Extension of Contract regarding collection of Entry Fees, Parking Fees and Ice-cream Parlor in Tagore Garden The contract regarding Collection of Entry Fees, Parking Fees and Ice-cream Parlor in Tagore Garden was approved vide CBR No.4 dated 11/9/17 for one year to Smt Shakra Begum w.e.f 16/9/17 to Rs.17,67,000/- Since the contract period expired and the new tender is in process, extension for three months may be given to the same contractor on the approved rates. Resolution No. 1 Considered. It was resolved to extend the contract period of contracts regarding Collection of Entry Fees, Parking Fees and Ice-cream parlor to one & half month with w.e.f to Rs. 17,67,000/-, as the tender is in process. 2. Revision of rates of animals in Cattle Pound and place to leave them after auction The present rates of animals in Cattle Pound are Rs.300/- for animals and Rs.80/- for their babies ( including food for that particular day on which they are caught). From the next day Rs.50/- per day per animal is charged for their food (3 kg Bhoosa per animal). The rates have not been revised since long. It is proposed to revise the rates Rs.1000/- for animals and Rs.300/- for their babies and Rs.100/- for food. As per the report of pound keeper the animals which were left after auction were send to Dayodya Gaushala at Tilwara but due to excess animals the incharge of Gaushala has refused to take the animals. Keeping in view the safety of animals the Board may decide a proper place where the animals can be left. Resolution No. 2 Considered. It was resolved that the fine for catching and leaving the stray cattle shall be fixed Rs. 600/- per animal, Rs. 300/- for baby animals and Rs. 100/-for their food. 3. Aadhaar Center in the premises of Cantonment Board Jabalpur Authority : Circular Agenda No.1 dated 16/11/2017 With reference to above, space was allotted to Shri Vijay Kumar Verma in Sewa Kendra to run Aadhaar Center for six months on a monthly rent of Rs.500/- w.e.f 20/11/2017 to 19/5/2018. An application requesting to extend the time for running the same is placed on the table. 2

3 Resolutin No. 3 Considered. It was resolved that the extension shall be provided to Shri Vijay Kumar Verma in Sewa Kendra to run Aadhar Center w.e.f to at the rent of Rs. 1000/- per month. 4. Gym in Gora Bazar A gym has been constructed by Cantonment Board Jabalpur in Gora Bazar. It is proposed that the same may be out-sourced in order to generate revenue. Relevant file is placed on the table. Resolution No. 4 Considered. It was resolved to pend the matter. Meanwhile President has advised Shri Sunder Agrawal, Ward of Ward No. 6 tol make a proper layout plan for running of Gym in Gora Bazar containing approx calculations of payment of staff proposed to be engaged and monthly charges / fees which shall be charged from public. After that the matter shall be again put up in the Board Meeting. 5. Allotment of First Floor in Gora Bazar above existing Cantt. dispensary The first floor of dispensary run by Cantonment Hospital in Gora Bazar was allotted to Indus Integrated Information Management Ltd to run a training centre for one year wef 16/4/2018 to 15/4/2019 on a fixed rent of Rs.15000/-.per month vide Circular Agenda No.1 dated 16/3/2018. This Office vide letter No.6135/CBJ/RS/Misc/2018 dated 13/4/2018 was issued to the company directing them to deposit an amount of Rs.53,100/- ( ), but the company had deposited only Rs.45000/- till date. On inspection it was found that the centre is closed from past three months. The Board is requested to decide the matter so that there is no loss of revenue. Relevant file is placed on the table. Resolution No. 5 Considered. It was resolved to recover the balance rent of Rs. 53,530/- (rent 38,500/-for 02 months 17 days + GST 18% of Rs 15030/-) from to till date, through Court, as per provision of section 324 of Cantonments Act It was further resolved that for allotment of vacant space at First Floor in Gora Bazar, the matter shall be placed in next Board Meeting. 3

