5 Noise Modelling Methodology Modeling Methodology 1 NOISE MODELLING SOFTWARE CadnaA 1 is a noise modelling software package that predicts noise levels based on the relevant input data e.g. location and orientation of equipment and sound power data. The software can take into account a variety of information about the site including topography, buildings, and demolition/construction noise sources Noise Modelling Assumptions The following assumptions have been made when producing the noise model: The ground conditions around the site are mainly roads and buildings therefore the ground has been modelled as semi soft; Air temperature was assumed to be 10 C and humidity 70%; It is assumed that all building façades are smooth facades and therefore given an absorption coefficient of 0.21; and One order of reflection was modelled. 2 AMBIENT NOISE PREDICTIONS Ambient noise levels at the proposed site have been predicted using the CRTN prediction method and road traffic data provided by Arup. The noise models have taken account of source terms, traffic flows and composition, vehicle speeds, topography and other propagation factors. The propagation of noise from road traffic (the dominant source of noise) across the Proposed Development has been predicted using CadnaA noise modelling software which utilises the CRTN calculation methodology. Road traffic data from the 2017 Full Occupation scenario (presented in Table of Chapter 10: Noise and Vibration) provided by Arup was used to populate the noise model with road traffic noise sources. Noise levels for train movements were based upon measured noise data at Position LT1. Each train line was assigned a value of 60 db LA25m during the day and 57 db L A25m during the night. These values produced a predicted LAeq,16h value of 79 db during the day and an LAeq,8h value of 78 db at measurement location LT1. 3 CONSTRUCTION NOISE PREDICTIONS CadnaA noise mapping software was used to predict construction noise levels at the selected receptors. The construction noise model followed the procedures for prediction of construction noise set out in BS :2009+A1:2014. Sound power levels for each of the following construction and demolition activities have been calculated: Demolition Substructure Super-structure Envelope, Roof, Shell and Core Fit out and External Works Construction activities taking place during each timeslice are summarised in Table 1. According to the construction phasing programme the scenarios presented in Table 1 correspond with significant construction activities occurring onsite. Figures showing the location of construction and demolition works during each timeslice can be seen in Chapter 5: Demolition and Construction. This list of plant and corresponding sound power data (after BS 5228) have been used to derive the total sound power output level for each construction activity. Noise source data for relevant plant is presented in Table 2. A full list of plant associated with each demolition and construction phase is presented in Tables 3-7. 11 1 INTRODUCTION Baseline Noise and Vibration Survey Continuous noise and vibration monitoring has been carried out at a number of locations around the Proposed Development site to determine baseline levels during daytime and night time periods. The purpose of the surveys was to provide source noise and vibration data for modelling of road traffic noise, railway noise, and vibration from trains and underground tube lines, to predict the levels from which suitable façade design requirements can be derived. 2 NOISE SURVEYS A series of noise surveys were carried out on site comprising both unattended and attended noise measurements. Unattended noise monitoring was carried out from 28 th March 2014 to 10 th April 2014 at the Blossom Street site located along Blossom Street, Shoreditch, London E1 6BX. The purpose of the survey was to collect baseline noise data prior to the re-development of the site. Unattended noise monitoring was undertaken with Rion NL-52 Type 1 sound level meters utilizing a Rion NC-74 Type 1 field calibrator. The calibration levels were checked before and after measurements and no significant calibration drift was detected. The sound level meters log environmental noise measurement parameters including average ambient (LAeq), maximum (LAmax) and background (LA90) noise levels. In addition to the long term noise monitoring, attended noise measurements were also undertaken around the site on 3 rd and 27 th June 2014 to validate unattended monitoring, identify railway/traffic specific noise levels and obtain an indication of existing internal levels at selected buildings whose façade is to be retained. Attended noise monitoring was undertaken with a combination of Norsonic 140 and Svantec 958 Type 1 sound level meters utilising a B&K Type 4231 Type 1 field calibrator. All noise measurements were undertaken in accordance with best practice as specified in BS : Long Term Noise Monitoring Monitoring Locations Baseline Noise/Vibration Survey Details of the four long-term noise monitoring locations within the Blossom Street site are described below: LT1, located along Commercial Street, alongside the train line to Liverpool Street Station at approximately 2.5 metres above ground and approximately 4m from Kerbside, overlooking the train line to Liverpool street station; LT2, located on the roof of Ashurst offices, on Elder Street 1 metre from the façade overlooking Elder Street; LT3, located on the corner of Blossom Street and Fleur De Lis Street approximately 2.2 metres above ground level approximately, 1.5 metres from the kerbside; and LT4, located on the third floor of empty office block above Norton Folgate 1 metre from the façade overlooking Norton Folgate. Figure 1 presents the noise monitoring locations at the Blossom Street site. Figure 1: Unattended Noise Monitoring Locations LT1 2.1 Noise Sources The noise environment at the Blossom Street site is influenced by several sources including: LT3 Monitoring location Railway traffic to and from Liverpool Street Station; Road traffic from Shoredich High Street, Norton Folgate, Elder Street, Commercial Street, Blossom Street and Fleur De Lis Street and the surrounding road network; LT4 LT2 Aircraft flyover noise; and Mechanical service plant on nearby buildings. It should be noted that the dominant noise source for the site was road traffic, along with railway traffic to the North and East of the site.

12 Baseline Noise/Vibration Survey Baseline Noise/Vibration Survey Long Term Noise Monitoring Results A summary of long-term noise measurements LT1, LT2, LT3 and LT4 is presented in Tables 1 to 9. Full measured noise data for all unattended monitoring locations are graphically presented in Figures 2, 3, 4 and 5. Average LAeq,T noise levels have been calculated by logarithmically averaging logged hourly values. A (-3 db) facade correction needs to be applied to levels measured at LT1, LT2 and LT4 to attain free-field values, which are used in site suitability assessments. The purpose of the survey was to collect baseline vibration measurements prior to the re-development. An additional short term measurement session was carried out on 27 th June 2014 to assess potential vibration impact of underground trains (LUL Central line) which runs through the middle of the site. Vibration monitoring was undertaken using a Svantek 958 sound and vibration level meter, a Rion VE10 vibration calibrator and a B&K 4231 Field Calibrator. The calibration levels were checked before and after each measurement and no significant calibration shift was detected. The Sound level meter logs environmental noise measurement parameters. The Vibration level meter logs VDV, P-P, Peak and RMS. 3.1 Vibration Sources The Vibration environment at the Blossom Street site is influenced by several sources including: Railway traffic to and from Liverpool Street Station Railway traffic from the Central Line Road traffic on Commercial Street. It should be noted that the dominant vibration sources were underground railway traffic from the central line, which runs through the middle of the site, and railway traffic from Liverpool Street Station to the North and East of the site. 3.2 Vibration Monitoring Locations Details of the two long term vibration measurements and the three short term vibration measurements are described below: VL1, located along Northern boundary of site two, south of the rail line to Liverpool Street Station. VL2, located in the car park of Ashurst offices on Elder Street, in the South east corner of the courtyard, and above the central line. STV1, short term attended vibration measurements taken in the car park of Ashurst offices. Multiple measurements (10 minute samples) taken around the site. Basement, short term attended vibration and noise measurement taken in the basement on site one, adjacent to the central line. Multiple measurements (10 minute samples) taken on location. Elder Street basement, short term (1 hour sample) attended vibration measurement taken in the basement of an office (8 Elder Street). Figure 7 presents the vibration monitoring locations at the Blossom Street Site.
