7 TEXARKANA URBAN TRANSPORTATION STUDY RESOLUTION # A RESOLUTION BY THE POLIY BOARD OF THE TEXARKANA URBAN TRANSPORTATION STUDY FOR AMENDMENT ONE OF THE FY TEXAS TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE TEXAS PORTION OF THE TEXARKANA METROPOLITAN STUDY AREA AND AUTHORIZING ITS SUBMISSION TO THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT). WHEREAS, the Texarkana Urban Transportation Study (TUTS), as the designated Metropolitan Planning Organization (MPO) for the Texarkana study area, is responsible for developing and adopting a Transportation Improvement Program (TIP) for the Texarkana study area; and WHEREAS, the Texarkana MPO is responsible for preparing and submitting amendments to the FY Texas TIP to TxDOT; and WHEREAS, the ity of Texarkana, Texas has received Enhancement Funds for a Downtown Texarkana Streetscape Project to reconstruct sidewalks, add pedestrian furnishings, lighting and landscaping; and WHEREAS, the Texarkana MPO Technical ommittee recommended for adoption and submission of Amendment One to the FY TIP to TxDOT for the purpose of obligating funds within the Texarkana metropolitan area. NOW, THEREFORE, BE IT RESOLVED by the Policy Board of the Texarkana Urban Transportation Study: SETION 1: The Texarkana MPO is amending the FY Texas Transportation Improvement Program (TIP) SETION 2: SETION 3: SETION 3: That Amendment One to the FY Texas TIP for the Texas portion of the Texarkana Metropolitan Area is hereby adopted. That the Study Director of the Texarkana Metropolitan Planning Organization is hereby authorized to submit Amendment One to the FY Texas TIP for the Texas portion of the Texarkana Metropolitan Study Area to TxDOT. That this Resolution shall become effective immediately upon adoption. 9 HAPTER 2 PUBLI PARTIIPATION PROESS ADOPTION OF ORIGINAL FY TIP On May 17, 2010, a press release was sent to the area newspapers and radio stations regarding the public review and comment period. On May 18, 2010 public notices were posted for the public review and comment period and s were sent to persons on the public notification list. A newspaper notice was published in the Texarkana Gazette on May 21, A public review and comment period extended from May 24, 2010 to June 3, On May 25, 2010, s were sent to persons on the public notification list regarding the Technical ommittee and Policy Board meetings. On May 26, 2010, public notices were posted for the Technical ommittee meeting and press releases were sent to area newspaper, television and radio stations about the Technical ommittee meeting. A newspaper notice was published in the Texarkana Gazette on May 31, 2010 for the Technical ommittee meeting. On June 3, 2010, public notices were posted for the Policy Board meeting and press releases were sent to area newspaper, television and radio stations about the Policy Board meeting. A newspaper notice was published in the Texarkana Gazette on June 7, 2010 for the Policy Board meeting. The Technical ommittee meeting was held on June 3, 2010 and the Policy Board meeting was held on June 10, 2010 where Resolution # was approved adopting the FY TIP. Public omments on Original FY TIP The MPO received four public comments in the form of letters and comments at the May 13 th Policy Board meeting from Mr. Jim Reed, Mr. Burt lem, the ity of Nash, Texas and the Nash Industrial Development orporation. All four comments were concerning the Pecan Street project being pushed back to FY 2015, thus, removing it from the FY Texas TIP. The MPO staff explained that the TIP must be fiscally constrained and that at this time, there is not any available funding in the applicable funding category and until such time that a funding source is identified, the project cannot be included in the TIP. It does, however remain in the long range plan. The MPO staff offered further assurance that the Policy Board of the Texarkana Metropolitan Planning Organization is still committed to this project and it is the next project on the list to be done if and when additional funding becomes available. ADOPTION OF AMENDMENT ONE TO THE FY TIP On September 16, 2010, a press release was sent to the area newspapers and radio stations regarding the public review and comment period. On September 8, 2010 public notices were posted for the public review and comment period and s were sent to persons on the public notification list. A newspaper notice was published in the Texarkana Gazette on September 10, A public review and comment period extended from September 13, 2010 to September 21, On September 8, 2010, s were sent to persons on the public notification list regarding the Technical ommittee and Policy Board meetings. On September 8, 2010, public notices were posted for the Technical ommittee meeting and press releases were sent to area newspaper, television and radio stations about the Technical ommittee meeting. A newspaper notice was published in the Texarkana Gazette on September 18, 2010 for the Technical ommittee meeting. On September 8, 2010, public notices were posted for the Policy Board meeting and press releases were sent to area newspaper, television and radio stations about the Policy Board meeting. A newspaper notice was published in the Texarkana Gazette on September 25, 2010 for the Policy Board meeting. The Technical ommittee meeting was held on September 22, 2010 and the Policy Board meeting was held on September 28, 2010 where Resolution # was approved adopting the FY TIP.