4 6. Re- allotment of gumtis to original allotee at street no.1 vegetable market As per Cantt Board records Board allotted 45 No. of running sheds have been installed at Street No.1 Sadar Bazar by the Board vide CBR No. 29 dated 02/12/2009 for vegetable vendors. Now the Board has re-organised and renovated vegetable market at street No.1 sadar Bazar by installing total 65 gumtis, out of which 22 Gumtis were already allotted through auction process and remaining 42 Gumtis are ready for allotment vide circular agenda Resolution No.1 dated 07/09/2018, and it was resolved that 03 more gumtis are Constructed to match the earlier numbers of Gumtis which were allotted in the year The Board is requested to consider re-allotment of gumtis in Vegetable Market at street no. 1 u/s 265 of the Cantonments Act Relevant file is placed on the table. Resolution No. 6 Considered in detail. It was informed to the Board that earlier the running sheds were allotted to 45 allottees vide CBR No. 29 dtd. Rs. 10/- per day i.e. Rs. 300/- monthly, to be collected by Board authorized contractor. Board has renovated the sheds by installing 45 iron gumtis to re-organise vegetable market for enhancing revenue as well as sanitation point of view. Board has resolved that renovated gumtis shall be re-allotted to 45 original rent of Rs. 800/- per month which is more than double amount of the earlier rent, along with Rs. 5000/- security deposit. It was further resolved that after the shifting of vendors, the old platforms be demolished for road widening. 7. Payment of VET (Vehicle Entry Tax) It is opined by the Cantonment Legal advisor that clause 15 of agreement was incorporated only for prohibiting forfeiture of security deposit, if the contractor communicated withdrawal of concent to run contract work due to decreasing rate of transportation less than 60% of any time during contract period. Through clause 15 of the agreement, the contractor cannot interpretate or claim 60% deduction in monthly installment from the date of communication letter dated 25/10/2017, because there is no condition mentioned in agreement which bound the Board to consider deduction request in recoverable amount by any extent. Relevant file is placed on the table. Resolution No. 7 Considered in detail. It was resolved that Cantonment Board Jabalpur is not bound to give any deduction in recoverable amount to the contractor. 4

Purchase of 250 Watt LED Flood Light through GeM There is requirement to purchase 25 numbers of 250 Watt LED Flood Light make Havells for use in various area of Cantonment. 250 Watt LED Flood Light shall be purchased from M/s Sarawati Corporation through Rs /- each. table. Board is requested to consider the matter. Relevant papers are placed on the Resolution No. 8 Considered and approved to purchase 25 numbers of 250 Watt LED Flood Lights make Havells from M/s Sarawati Corporation through Rs /- each. CEO is authorized to incur the expenditure. 9. Purchase of 60 Watt LED Street Light through GeM There is requirement to purchase 100 numbers of 60 Watt LED Street Light make Havells for use in various area of Cantonment. 60 Watt LED Street Light shall be purchased from M/s Raj Corporate through Rs. 6840/- each. table. Board is requested to consider the matter. Relevant papers are placed on the Resolution No. 9 Considered and approved to purchase 100 numbers of 60 Watt LED Street Lights make Havells from M/s Raj Corporate through Rs. 6840/- each. CEO is authorized to incur the expenditure. 10. Purchase of 90 Watt LED Street Light through GeM There is requirement to purchase 100 numbers of 90 Watt LED Street Light make Havells for use in various area of Cantonment. 90 Watt LED Street Light shall be purchased from M/s Mahalaxmi Enterprises through Rs. 8280/- each. table. Board is requested to consider the matter. Relevant papers are placed on the Resolution No. 10 Considered and approved to purchase 100 numbers of 90 Watt LED Street Lights make Havells from M/s Mahalaxmi Enterprises through Rs. 8280/- each. CEO is authorized to incur the expenditure. 5

Purchase of 25 Watt LED Street Light through Gem There is requirement to purchase 50 numbers of 25 Watt LED Street Light make Havells for use in various area of Cantonment. 25 Watt LED Street Light shall be purchased from M/s Mahalaxmi Enterprises through Rs. 2907/- each. table. Board is requested to consider the matter. Relevant papers are placed on the Resolution No. 11 Considered and approved to purchase 50 numbers of 25 Watt LED Street Lights make Havells from M/s Mahalaxmi Enterprises through Rs. 2907/- each. CEO is authorized to incur the expenditure. Major Pushpendra Singh has given his suggestion to the Board for taking out the Annual Maintenance Contract of the LED Street Lights so that the maintenance cost shall be reduced. Board has resolved to approve it and proceed for the same. 12. Hiring of Tata ACE for catching of Stray Cattle. Tenders were called on for the hiring of Tata Ace for catching of stray cattle (with Driver & fuel). tenders were received and comparative statement is as under : Hiring of Tata ACE Sl. Last year rate was Rs. 1399/- for the same. The lowest rate Rs. 1490/- is reasonable. Resolution No. 12 Considered. It was resolved to pend the matter. 6

Supply of Tata Ace Vehicle for lifting of Garbage Tenders were called on for hiring of Tata Ace for Lifting of Garbage (with Driver,Fuel and 02 labour. tenders were received and comparative statement is as under : Hiring of Tata ACE Sl. Last year rate was Rs. 2299/- for the same. The lowest rate Rs. 2832/- is reasonable. Resolution No. 13 Considered. It was resolved to hire the TATA Ace vehicle from the lowest tenderer i.e. M/s SCS Services at the rate of Rs. 2832/- per day for lifting of garbage with driver, fuel and 02 labours. CEO is authorized to incur the expenditure for the same. It was further resolved that a proposal to purchase a new vehicle for lifting the garbage shall be sent to competent authority. Supplementary items taken with the permission of chair 14. Regarding Pay Scale of Motor Pump Attendants Reference: Court Order dated Motor Pump Attendant of Cantonment Board Jabalpur are being claiming pay scale of Rs GP w.e.f for which matter was placed before the Board. The Board vide its CBR No. 5 dated has resolved to send the proposal for approval of the same. PDDE, CC, Luckonw vide letter no /JBP/MPA/16(C-398) dated 13 th July 2017 informed the Board that they have already given sanction for the pay scale of Rs (Rs GP 1900 as per sixth pay commission ) w.e.f On this letter of PDDE, the motor pump attendants filed the court case in Hon ble High Court of MP demanding the pay scale of Rs GP w.e.f

