Merger FAQ - Overview A: Since our beginning in 1952, the Board of Directors and staff of Harbor Credit Union has been proud to serve our members. Our mission as a member focused financial cooperative committed to building our members financial wellbeing and becoming their primary financial institution is our number one priority. With that as our guiding principle, we have decided that at this time we can best accomplish this by uniting with another credit union. Today the cost of providing the types of services our members demand as well as supporting those services continues to rise. While we continue to be well capitalized and strong financially, we need to look for ways to lower our costs and provide even more services. With the ever changing regulatory environment, finding educated and interested people to serve on our board of directors is an enormous challenge. We re grateful for the long term service and dedication our current directors have given the credit union. Additionally with the pending retirement of our president Mike DeGrand, it also became a prime opportunity to make this move. Page 1 of 10

2 Q: Is Harbor having problems financially? A: No. Harbor continues to be very strong financially; however, we feel that we can bring members the best value from their credit union while continuing to grow and thrive by joining Fox Communities Credit Union. Q: Why Fox Communities Credit Union? A: Fox Communities Credit Union is the best possible choice as a partner because of our shared values and commitment to member financial well-being along with increased opportunities and enhanced benefits it will offer our members. We are confident that a combined credit union will bring much greater strength and competitive advantages that will better serve our members and our communities. Q: How will I benefit? A: Members will benefit in many ways, including: Our current 4 locations will add to the 18 locations Fox Communities Credit Union already has and will allow you to reach us in even more places. In almost all cases, interest rates on your savings accounts will immediately rise with this consolidation. New programs like an auto buying program, business lending program, financial planning, first time home buyer loans as well as more mortgage options. Mobile Pay options for Apple Pay, Android Pay, Samsung Pay coming in August. Fox Communities Credit Union strives to keep Northeastern Wisconsin the amazing, fun place it is. Fox sponsors major community events such as the new ignight Market in Green Bay, Bike To The Beat, Lakeshore Balloon Glow, Kites Over Lake Michigan, and in September the inaugural music event in Green Bay the Homeland Experience. Ongoing commitment to education and seminars Q: Will the unification affect member eligibility? A: The phrase Once a Member, Always a Member still applies with the same rights and privileges. Once the unification is complete, membership eligibility will grow to be open to anyone who lives, or works in the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Oconto, Outagamie, Shawano, Sheboygan, Waupaca and Winnebago. In addition, all immediate family members of anyone who is eligible for membership can also become a member. Q: What about the employees I usually deal with? Can I keep going to them for my loans/accounts/questions? A: All Harbor employees will be offered positions with Fox Communities Credit Union, and many of the faces in our branches may remain the same. This unification does offer new opportunities to our employees as well, so some employees may transition to other positions and locations. Q: What are the advantages of a larger organization? A: A larger deposit and capital base means expenses are spread over a bigger member base enabling a larger credit union to provide new products, services, and conveniences to its members. It also allows a larger credit union to pay higher dividends on deposit accounts and charge lower interest rates on loans since the operational efficiency is greatly improved and the risk associated with difficult economic environments is reduced. These economies of scale advantages allow us to better serve members, make long-term infrastructure and technology investments, and become more competitive. Page 2 of 10

3 Q: What will the credit union name be? A: Fox Communities Credit Union Q: Will a special dividend be paid to current members of Harbor Credit Union? A: No. While some mergers pay a special dividend to members, most do not. Our main reason is that we feel that what our members gain with added locations, products, services, and rates makes the unification worth it to them. The reward is what Fox brings to the unification because the benefits they offer are significantly better for our members. The unification is good for all!!!! Q: What happens to the Harbor Credit Union board of directors? A: Fox has offered 2 positions on their Advisory Committee to any interested existing Harbor board members. Q: Who will be the President of the credit union? A: Fox s CEO, Greg Hilbert, will remain in