. A power point presentation of highlights of the Plan was given by Brad Tullberg and Jody Yungers. RPAC Members were asked to help identify the priorities within the Plan. Brad stated the goal going forward is to put together a 20 year Capital Asset Replacement Plan for all facilities. 2
3 o The following questions were asked and answered: Q. Mike Kisch for CLIC How is the cost of inflation currently handled and how will it be addressed going forward? A. Jody Yungers inflation is currently built in to the plan but is inconsistent. Brad approving plan one year at a time allows for annual adjustments to future budgets. Mike K. Going forward a 3% allowance for inflation will be built into the planning Q. Commissioner Jane Wilson Who provides EDA funds? A. Jody Yungers There is a separate levy for the EDA funding. This is approved as part of the budget process. Motion to accept draft of Capital Improvement Plan: Motion, Commissioner Mark Nolen; Second, Commissioner Mindy Frost. Motion unanimously approved 8. WRITTEN REPORTS Project Update Greg Hoag: - Paving for Brookdale Park roadway is scheduled for Monday. Brookdale should wrap up by the end of June. Development Update: A proposal has been submitted for a commercial development at Six Ten Crossings. The proposal is for construction of a building on the parcel southeast of the Kwik Trip near Zane Avenue and 96 th Avenue North. 9. DIRECTORS REPORT 2017 Operating Budget City leadership is in the process of putting together changes to the 2017 budget. A significant part of the July RPAC meeting will be used to discuss the Proposed 2017 Department General Fund, Special Revenue Fund, and Enterprise Fund budgets. This is the second year of an approved two year budget ( ). Staff is being asked to submit only significant changes for Update on Community Plan (Brooklyn Park 2025 Commissioners participated in a joint meeting with the City Council on June 13 th to discuss the Brooklyn Park 2025 Community Plan. There was a very good turn-out for the meeting and we received very positive comments. Director Yungers indicated that the BP 2025 Steering Committee will be meeting in June and July to start to identify the common themes and priorities of the Plan. It is anticipated that a draft Plan will be available in September and a large community meeting will be planned in the Autumn to present the outcome and ask for public feedback. Tater Daze Volunteer Recognition Event (REMINDER) 3
4 Commissioners were reminded to attend the Tater Daze Root Beer Float Volunteer Recognition on Friday, June 17 th. Show up and show your pride for being a City Volunteer! 10. DISCUSSION ITEMS Response to Commissioner Inquiries RPAC question on after school program gap between Spring and Summer: In addition to the written response to this inquiry provided with the June 16 th RPAC Meeting Packet, Jan Ficken also addressed several other questions from Commissioners including: Q. Commissioner Doja Jinadu: Why does the City not offer full day programs? A. Jan Ficken: There are many reasons that prohibit the city from offering full day programs including licensing restrictions, staffing restrictions, cost, and facility availability. Our available facilities are not equipped for full day programs. Jody Yungers: Adding additional day camp programs would mean asking the taxpayers for up to an additional $50,000 and would require a levy increase. The summer programs are not self-supportive in cost. Q. CommissionerPaul Obinger: How many children are registered for the summer programs? How many are full time, how many are part time? A. Jan Ficken: We currently have approximately 500 children enrolled in the summer daycamp programs and there is currently a waiting list. Jan did not have the breakdown between how many attended full day and how many attended part day. Q. Commissioner Shawna Audette: What is the summer meals schedule and it is only for Rec on the Go? A. Jan Ficken: Free meals are provided at most Rec on the Go locations for youth up to 18 years of age. Adults can purchase the meals for $3.00. A schedule of meal times and locations can be found on the website at Key Topics For Discussion At The Next RPAC Meeting o Jody requested that Commissioners start thinking about where they would like to go for the Park tour in September, taking into consideration the Park System Planning and facilities planned for development. o There will be no RPAC meeting in August o discussion items to Jody 11. 5 Jan Ficken briefly reviewed the programs that are being offered by the Recreation and Parks Department this summer. Jan shared that our ABC Pre-school is shifting to a nature based education program providing greater opportunities to learn through sensory stimulation. Commissioners were invited to get out and visit summer programs and give their feedback. Several flyers were provided outlining Rec on the Go, Tater Daze, Eidem Homestead, Movies in Brooklyn Park, Concerts in Brooklyn Park, and Come See Kilo and Bongo. Q. Commissioner Shawna Audette: How many participants are expected at each site for the Mobile Recreation Vehicle Rec on the Go program? A. Jan Ficken: The number can vary largely from site to site and depending on the weather. 12. OTHER ITEMS BY COMMISSION 13.