8 The Hon ble High Court of Madhya Pradesh vide their order dated directed the Cantonment Board Jabalpur to take decision on the letter dated within the period of three months from the receipt of certified copy. Board is requested to consider the matter. Relevant file is placed on the table. Resolution No. 14 Considered in detail. It was resolved that keeping in view of the order dtd , passed by the Hon ble High Court of MP and PDDE, CC, Luckonw letter no /JBP/MPA/16(C-398) dated 13 th July 2017, benefit of sanctioned pay scale of Rs GP 1900 shall be given to all Motor Pump Attendants w.e.f within 90 days from the date of receipt of certified copy of the Hon ble High Court Order. Further it was resolved that arrears as per new pay scale shall also be calculated for 6 th & 7 th CPC within 90 days. Thereafter CEO shall be authorized to release the arrears amount as per provision of funds available with the Board. 15. Noting of Minutes of Board by Circulation of Agenda To note agenda circulated and approved by the Board (a) Dtd regarding Immediate Suspension of Cantonment Engineer Shri C K Kharate Resolution No. 15 Considered, noted and approved. 16. Augmentation of Water Supply Scheme of Cantonment Area of Jabalpur. To consider and approve the project for augmentation of Water Supply Scheme of Cantonment area at an estimated cost of Rs lacs. The project is designed for water supply line including with Water treatment plant. The projected ultimate population of for the ultimate year The detailed project report (DPR) has been prepared by SNOW FOUNTAIN CONSULTANTS, LUCKNOW and has been vetted through Regional Centre for Urban and Environmental Studies, Lucknow vide their letter No. URC/349/24/ dated , as per directions of PDDE, CC, Lucknow. The work is original work and proposed under D1 and has to be sent to PDDE/ GOC-in-Chief, Central Command, Lucknow under Rule 17(A) read with 19(b) of Cantt. Account Code, 1924 for approval. 8

9 Resolution No. 16 Considered and approved. The CEO is authorized to incur the expenditure for the same. It was also resolved to send a proposal for the same to the competent authority for approval. 17. ENGAGEMENT OF SHRI AMIT PATEL AS TECHNICAL SUPPORT PERSON FOR ABAS ON CONTRACT BASIS FOR 03 MONTHS(01 OCT 2018 TO 31 DEC RS. 18,000/- PER MONTH. Ref: PDDE, CC letter No.54941/ABAS/Agra/Cantt dated 11 Sept With reference to the directions contained in the reference letter services of Shri Amit Patel H.No.-456/362, NH-7, Katni Road, Behind Super Dharmkanta Gohalpur, Jabalpur are required for technical support to implement ABAS software smoothly. Shri Amit Patel was earlier stationed to this office by M/s ABM Knowledgeware Ltd. Mumbai as per agreement between the company and DGDE. Later the agreement was aborted and his support was revoked by DGDE and it was recommended from the Director, PMG, CC, Lucknow to restart his service through engaging him at Cantonment Board Level. His serving area contains CBs:- Agra, A bad, Danapur, Jabalpur, Mathura, Mhow, Pachmarhi, Ramgarh and Varanasi. The expenditure incurred for his pay shall be shared by above CBs equally. Since his services are recommended from Director, PMG, CC, Lucknow the Board is requested to engage him on a honorarium of Rs. 18,000/- per month for the period of 01Oct Dec 2018 on purely contractual basis. On specific request he will be send to Tour Duty to the respective Cantonment Board and the charge so incurred shall be bear by the requesting Board solely. Relevant file is placed before the Board for necessary perusal. Resolution No. 17 Considered and approved as proposed in Agenda side. 18. Points raised by s (i) Smt. Kiran Thakur, Smt. Kavita Bawaria Pasi and Smt. Been Agrawal ward members has raised the point regarding negligence shown by Hospital in normal deliveries of pregnant ladies. (ii) Major Pushendra Singh, GE(E) and member has raised the point of distribution of blankets to poor people well in time. 9

10 Resolution No. 18 (i) (ii) It was resolved that an explanation shall be called from RMO which shall be placed before the next Board Meeting for consideration. It was assured by the Board, that the tender process for purchase of blankets shall be done well in time. All ward s are also advised to give the list of beneficiaries to whom the blanket shall be distributed. Store Keeper shall be directed to take necessary action.
