Duval St., Jacksonville, FL Tuesday, June 9, :18 p.m. Minutes Attendance: Mayor John Peyton District #1 Urban Core Chairperson Rex Williams District #2 GAB Chairperson Dewey Marshall District #3 Southeast Chairperson Jim Hill District #4 Southwest Chairperson Bruce Tyson District #5 Northwest Chairperson Gadson Burgess District #6 North Chairperson Bobby Taylor Director of Housing and Neighborhoods Wight Greger Director of Recreation & Community Services Roslyn Phillips Deputy Director of Recreation & Community Services Kelley Boree Mayor Peyton welcomed and thanked the CPAC Chairs. He talked about the budget and downtown which will be his focus for the next two years. The Budget - with the loss of revenue and the low millage rate in Jacksonville there will be a need to eliminate job vacancies, have a wage freeze, reduce library hours and reduce fuel and energy consumption. The budget presentation to the City Council will be in mid-july. Downtown has the infrastructure to accommodate population growth. Downtown development needs to be encouraged and public spaces need to be grade A. The Riverwalk needs to be completed. Redevelopment at Metro Park needs to occur as well as Friendship Fountain. There will be new opportunities with the old courthouse, the old city hall annex, JEA generating plant and the shipyards. He wants to incrementally invest in downtown by using unused Brooklyn development dollars to redevelop Metro Park ($100 Million). Planning District Concerns: Planning District #1 Urban Core Chairperson Rex Williams o Trees need to be cut away from the street lights and power lines Mayor: The need for the exact address location of the tree to be trimmed and this can happen. o Police presence/neighborhood-police interaction/beat cops/bicycle cops and attending meeting needs to take place. Planning District #2 Greater Arlington/Beaches Chairperson Dewey Marshall o Crimes in Multi-Housing projects fines were suggested for calls to JSO. Mayor to Director Phillips to check with JAA. o The Courthouse Mayor: It s underway. o Other: Asked for a moratorium on the excessive building of strip malls Mayor: Because of strong private property rights in Florida, the market will have to take care of this. Planning District #3 Southeast Chairperson Jim Hill o Improving public communications with the Planning Department especially with public documents being available on the Website. Mayor to Director Greger to check with the Planning Department on this. Planning District #4 Southwest Chairperson Bruce Tyson o Old Middleburg Road improvements will not occur until What can be done now? Mayor to Director Phillips to follow up on this with possible traffic calming devices. o Accessibility of Equestrian Center, Equestrian Trails, Cecil Recreation Center and the need for P.R. with T.V. and radio ads. Mayor: P.R. is too expensive and the Equestrian Center is already a half a million dollars in the red annually. Director Phillips to check on listing events on the Website. Planning District #5 Northwest Chairperson Gadson Burgess o Illegal car washes that are not washing cars Mayor to Director Phillips to follow up on this with Code Enforcement and JSO. o Northwest Multi-Purpose Center (NW Hurricane Shelter on Soutel) per Chief of Engineering and Construction Management Bill Joyce said this project will be re-advertised on June 17 th. Planning District #6 North Chairperson Bobby Taylor o Zoning Process is too fast and the CPAC does not have time to review the applications and there are concerns about the zoning signs. o Parking at Huguenot Park and the need for off beach parking. Mayor to Deputy Director Boree to work with Chairman Taylor on this. o Ferry Schedule hurts small businesses Mayor to Director Phillips to check into this. o Other: Residents appreciation for Mayor Peyton s support of the CPACs.
