Transnational experiences of the ESF beneficiary Dorota Kwiatkowska-Ciotucha President of Dobre Kadry. Centrum badawczo szkoleniowe Sp. z o.o., Wrocław, Poland
Dobre Kadry the centre for trainings and research Main numbers: 11 years on the market (Lower Silesia) 18 successful projects 14 projects with the European Social Fund (EFS), including 3 innovative projects 4 projects with the Erasmus Program totalling more than 21 million PLN 7 thousand participants
Dobre Kadry target groups: difficult target groups on the labour market: Mature Adults (age 50+) People with a disability HORECA sector (gastronomy and hospitality industries) Education (universities and schools at all levels of education)
Dobre Kadry currently implemented international ESF projects: Invest in yourself-it is never too late Model for increasing access to people 50+ with various forms of lifelong learning with Partner from Portugal DEAF WORK- Model for the improved access to employment for the deaf people with Partner from Germany Time2Grow (burnout prevention) with Partners from Belgium and Finland LIFT (Learning in Facilitated Teams) with Partner from Belgium
ESF international projects Outside Common Framework Common Framework
Outside the Common Framework projects Implementation of national themes adapted to the specific local / national needs The necessity of finding a Foreign Partner - various topics and dates of recruitment Usually financing the Foreign Partner from their own budget, which generates: Problems with obtaining funds Problems with settling funds
Common Framework projects Realization of topics of European importance - the same topics The same date of announcement of competitions Partners' own budgets each is financed from its own resources
Our experience from Common Framework projects - based on the Time2Grow project The substantive aspect Fantastic topic burnout is little known and recognized in Poland Fantastic people working in the project in Belgium and Finland Contact and flow of information between partners - study visits, teleconferences, and mailing
Our experience from Common Framework projects - based on the Time2Grow project The substantive aspect Learning know-how from Partners: Finland - simulation pedagogy methodology Undertaking activities beyond the project: o joint preparation of scientific articles based on the results of research carried out in the project o preparetion of new project
Our experience from Common Framework projects - based on the Time2Grow project Formal and administrative aspect Everyone has their own budget - there are no problems with settlement of funds Everyone has goals and tasks to implement - every team does it at their own time using the achievements of all Partners Different levels of budget detail for individual Partners e.g.: o In Poland: we have to specify all items and amounts at the application stage o Finns and Belgians: much greater extent lump sums giving more flexibility in activities
Our experience from Common Framework projects - based on the Time2Grow project Formal and administrative aspect Different obligatory scope of task implementation - This gives rise to some misunderstanding. E.g. dissemination: o In Belgium and Finland compulsory area o In Poland without the possibility of financing
An attempt to evaluate activities under the Common Framework based on the experience of previous projects and the current competition
Substantial aspect - very positive: Interesting topics Opportunity to learn good practices Opportunity to jointly develop new solutions on important topics Possibility to start cooperation also outside the project
The formal and administrative aspect - controversial: in plus There are no problems with the settlement of a foreign partner but Common Common
Topics - similar but not the same, e.g.: Common: Learning and skills In Poland: Equal access to lifelong learning for all age groups, expanding knowledge, improving the skills and competences of the workforce The dates of the announcement may be similar but deadlines for applications no longer, e.g.: Common: 11 May 2018 In Poland: 31 March 2018 Main remarks The level of detail of the application form and the range of activities, unequal e.g. dissemination: In Belgium and in Finland - obligatory or possible In Poland impossible to finance from the project.
Instead of final remarks, a request to the institutions responsible for implementing the ESF in different countries: Take care to use the ESF funds in the best possible way. Create conditions for the emergence of partnerships and implementation of interesting, innovative international projects. Administrative issues should facilitate and not hinder the substantive implementation of the project.
I hope that in the current competition we will have the opportunity to create an international partnership and we will receive funding for the next interesting projects. Our current proposals: TPI Time4Help TPI Equal in Work TPI Current and future needs But we have small problem: deadline in Poland is 31 March 2018 In other countries May 11, 2018.
Thank you for your attention
