10 3.Involvement of partners in the Programme preparation The rationale According to Article 7.2 of the draft ETC regulation, programmes shall involve the partners in the preparation of the cooperation programme. According to Article 5 of the draft Common Provisions Regulation, partners are: a) competent regional, local, urban and other public authorities; b)economic and social partners; and c) bodies representing civil society, including environmental partners, nongovernmental organisations, and bodies responsible for promoting equality and non-discrimination.

12 4. Conclusions Outlook to the future building on the current The Central Europe is well on track and is delivering results. Thematic concentration vs flexibility is an issue. Result oriented approach is now and will be in future, in spite of scarce resources (capturing the transnational added value) Sound financial management is a goal and reduction of administrative burden and simplification is a must!
