7 THE ITALIAN APPROACH: THE COORDINATION MECHANISM Strong coordination between DPS and Ministry of Foreign Affairs Jointly playing the National Coordinator role Using existing bodies and mechanisms Relevant Partners involvement: Group for strategic coordination of ETC (dedicated sessions opened to focal points participation, specific working groups, etc) Coordination of territorial development policies: Interservice group within DPS, opened to MFA and focal points participation Interadministrative coordination: meetings with all relevant representatives of relevant line ministries (sectoral policies having stronger territorial impact)

8 THE ITALIAN METHODOLOGY TO ALIGN PA, OPS AND MACROREGIONAL STRATEGIES Italian Authorities defined: Deadlines, methods, procedures, partnership of the PA and OPs preparation (Conference between State and Regions, July 2012) Methodological approach, main innovations, strategic options, and expected results for programming (document Metodi e obiettivi, December 2012) objectives The list of specific objectives, expected results, concrete actions, indicators detailed for each thematic objective adopted by the CPR for ESI Funds (document Draft content of some sections of the PA, April 2013 This list is the reference to identify specific objectives, results, actions, indicators where the alignment of Funds and strategies (Macroregional and national/regional) can be found, and monitored during the implementation of the Macroregional Strategies Action Plans and the OPs The method is proposed as a reference also for the alignment of other policies and funds (the thematic objectives come directly from Europe 2020)

9 MACRO-REGIONAL STRATEGIES AND ETC PROGRAMMES The involved Parties should be aware of the following elements: ETC Programmes should not be considered as the only financing instrument for the Plan of Actions of Macro-regional Strategies (this would require a coordinated policy decision of both Commission and involved States); ETC Programmes should take into account the perspective of the Plan of Action; Practical implementation and management of the interconnection between the programmes and the Plan of Action A dedicated meeting together with Managing Authorities should thoroughly discuss this crucial aspect.

10 WHY AN EU STRATEGY FOR THE ADRIATIC AND IONIAN REGION The Strategy has a strong political and operational meaning: 1. The Strategy, not replacing the Enlargement process, facilitates coordinated policies, based on EU standards, to address common challenges, thus also encouraging progress of the European perspective in a crucial area for European stability. 2. The Strategy enhances a more effective use of EU and national funds, providing a structured macro-regional framework based on the "acquis communautaire".

11 HOW TO ENSURE A SUSTAINABLE PLAN OF ACTION In the path from political acknowledgment (European Council s mandate of 14 December, 2012) to the elaboration of the Action Plan, the coherence between the preparation of the Plan and the Programming plays for Italy a crucial role. Embedding the future EUSAIR perspective in the PA and relevant ESI Funds programmes is thus essential. It is therefore necessary to make sure that the actors involved in the EUSAIR and those involved in the Programming cooperate in a timely and effective manner. To this end, the European Commission and Italy co-chaired on 12 June, 2013 the first Joint Meeting between EUSAIR s NCP, national representatives from EU Countries responsible for the preparation of the PA and national IPA coordinators. The above meeting ensured a very fruitful discussion aimed at identifying the tools for the appropriate coordination between two works in progress, i.e. the preparation of the EUSAIR s Action Plan and the preparation of the provisions for Programming.

12 THE ITALIAN COORDINATION FOR THE PLAN OF ACTION As stated in the presentation by the Italian Department for Development and Cohesion Policies in the meeting in Rome on 12 June, 2013, Italy included the embedding of EUSAIR in the PA and relevant programmes as a key priority in the national coordination for the EUSAIR s Action Plan. This coordination is in fact jointly led by the Italian Ministry of Foreign Affairs - Directorate General for the European Union (DGUE) and by the National Authority for EU funds and territorial cooperation programmes (Department for Development and Economic Cohesion of the Ministry of Economic Development), through existing frameworks, such as the Strategic Group for European Territorial Cooperation. This facilitates more effectiveness in the contribution of the Focal Point of the line Ministries (such as Ministries for: Environment, Infrastructure and Transport, Agriculture and Fisheries, Education, University and Scientific Research, Heritage and Culture) and the involved Italian Regions, in coordination with the Adriatic and Ionian Group established within the EU Committee of the Regions and ensured by the Marche Region as Chair of this Group. Italy is also encouraging the Administrations that will be the managing Authorities of the programmes to identify appropriate mechanisms ensuring coordination of the programmes with all policies and instruments, including the macroregional strategies Italy thus ensures full involvement of the Italian regions and territories from the very beginning, in line with the rules for the Partnership Agreement.