his position as President of Fox Communities Credit Union. Greg has been the President/CEO of Fox Communities Credit Union since 1980 when it was a $3 million credit union. Q: Will Harbor branches remain open? A: Yes, all four Harbor branches will remain open and have new hours (in green) effective July 3, 2017: Additionally, Fox has 18 additional locations available to serve you: Q: When can I start using Fox Communities Credit Union branches? A: All Fox Communities locations will be available for Harbor members to use beginning Monday, July 3, Please note that due to the federal holiday, all Fox Communities locations will be closed on Tuesday, July 4, Q: Will I still receive personalized service? A: A major reason we are pursuing this merger is to better serve you, our members. You will continue to receive great personalized service, as you do today. Page 3 of 10

4 Merger FAQ - General Information about Your Account Q: Will I have a new membership and account numbers? A: Yes. While we would love for all our members to be able to retain their current account number, that unfortunately is not entirely possible. All current Harbor Credit Union members will receive new membership and account numbers. Information regarding this change was mailed to each member on May 30th. Please call (920) during normal business hours if you have any questions. Q: How will this unification affect my current deposit and loan rates? A: Deposit account rates for Share/Savings, Share Draft/Checking, Club, and Money Market accounts will switch over after June 30, 2017 to the current rate Fox is paying on those accounts. In fact, dividends will be posted at end of day on June 30, 2017 and a final paper statement will be mailed from Harbor for that period. Accounts will then be moved over to Fox, and the accounts will begin to earn the new dividend rates there on July 1, 2017 which you will see on your next statement from Fox. Rates on Certificates of Deposit (CDs) will remain the same until the certificate maturity date. Rates on loans will remain the same until the maturity date of the loan. Q: Will the routing number change? How will that affect automatic deposits and withdrawals I have set up already? A: The routing number will change to , however automatic deposits and withdrawals that are already set up should continue to work without any changes being made on your part as we will contact the companies sending those transactions and inform them of the change. There may be some companies that do require you to contact them to approve the change, and we would appreciate your cooperation in dealing with those companies. The new routing and account numbers should be used to set up any transactions after the merger occurs on July 1, It is very important that the new routing and account numbers are not used until after 7/1/2017 or it will result in your deposit or withdrawal being returned. Q: Will fees remain the same? A: Many of the fees will remain the same or even be lowered. Please refer to chart at the end of this document. Q: I have automated funds transfers (internal transfers) set up between my Harbor accounts. Will these change? A: These will continue but there are some differences to be aware of. Harbor processes transfers at the beginning of the day. Fox processes these at the end of the business day. Transfers will continue on the date scheduled, however, transfers that fall on a Sunday or a federal holiday (when the credit union is closed) will be processed the following business day. For a transfer to a savings and/or checking, if the full transfer amount is not available, Fox will only transfer the funds that are available. For a transfer to a loan, Fox will transfer the funds that are available. If the full transfer amount is not available, Fox will continue the transfer of funds each day until the full requested transfer amount is complete. Q: Can I still apply for a loan or open an account with Harbor? A: Yes you can! Any loan or certificate (CD) will transfer to Fox with the exact same terms and rate. Any share, club, checking, or money market account will transfer to a similar Fox account, and will be paid their current rate. Page 4 of 10

5 Q: If there are better terms available thru Fox Communities Credit Union do I have to reapply and pay fees or closing costs to get those terms? A: For loans, yes. Your loans will transfer from Harbor with the existing rate and terms unless you apply to refinance and pay any applicable fees or closing costs. Certificates of Deposit (CDs) will also transfer over with the existing rate and terms until maturity date. To close the CD early, a penalty would apply. Other deposit accounts (share/savings, share draft/checking, club, money market) will all earn Fox s current rate after June 30, 2017 and you don t need to do anything with them for that to happen. Q: Will my accounts still be insured? A: Your accounts will continue to be federally insured just as they are today, up to at least $250,000, through the National Credit Union Share Insurance Fund, which