3 The Partership agreement laying down common provisions for the Funds of the Common Strategic Framework (CSF) Strategy, expected outcomes, priorities and methods of intervention for an effective and efficient use of EU funds , transferring the elements of the CSF in the national context. Prepared by the MS with the participation of partners at national and regional level and as part of an ongoing dialogue with the European Commission.

4 The Partnership Agreement : the process in Italy In November 2012, the European Commission services elaborated the Position Paper: the framework for the preparation of the Partnership Agreement. The public debate in Italy began with the presentation of a document about strategy and methodology prepared by the Italian Minister for Territorial Cohesion. The Ministry of Economic Development launched a public consultation via web that allowed all stakeholders to contribute. At the same time technical meetings with the partners are organized: institutional partners (Regions and Local Authorities) economic and social partners. A "Drafting/Editing Group" was created, chaired by the The Ministry of Economic Development and composed the other Ministries involved in the Funds. "Partnership Agreement - draft version (April 2013) Meetings with the European Commission to discuss the document. 5 Activities of the NRN supporting the dialogue with the stakeholders and their involvement in the Partnership Agreement. Working papers on strategic issues relating to the new programming period (rural areas, administrative capacity, agri-environmental issues etc.) and in particular on new topics ( EIP; CLLD etc.) Databases (eg, context indicators; GEOGAL etc.) accessible to all stakeholders Meetings with the stakeholders (focus groups on innovation needs, on the needs of young farmers and women in agriculture, etc.) Meetings with LAGs Analysis and studies on the needs of rural areas Analysis and studies produced by the stakeholders Support to the elaboration of the Partnership Communication activities: RD Magazine (Pianeta PSR), NRN Magazine, with a high attention on the new programming period Seminars and workshops on the future programming period (the future CAP, mountain, evaluation, leader, organic agriculture etc.).

6 Involvement of National Stakeholders in the preparation of NRN 2012 The NRN Managing Authority asked NRN evaluator to dedicated also specific interviews to NRN stakeholders about the Network. 323 different stakeholders answered

On the basis of NRN Managing request : A core of Italian RDP Managing Authorities have been interviewed by the Evaluator : Veneto; Puglia; Emilia Romagna; Toscana; Sicilia

10 Involvement of National Stakeholders in the preparation of NRN 29 th October 2013 in Rome-> meeting with national stakeholders WORLD CAFÉ method. 3 sessions: - improving efficacy and efficiency of the rural development policy (support to RDPs Managing Authorities and Paying Agencies); - favoring the participation of stakeholders (rural, civil society) in order to set up Networking actions for the development of the rural areas; - informing the potential beneficiaries of the Rural development policy (communication, good practices). Participants will indicate : Action proposals; Criticalities to face Point of strength of the current NRN to be continued.

11 Initial consideration of the future NRN strategy and organization (under discussion) The Programme It is a Single Programme to be approved by EC Commission. swot; involvement of stakeholders, strategy, organisation, actions, indicators. With clear choices, easy to communicate, less Omni comprehensive, simpler structure. The Biennial action plan (from annual to biennial action plans) Stronger emphasis to the building up and identification of the Biennial activities. For Key issues of RD (Competitiveness, Agro-environment, Quality, Innovation EIP, Leader, Quality, Farm Advisory services, Forestry, etc.) use of the website portal through thematic Social Networks for RDP Managers and Stakeholders weekly interaction (e.g. similar to the current LeaderBook; YouRuralNet for Young Farmers). Wikipedia process : Annual Plan built by Stakeholders with the support of NRN Managing Authority. Every single activity (responsible, output, subjects to be involved). Biennial responsible for cluster of issues. Biennial Management/allocation of resources for NRN implementation.

12 Initial consideration of the future NRN strategy and organization (under discussion) Initial Ideas on the strategy: NRN Axis and Targets (strong identification /clear communication of NRN Goals) 1) Target RDP Managing Authorities/Paying Agencies and Local Authorities Improving the efficacy and efficiency of the rural development policy Strengthening the management and project skills of RDPs managers (RDPs analysis, Guidelines, Web channels) (Task force on demand; Study visit; Thematic twinnings; Focus Group, Seminar) (Support for RDP evaluation) Supporting the advanced RDP Programming (local planning; LEADER; integrated Programming; ART 36; Food chains; EIP Operative Groups).

NRN AS AN AGENT OF DEVELOPMEMENT PROVIDING FOR NETWORKING SERVICES TO STAKEHOLDRES Favoring Networking among farms having similar characteristics / issues (similar food systems; environment areas; young farmers; etc.) Favoring Networking among farms and subjects coming from other sectors (social farming; access to credit; tourism) Diffusion of business opportunities / toolkits / diffusion of information for farmers / funding opportunities.

14 Initial consideration of the future NRN strategy and organization (under discussion) 3) Broader Public and Potential beneficiaries Communication and information about the Rural Development policy favoring the knowledge of Rural development through communication and LOCAL ANIMATION (active Role ) : question solving campaign citizen non just informed but active player for the control and participation of the policy (NEW APPROACH). Favoring the connection and links among Rural Development Policy (its contents, its opportunities) and the education sector (Ad hoc projects, study visits, Networking) current experience of NRN. Rural 4 teens, Rural Youth, Rural Land to be continued and strengthen.

15 Approaching together the PROPOSALS OF ACTIVITIES IN THE FRAMEWORK OF THE EUROPEAN RURAL NETWORK (or also as a voluntary activity of some NRNs ) 2/3 Technical meetings in Bruxelles (or other venues) with the NRN managers in the process of drafting the NRNs Programmes. (period October 2013 June 2014) In order to : Create since the beginning higher integration among NRNs for the future develop of common activities; Communicating and supporting each other for solving/identifying NRN implementing and administrative issues; Identifying effective/innovative NRN actions and new way to involve the stakeholders and organizing the NRN support unit
