4 PREFACE INTRODUCTION The ten public library systems in Saskatchewan are established under The Public Libraries Act, Section 3(2) of the Act defines the purpose of the provincial public library system to ensure equitable access to basic library services for all residents of Saskatchewan. Section 21.4 of The Public Libraries Regulations, 1996 requires public library boards to use the grants provided by the Government of Saskatchewan to support resource sharing. Resource sharing is defined as: Contributing records to the Saskatchewan Union catalogue (its current form is the Gateway); Allowing reciprocal borrowing, that is lending library materials to any resident of Saskatchewan from any public library; Participating in interlibrary loans, that is lending materials to other libraries in response to patron requests; and Maintaining a headquarters that provides coordination and centralized services for local libraries within their boundaries. A local public library, including a branch library and a northern community public library, is defined as a full service library if it: participates in the provincial public library system and belongs to one of the ten public library systems in Saskatchewan; operates under the direction of a local library board, which is responsible to a municipal, regional or northern library board; offers formal opening hours for public service; has qualified, trained and paid staff; acquires and organizes library materials to make them available to the public through direct lending, circulation, reciprocal borrowing and interlibrary loan; develops local collections to meet the needs and interests of the community; and develops programs to meet local needs related to: awareness of resources, information competencies, new ideas and library values. Many other local service delivery options exist, such as paperback deposits, community delivery sites, corner libraries, and community school libraries. All offer a valued service to the public but do not meet all of the requirements of a full service library. The Act also mandates Provincial Library to act as the central library and a coordinating agency for public libraries within Saskatchewan. In that role, Provincial Library receives, compiles, analyses and publishes annual statistical information from the provincial public library system. Every effort is made to ensure accuracy by checking information with the library systems. However, if errors are identified they should be reported to the Provincial Library and Literacy Office. Unless otherwise indicated, this report uses the definitions from the Provincial and Territorial Provincial Library Council (PTPLC), Canadian Urban Libraries Council (CULC) and Saskatchewan Information & Library Services Consortium (SILS). Where there was a discrepancy between sources of information for provincial grants, internal Provincial Library information was the preferred source. A "patron" for the purposes of this report is one where the Last Expiry date in the record is within the last 3 years of the current date (as per Provincial guidelines). It should be noted that certain agencies will have falsely high numbers of patrons for 3 years since they did not use this field in their legacy ILS. A "patron with recent activity" is one where the Last Activity Date in the record is within the last 2 years of the current date (as per Provincial guidelines). It should be noted that this field includes circulation, account log-ins on the OPAC, uses of databases through WAM, uses of library compters if an agency uses a product such as Envisionware or CybraryN and possibly other account activity. Some agencies have patrons with patron types from outside of their agency (ex. Regina patrons with patron types from Southeast). These are mistakes during data entry or fields that were missed when patrons moved. The raw data used to prepare these reports is available from the SILS office. The data set contains the home library and patron type codes without descriptors. (2) Parkland Regional Library System count does not include Jansen, MacNutt, Norquay and Raymore library branches. Southeast Regional Library System did not track the statistic in Wapiti Regional Library System count does not include Yellow Creek Library Branch.