is backed by the full faith and credit of the U.S. Government and managed by the National Credit Union Administration (NCUA). Q: Will my checking account type change? A: In some cases your account may change. Kasasa Cash and Go Green Merger FAQ - Information about your Checking, Savings and Certificate Accounts You will continue to enjoy the benefits of these checking accounts. Future dividends will be calculated based on the average daily balance. Kasasa Tunes, Kasasa Cash Back, InControl, Green Tunes You will continue to enjoy the benefits of these checking accounts. Direct Advantage and Personal These checking accounts will become a Fox Free checking account which is a non-interest bearing account. Business and Non-Profit Organization Business checking will become Basic Business Checking and Non-Profit will become Civic Club Checking. Please watch your mail for more information. Please refer to the chart at the end of this document more information about Fox checking account features, fee changes and other checking options. If you would like to open a new checking account or change to a different account, please contact any one of our offices on or after Monday, July 3, Q: Can I continue to use my personal checks? A: Your checks will continue to clear your account without interruption for a limited time. New checks with Fox s routing number and your new account number structure will need to be ordered. To help with this transition we are offering to order a packet of 120 Fox standard checks at no charge. Please contact us on or after Monday, July 3, 2017, to place this order. It is important to destroy your old Harbor checks or drop them off at any branch to have them securely shredded. If you choose to order checks from another company, please contact us for updated ordering information. Q: What should I do if I need an image of a Harbor check? A: Harbor check images will not be displayed in online banking after the conversion. If you need a copy of these images after Friday, June 30, 2017, please call the credit union. Page 5 of 10

6 Q: Any changes to Overdraft Privilege? A: Overdraft Privilege will be called Courtesy Pay. Fox may pay your checks, ACH (automatic payment for insurance, health club memberships, etc.) and recurring debit card transactions even if they overdraw your account. Please refer to the last page of this document for more information. Q: What will happen with my Money Market accounts? A: Money Market and Premium Money Market accounts will become a Money Market Investment account which has no minimum balance and no monthly service fee. Please refer to the last page of this document for Money Market Investment Account terms. If you would like to open a new Money Market or change to a different Money Market account, please contact any one of our offices on or after Monday, July 3, Q: Is there anything I need to do to move my IRA or HSA account over? A: There is one account document that we need to have each IRA or HSA accountholder sign. These letters were mailed to members with an IRA or HSA the week of June 2 nd so please watch for it. Q: Any changes with Savings accounts? A: In almost all cases, interest rates on your savings accounts will immediately rise with this consolidation. Fox s minimum membership share is $5.00. Q: Can I still use my debit card / check card? Merger FAQ - Debit Cards A: Yes! You can continue to use your Harbor check card without interruption. Recurring payment(s) made with your check card will continue as scheduled. All transactions during the conversion period will post on Monday, July 3, New daily limit for ATM withdrawals will be increased to $ per day. New daily purchase limit with your check card will be increased to $3, per day. Q: Can I continue to use my HSA card? A: Continue to use your Harbor HSA card without interruption. Recurring payment(s) made with your HSA card will continue as scheduled. All transactions during the conversion period will post on Monday July 3, Please refer the last page of this document for a chart with HSA terms. New daily purchase limit with your HSA card will be increased to $3, per day. Merger FAQ - Information about Your Loans Q: What will happen with the loans I have with Harbor Credit Union? A: The loan will transition to a Fox Loan with the same rate, terms, and conditions. No actual terms will change on existing loans. Debt protection and GAP will continue as is. Q: Any changes with Real Estate Loans or Home Equity Loans? A: Due dates on all real estate loans will be changed to the 1st of each month. Also new; monthly mortgage statements will be mailed separately for each real estate loan you have with us and separately from the statement showing your deposit accounts and other loans in order to comply with the Consumer Financial Protection Bureau (CFPB) Periodic Statement Rule. If you have a real estate loan with Harbor you will be receiving more information about the change to your due date. Page 6 of 10

