1 CITY OF DRY RIDGE CITY COUNCIL MEETING August 17, 2015 Council for the City of Dry Ridge met in regular session on August 17, 2017 at 6:00 p.m. at the Dry Ridge City Building, 31 Broadway, Dry Ridge, Kentucky, 41035, with the following present: Mayor: James Wells Council: Kenny Edmondson, James Hendy, Carisa Hughett, Fred Money, Joni Pelfrey. Sara Cummins was absent. City Attorney: Pete Whaley Staff: Amy Kenner, Officer K.J. Little, Fire Chief Rodney Smith, Brent Cummins Guests: Patricia Schmidt, Tonji Thompson, Gary Brock, Judy Osborne Mayor James Wells called the meeting to order at 6:00 p.m. Mayor Wells welcomed our guests, Council members, and City Attorney. Mayor Wells welcomed our staff. Mayor Wells introduced Council member Fred Money to give the invocation. Council member Fred Money gave the invocation. City Clerk/Treasurer Amy Kenner took attendance with five Council members being present. Mayor Wells presented the agenda for approval, with two amendments added. New Business Ordinance and Ordinance Council member Fred Money moved, Council member Joni Pelfrey seconded to approve the agenda with amendments. Motion carried. Kenny Edmondson-yes, James Hendy-yes, Carisa Hughett-yes, Fred Money-yes, Joni Pelfrey-yes. Mayor James Wells presented the minutes of 07/20/15 and 08/03/15 for approval. Council member Kenny Edmondson noted his vote on Municipal Order from the 08/03/15 minutes was recorded incorrectly. This adjustment will be corrected. Council member Joni Pelfrey moved, Council member James Hendy seconded to approve the minutes of 07/20/15 and 08/03/15. Motion carried. 2 REPORTS FIRE Chief Rodney Smith stated they continue to be busy. There have been 280 calls since the new billing company went online on 07/01/2015. Chief Rodney Smith stated Rural Metro sold out to AMR (American Medical Resources) out of Lexington. There will be a minimum of 120 days of Rural Metro continuing to do business. Chief Rodney Smith stated the new ambulance will be delivered on August 26 th. Chief Rodney Smith updated council on the Grant received for the purchase of a new fire truck. He is making sure what was applied for is what is needed. POLICE DEPARTMENT Officer K.J. Little stated there was no report to be given. He informed council Chief Rick Kells will be moving back to day shift effective September 1 st. WATER DEPARTMENT Mayor Wells presented the current City of Williamstown Utility Department Bill. Usage for 06/15 to 07/15 was 6,851,510 gallons with charges equal to $31, Mayor Wells informed council Bullock Pen damn is ready to fail. The City of Dry Ridge has a pit under the bypass that hooks to Bullock Pen. They are trying to get it in place so the City of Dry Ridge could sell to Bullock Pen if they have a failure. Mayor Wells presented copies of water sample reports that were taken on July 29 th. There is no way of knowing if they are good or bad from the report given. Mayor Wells stated the contractor who is painting our water tower has started Bullock Pen s project and should start ours in about four weeks. SEWER DEPARTMENT Mayor Wells presented the current City of Williamstown Utility Department Bill. Usage for 06/15 to 07/15 was 5,792,000 gallons with charges equal to $50, There appears to be no major leaks. ROAD DEPARTMENT Mayor Wells stated Ken Little is working on instillation of street signs and updating street markings. Mayor Wells displayed several pictures documenting the progress. PARKS & RECREATION

3 Mayor Wells stated work has been started at Piddle Park. The base blacktop was started today, two goals are going up, lights are going up for both courts, and the softball field lights have been tested and are working. Mayor Wells stated the ball league starts on the 20 th and those interested in signing up should contact Kyle. Mayor Wells reminded council some of the park will be closed over the next week or so due to construction. MAYOR Mayor Wells presented council with a concern and request for Citizen Natasha Bush. Mrs. Bush has requested her utility deposit to be returned to her. Per the current ordinance citizens may request a refund of their deposit after 12 months and if their account has been in good standing for 12 months. Mrs. Bush has been late over the past 12 months but has been a customer since Mayor Wells asked council if they wanted to refund her deposit. Council member Joni Pelfrey moved, Council member Fred Money seconded to refund Natasha Bush her deposit. Motion carried. MUNICIPAL ORDER Mayor Wells presented Municipal Order which is an amendment to the employee policy manual regarding the compensation plan. The Order would exclude employees on a 56 hour work week from the revised requirement to work 40 hours before overtime is paid. Council member James Hendy moved, Council member Joni Pelfrey seconded approve Municipal Order Motion carried. CURFEW Mayor Wells informed council Attorney Pete Whaley had been doing research on curfew ordinance in other cities. Mr. Whaley stated the City of Covington had a really good ordinance and it was modeled after Supreme Court rulings. Mr. Whaley stated there may need to be several exceptions written into the ordinance.

4 Mr. Whaley stated the ordinance will need to have a Purpose Statement included which will show why the ordinance is needed. Mr. Whaley needs to know from council the times and age limits the curfew will cover. Council members and guests had a discussion regarding the time and age limits. Mr. Whaley informed council the parents would be fined for their children who violated the curfew. The City of Dry Ridge will have to take the parents to District Court if they do not pay the fine. Mr. Whaley is going to check to see if this responsibility may fall under the County Attorney s Office. Council decided to base the City of Dry Ridge Curfew Ordinance on the one in place for the City of Covington. The age limit will be 17. The hours of the curfew are still up for debate. Council asked Mr. Whaley to draft an ordinance for them to review. NEW BUSINESS A. Ordinance Amending 2015 Budget Mayor Wells presented the First Reading of Ordinance Amending 2015 Budget. The new budget simply corrects items that were omitted previously regarding fire grants. B. Ordinance Amending 2016 Budget Mayor Wells presented the First Reading of Ordinance Amending 2016 Budget. The new budget takes into consideration the new grant awarded to the fire department for the purchase of a new fire truck. C. Ordinance Auto and Watercraft Tax Rate Mayor Wells presented the First Reading of Ordinance Auto and Watercraft Tax Rate for The presented Auto and Watercraft Tax Rate for 2015 is $0.29 per $100 of assessed value. D. Ordinance Real and Personal Property Tax Rate for 2015 Mayor Wells presented the First Reading of Ordinance Real and Personal Property Tax Rates for The presented Real Property Tax rate for 2015 is $0.266 per $100 of assessed value and Personal Property Tax rate for 2015 is $0.241 per $100 of assessed value.
