7 Chapter 3: Description of the strategy For each priority: intervention logic using indicators & targets to assess progress in programme implementation aimed at achievement of objectives as the basis for monitoring, evaluation and review of performance. Indicators include: financial indicators relating to expenditure allocated output indicators relating to operations supported result indicators relating to priority concerned Overall strategy description at programme level to justify choice, combination & prioritisation of specific objectives, Union priorities & EMFF measures See chapter 3 of OP template for Union priorities and specific objectives

9 Chapter 3: Strategy Selection of specific objectives under each relevant Union priority, taking into account needs identified by SWOT CLLD: Union priority 4: increase employment & territorial cohesion 2 specific objectives (Art. 6.4(a) and (b) EMFF): - promotion of economic growth, social inclusion, creation of jobs & supporting employability & labour mobility in coastal & inland communities depending on fishing & aquaculture - diversification of activities within fisheries & into other sectors of maritime economy NB: Under UP 4 MS should only include CLLD. All other measures, in particular those linked to diversification (e.g. article 32 EMFF) included in the chapter on sustainable fisheries should be programmed under UP 1. -> increase in co-financing rate for CLLD by 10% (Article 94(4))

11 Chapter 3: Strategy Choice of EMFF measures to reach specific objective(s) CLLD: 4 measures (CPR Art. 35, EMFF Art. 63, 65): prep. support, implementation of LDS, cooperation, running costs & animation Setting targets for output indicators CLLD: N of LDS implemented; N of projects on preparatory support; N of cooperation projects Reflect on financial allocation for each measure (but do not include in OP) NB: Since both specific objectives under UP 4 are implemented through CLLD, these two specific objectives have been merged in SFC. Result indicators, measures & output indicators are the same for both specific objectives.

12 Local development strategies (LDS) LDS may range from those which focus on fisheries to broader strategies directed at diversification of fisheries areas (Art. 61 EMFF) Support for implementation of LDS for the following objectives (Art. 65 EMFF): (a) adding value, creating jobs, attracting young people & promoting innovation at all stages of the fisheries & aquaculture supply chain (b) supporting diversification inside or outside commercial fisheries, lifelong learning & job creation in fisheries areas (c) enhancing and capitalising on the environmental assets of fisheries areas incl. operations to mitigate climate change (d) promoting social well-being & cultural heritage in fisheries areas including fisheries, aquaculture & maritime cultural heritage (e) strengthening the role of fisheries communities in local development & the governance of local fisheries resources & maritime activities

13 Chapter 5: Integrated approach to territorial development Information on implementation of CLLD Description of strategy for CLLD what you aim to achieve through CLLD (informed by outcome of SWOT & taking into account experience with Axis 4 ( ) - establish link with the result indicators (table 3.2) Description of use of preparatory support (selection & approval procedures, funding arrangements) Explanation how multi-fund approach will be organised/ coordinated (incl. joint preparatory support, use of Lead fund (article 32(4) CPR), etc.

14 Ch. 5: Information on implementation of CLLD List of criteria for selecting fisheries areas (Art. 20(1)(f) EMFF) Broad criteria for identifying types of eligible areas Justification for selection of fisheries areas whose population falls outside the limits set out in CPR Article 33(6) ( inhabitants), if not provided in PA List of selection criteria for LDS (Art. 20(1)(g) EMFF) procedure & timetable (one or two-stage selection procedure, one or several selection rounds, etc.) information on criteria for allocating budgets to FLAGs Cooperation projects COM recommends MS to either attribute cooperation budget together with funding for implementation of LDS, or to establish system of ongoing application (where cooperation projects are not selected by the FLAGs). If you opt to select cooperation projects centrally: explain how selection of cooperation projects will be organised by MA, incl. timeline, procedures & selection criteria.

15 Ch. 5: Information on implementation of CLLD Description of respective roles of the FLAGs, the MA/ designated body for all implementation tasks related to LDS (Art. 20.1(l)(ia)) Minimum tasks of (F)LAGs: article 34(3) CPR If further tasks (formal project approval, certification & payment to beneficiaries) are delegated to the (F)LAGs - explanation how this delegation will be established. Description of arrangements & procedures for management & control systems of EMFF, explaining how (F)LAGs are integrated into these systems. Information on advance payments to FLAGS (Art. 63(2) and 20(2) EMFF) FLAGs may request advance from MA if such possibility is provided for in OP (up to 50% of the public support rel. to running costs & animation) specify under which conditions advance payments can be made

16 Chapter 4: National Networks Establishment of national networks (EMFF Article 79a(1)b)) MS which intend to establish several FLAGs are strongly recommended to set up national networks OP to provide information on tasks, budget and timeframe for setting it up
