5 Study- new provisions How Member States and regions plan to ensure: the promotion of equality between men and women and non-discrimination including accessibility the promotion of sustainable development the "mainstreaming" of horizontal policy objectives identified as relevant for one or more programmes and one or more ESI Funds. What were the process and the challenges faced when programming those arrangements?

13 Evolutions compared to the previous programming period Based on perception of survey respondents: About half of the survey respondents saw improvements The most substantial improvements concern the environmental principles (including climate change) The vast majority of MS plan to strengthen horizontal principles throughout the programme cycle.
14 Ex-ante conditionalities Several ex ante conditionalities (ExAC) contribute to the promotion on horizontal principles: Art. 7 principles : Gen ExAC 1 (Antidiscrimination), Gen ExAC 2 (Gender), Gen ExAC 3 (Disability) Art. 8 principles: Gen ExAC 6 (Environmental legislation)