7 Q: Where should I send my loan payments? A: You can continue to make payments via Online Banking on HarborCU.com until 6:00pm on June 30, Fox Online Banking will be available by 10:00am on Sunday July 2, If you prefer to mail your payments, you can continue to send those to PO Box Green Bay WI Merger FAQ - Online Banking, Bill Pay, Mobile Banking Q: Will there be a disruption of any online services? A: Yes. The entire Online Banking system including Bill Pay, Mobile Banking, Mobile Deposit and Popmoney will not be available as we migrate data to the new system. Access to these services will temporarily end as of 6:00pm Friday, June 30, Trends Personal Finance Manager will no longer be available after this conversion. Q: Is there anything I need to do BEFORE June 30 th when the system becomes unavailable at 6:00pm? A: Some information will not convert to the new system. Harbor transaction history and check images. Popmoney contact information and payment history. Due to the difference in the two data systems, prior estatements will not convert. If needed, we encourage you to save, print or download this information prior to 6:00pm on Friday, June 30, Quicken users are also encouraged to download any information prior to the conversion. Q: What will happen to any scheduled transfers I had set up in Online Banking? A: Transactions scheduled will be converted to the new system but there are some difference to take note of. Harbor processes transfers at the beginning of the day. Fox processes these at the end of the business day. Transfers will continue on the date scheduled, however, transfers that fall on a Sunday or a federal holiday (when the credit union is closed) will be processed the following business day. For a transfer to a savings and/or checking, if the full transfer amount is not available, Fox will only transfer the funds that are available. For a transfer to a loan, Fox will transfer the funds that are available. If the full transfer amount is not available, Fox will continue the transfer of funds each day until the full requested transfer amount is complete. Q: What will happen to my Bill Pay? A: We are making every effort to make this as seamless as possible. Many of the screens will be familiar on the new system. Here s what you can expect to happen. Bill Pay will be unavailable beginning at 6:00pm on Friday, June 30, 2017 until Monday, July 3, All payments scheduled on or before Friday June 30, 2017, will be made without interruption. Payee information, payment history and ebills will be converted. Q: When will access to Online Banking be restored? A: 10:00am Sunday, July 2, Page 7 of 10

8 Q: Will I need a new user name and password? A: Yes. For your convenience, members with online services have been pre-enrolled for Online Banking with Fox and can use the service once the service is restored on July 2 nd at 10:00am. Your temporary sign on information and specific instructions on how to begin using this service has been mailed to you on May 30, You will have until Thursday, August 3, 2017, to activate your new Online Banking with the temporary password. If you do not activate by this date, please contact the credit union for assistance. Q: Will I still be able to see joint/cross accounts on the new system? A: Access to your joint/cross accounts using Online Banking, Bill Pay and Mobile Banking will not be converted. When you log in for the first time, you will only see the accounts within that membership account number. If you have more than one membership account number, you will need to create separate log in credentials for each. Please contact the credit union on or after Monday, July 3, 2017, to discuss your options for linking accounts online. Q: I used the External Transfer feature to transfer funds to my accounts at other financial institutions. Can I do this with Fox? A: Yes! You can transfer money to your accounts at other financial institutions but will need to re-establish this service using the Transfer Funds feature in Fox s Bill Pay. Q: What will happen with Popmoney? A: Contact and payment history will not convert. If needed, we encourage you to save, print or download this information prior to 6:00pm on Friday, June 30, You will need to re-enroll for this service on or after Monday, July 3, Q: Will I need a new Mobile App? A: Yes. Fox s Mobile App is available for download, as of Sunday, July 2, 2017, for Android and Apple ios devices from the Google Play or App Store. The App provides you access to Mobile Banking, Mobile Check Deposit, branch locations/hours and much more! For Mobile Banking login, please use your new Online Banking username and password. Q: Will I need to re-enroll for Mobile Check Deposit? A: Current Mobile Check Deposit users will not be automatically activated. To continue to use this service, please register through Fox s Mobile App on or after Sunday, July 2, Merger FAQ - Telephone Banking Q: What will happen with the 24 hour phone teller service? A: Harbor s telephone banking service will no longer be available after 6:00pm on Friday, June 30, To enroll in Fox s telephone banking service known as Electronic Teller, please contact any credit union representative. Merger FAQ - Direct Deposit and ACH Payments Q: What will happen to my ACH transactions Deposits, Withdrawal and Allocations? A: These will continue without interruption. Fox will notify the companies that you are currently using and ask them to change the routing number to We will give them your new eight digit account number and new three digit account suffix. In some cases, the company may contact you to confirm the change. If the company does not make the change, we may ask you to contact them to update the information. Page 8 of 10

