1 Tender Document No. CCDU/ /907, Dated: Sealed tenders with Rs. 5/- Revenue stamps are invited for Communication and Capacity Development Unit (CCDU), Water and Sanitation Support Organization, Department of PHE, I&FC, J&K from registered or approved firms which are registered with for installation of permanent flex, hoardings initially for period of one year in J&K State in the following zones (groups of districts) of the State for displaying the activities/schemes of NRDWP for the benefit of common masses. The tender should be accompanied with EMD amounting to Rs. 20,000/- (Rupees twenty thousand only) in the shape of FDR/CDR pledged in the name of Executive Director, Communication & Capacity Development Unit J&K State. Structure of the permanent flex hoarding with complete specification and other details are as per Annexure A, B & C :- S. NO. ZONES DISTRICTS 1 Zone 1 Srinagar, Ganderbal & Budgam 2 Zone 7 Leh (Ladakh) & Kargil The tenderer has to clearly mention the name of the Zone applied for by Superscribing Boldly in capital letters the name of the Zone (group of districts) on the envelope. Only one zone can be allotted to one tenderer. TERMS AND CONDITIONS The display on these hoardings should be exclusively for awareness by CCDU J&K. The contents of slogans etc, to be displayed will be given by IEC section of CCDU J&K. The contents of the hoardings are to be printed multicoloured in English, Hindi and Urdu as may desire by CCDU J&K. The hoardings should be installed at prominent places in consultation with Executive Director CCDU J&K. The firm will ensure all the maintenance of the hoardings, so that the messages are displayed throughout the year. The installation of the iron hoardings displaying messages as per the terms and conditions of this tender and as envisaged in agreement should be completed within the period of one month from the issue of work order. The firm has to bear all expenses on account of maintenance including cost of spares and replacement of hording/flex etc, throughout the year to ensure display of the messages.

2 The firm has to bear all expenses on account of maintenance in case of any natural calamity or any damage at any time during the contract period. In case of damage to Flex Hoarding reported from the institution the same shall be repaired / re-fixed within a period of (10) ten days, failing which penalty as decided by the committee members of CCDU will be imposed on the firm. In case of non-display of the message on the designated hoardings during the contract period to any reason, charges/ payments of those particular hoarding/hoardings will be deducted from the balance outstanding with CCDU J&K, or will have to be refunded by the firm. The rates should be quoted (in words & figures) using indelible ink which includes the cost of providing material and installation of hoarding/ flex material, transportations, loading, unloading, mounting and taxes etc. The rates offered should be inclusive of all taxes quoted. The annual turnover of the organization shall not be less than Rs. 30 Lakhs (Rupees thirty Lakhs). Registration Certificate from the Registrar of companies or of relevant Department. Copy of the audited accounts and annual report of the last year. Copy of IT return of the last year. Copies of PAN/ TAN/ GST number. The quotations should be accompanied with EMD amounting to Rs, 20,000/- (Rupees twenty thousand only)in the shape of FDR/CDR pledged in the name of Executive Director, CCDU, J&K State. Certificate that the company is not blacklisted by the Registrar of Companies or the concerned Department. The period of contract will begin from the date of issue of work order. No advance payment will be made to the successful tenderer, however 80% of the payment will be released in favour of the successful bidder after the installation of the hoardings and its verification by the members of the verification committee constituted by Division level committee Jammu/ Kashmir or committee designated by Executive Director, CCDU J&K as per terms and conditions of the contract, 10% of the payment will be released on completion of 6 months and the rest 10% of the payment will be released after the completion of one successful year. The prices quoted by the bidder shall remain fixed during the entire period of contract and shall not be subjected to variation on any account. Rates thus fixed will be all tolled. All taxes under rule are applicable. The agency is itself responsible for clearness of income tax/sales tax. CCDU reserves the right to change the description/ quantity at any point of time or cancel any/ all tenders without assigning any reason thereof. All the document furnished by the bidder are subject to verification of issuing authority. In case of any manipulation is found the EMD will be forfeited and steps shall be taken for blacklisting the bidder. If the successful bidder is found in breach of any terms & conditions at any stage, legal action shall be initiated against the concerned supplier firm regarding debarring / blacklisting the agency for a minimum period of (03) three years as per office order. 3 Any tender deficient or incomplete in any of the requisite matters, particulars or formalities shall be rejected. Tender with incomplete information is liable for rejection. No enquiry / clarification shall be accepted after submitted and opening of bids. Tender bid form without EMD shall be out rightly rejected. The firm whose rate is accepted shall have to execute an agreement on Non-Judicial Stamp Paper worth Rs. 100/- within (15) fifteen days from the date of issuance of Work Order and any other clause, if found necessary in the interest of CCDU, J&K shall be entered into and form a part of the contract / agreement with the contractor. All the pages of the tender form documents should be signed by the authorized signatory. In case of any dispute the Hon ble courts at District Srinagar or Jammu shall have the jurisdiction to try the suit for adjudication. Divisional Level Committee, Jammu / Kashmir reserves the right, without any obligation or liability, to accept or reject any or all of the tender at any stage of the process, to cancel or modify the process or any part thereof, or to vary any of the terms and conditions at any time, without assigning any reasons thereof. The envelope should also bear the Name, Address, Phone/ Cell No. and id. of the sender and tender will be opened on same day or any working day convenient to committee in presence of suppliers/contractors who may like to be present. The tenderer should also quote the rates for installation/ replacements of blackout flex 320 GSM Star Flex of Eco Galvanic Printings at existing hoarding of size 10ft x 20ft at different places of Jammu and Kashmir.