9 Beginning Monday, July 3, 2017, any new automatic withdrawals or deposits will need your expanded eight digit account number, the new three digit account suffix AND the new routing number of Please contact the credit union for any additional guidance on setting these up. Q: What is the routing number for Fox? A: Q: What will happen with my credit card? Merger FAQ - Credit Cards A: Continue to use your Harbor credit card. Current credit cardholders will be issued a Fox credit card in July. More information about your new credit card account will be mailed in June. Q: When Online Banking is down, how can I access my credit card information? A: Harbor s online banking system will no longer be available beginning Friday, June 30, 2017 at 6:00 pm. However, you can still use EZCardInfo.com to obtain current credit card balance information, statements or transaction history until the credit card conversion is complete the week of Monday, July 24, If needed, you can create a sign-on at A link to this site will be prominently displayed on HarborCU.com when the online banking system is brought down. After the credit card conversion is over on July 24, 2017, all transaction information will be available in the new Online Banking system and EzCardInfo.com will no longer be needed. More information about your new credit card account will be mailed in June. Merger FAQ - Account Statements and Loan Billing Statements Q: When will I receive my last statement from Harbor? A: All members will be mailed a final paper statement from Harbor for transactions through Friday, June 30, Your future Fox statements will continue by mail or estatement as you have previously received them. Q: Will my statement look different? A: Yes, slightly. The statement contains almost all the same account information however the layout is just a little bit different. Mortgage statements will also be sent separately. This means that if you have any real estate loans with us you will receive one statement for your deposit accounts (Savings, Checking, Clubs, & CDs) and a separate monthly mortgage statement for each real estate loan you have. Credit card billing statements are also sent along with regular monthly account statements. Q: What will happen to my estatements? A: Due to the difference in the two data systems, prior estatements will not convert. If needed, we encourage you to save, print or download this information prior to 6:00pm on Friday, June 30, Merger FAQ - Other Frequently Asked Questions Q: If I bought or buy VISA Gift Cards from Harbor will they still work after 7/1/2017? A: Yes they will! Nothing will change with how the VISA Gift Cards you ve purchased or purchase before 7/1/2017 work after we unite with Fox Communities. After the unification is complete we will not only continue selling VISA Gift Cards, but we will also offer VISA Everyday Spend Card (Prepaid/Reloadable Debit Cards) and VISA TravelMoney Cards as well! 10 Q: What will happen with my safe deposit box? A: There are some changes to Safe Deposit Box fees. Please refer to the enclosed chart under Fee Changes. Fox bills annually on June 1st instead of the anniversary date of your rental agreement. Your 2017 billing will be prorated to accommodate a June 1st billing cycle. Please watch your mail for separate information on this billing. Q: Will the Website address change? A: Yes. The new website will be Q: When will I receive tax forms for 2017? A: The 2017 tax information will still be mailed to you as a separate 1098 or 1099 form which you will receive by January 31, Q: Will I get 2 tax forms in 2017, one from Harbor and one from Fox? A: No. All the 2017 information will be combined into one tax form that will be sent out by Fox Communities Credit Union in January of Q: What else can you tell me about Fox Communities Credit Union? A: Fox Communities Credit Union is about $1.35 billion in assets. They currently have 18 locations in the communities of Appleton, Green Bay, Kimberly, Neenah, Oshkosh, Clintonville, Black Creek, New London, Two Rivers, and Manitowoc. In addition, Fox has high school branches at Preble High School and West High School in Green Bay and also has a branch at NWTC in Green Bay. They are very involved in the community and in member education. While we will go from being a small credit union to a very large credit union, Fox strongly believes in doing whatever they can to maintain a small credit union feel for its members.
